Flash Flood in Ohio, April 23, 1996
One to two inches of rain on top of saturated ground caused flooding of streams, basements, low lying areas and poor drainage areas. High water was reported on many roads and some had to be closed including Ohio Route 13 and Route 30 in Richland County, Pitts Boulevard in Lorain County, and Route 700 in Hiram Township (Portage County).

One to two inches of rain on top of saturated ground caused flooding of streams, basements, low lying areas and poor drainage areas. High water was reported on many roads and some had to be closed including Ohio Route 13 and Route 30 in Richland County, Pitts Boulevard in Lorain County, and Route 700 in Hiram Township (Portage County). A man had to be rescued from his truck which stalled in high water on Route 13 near Mansfield. Flooding decreased gradually during the afternoon as the rain changed to snow, but high water remained in some areas into the 24th.
