A slow moving frontal system with weak waves of low pressure riding north along it brought heavy rain throughout most of the day on the 21st to Berks County, the Lehigh Valley and Upper Bucks and Montgomery Counties. Storm totals averaged between 1.5 and 2.0 inches and caused poor drainage flooding and flooding of low lying areas. No significant stream or river flooding was reported. The heavy rain began at the Lehigh Valley International Airport began around 5 a.m. EDT and continued sporadically throughout the day until 8 p.m. EDT. The heaviest rain occurred when widely scattered thunderstorms moved through the region. Storm totals included 2.32 inches in Williams Township (Northampton County), 2.00 inches in Easton (Northampton County), 1.90 inches in Springtown (Bucks County), 1.73 in Bechtelsville (Berks County), 1.55 inches in Palm (Montgomery County), 1.40 inches in Pottstown (Montgomery County), 1.38 inches at the Lehigh Valley International Airport, 1.34 inches in Bath (Northampton County), 1.22 inches in Green Lane (Montgomery County) and 1.20 inches in Morgantown (Berks County).
