Flash Flooding in Puerto Rico, August 23, 1999
A strong tropical wave produced flash floods throughout the east portion of Puerto Rico. Many streets, highways and roads were flooded.

Deaths and injuries are direct and indirect together, as the offices filed them. Damage is property and crops in the dollars of the year, not adjusted for inflation, and only where an office estimated it.
What happened
The episode as NWS SJU wrote it up.
A strong tropical wave produced flash floods throughout the east portion of Puerto Rico. Many streets, highways and roads were flooded. In Naguabo torrential rains caused Blanco River to overflow its banks flooding road 31. In addition a man was injured due to landslides and schools were closed. In Humacao a house was struck by lightning and in Luquillo an elderly couple was rescued from their home when it flooded as a result of the rains.
