Very heavy rain, totaling 2 to 5 inches of rain, fell across this area from the 16th into the 17th. This combined with snowmelt of up to another inch of water equivalent. Many roads were flooded or washed out. People were evacuated in Jeffersonville. A state of emergency was declared in the towns of Rockland, Liberty and Callicoon. Many streams were out of their banks. Basements also became flooded.
