Strong surface low pressure off the Pacific Northwest coast and a cold front draped over the state were responsible for gusty southwest to west wind and heavy rain across the Delta and sections of the Sacramento Valley. 11,000 PG&E customers temporarily lost power due to severed power lines and excessive moisture.
