Rainfall totals of 2-4 inches which fell between 0700EST on the 8th and 1500EST on the 10th led to generally nuisance type to minor street flooding across portions of Lake County. The St. Johns River at Astor, which was already in moderate flood stage due to the remnant effects of Hurricane Ian, experienced water level rises as early as the 8th due to increasing north to northeast winds impeding the river's flow. Renewed flooding was reported along numerous streets and communities along the river in Astor. At Deland, already in minor flood stage, river gauges recorded a rise into moderate flood stage on the 9th. A damage assessment provided by the county indicated a total of 44 residential and manufactured homes were affected in the area at a cost of approximately $1.4M.

Persistent onshore flow ahead of and during Nicole led to water level rises of 3 to 5 feet along the Martin County coastline. Moderate to severe beach erosion along already weakened dunes left behind in the wake of Hurricane Ian led to additional failures of structures along the coastline, namely dunes and beach access crossovers. Notable storm surge flooding occurred along parts of MacArthur Blvd. on Hutchinson Island in Stuart after waves breached the adjacent dunes. Elevated water levels of up to 2 to 4 feet and wave action along the intracoastal waters resulted in some street flooding along the riverfront, particularly in Stuart, as well as damage to some boat docks in the county. Notably, Scripps Buoy 41114, which is typically moored off of Fort Pierce, washed ashore on Stuart Beach.

The National Ocean Service (NOS) tide gauge in Charleston Harbor, measured a peak observed tide level of 8.35 feet above Mean Lower Low Water (MLLW) at 9:30 am EST. In reference to Mean Higher High Water (MHHW), the level was 2.58 feet MHHW. However, the peak recorded surge value was 3 feet at 1:18 pm EST. At the time, this tide level ranks as the 13th highest on record for the site. Widespread tidal flooding was observed along the Charleston County coast with numerous roads flooded and closed across Johns Island, James Island, Downtown Charleston, Mount Pleasant, Sullivan's Island, Isle of Palms, and Folly Beach.

The National Ocean Service (NOS) tide gauge at Fort Pulaski, measured a peak observed tide level of 10.41 feet above Mean Lower Low Water (MLLW) at 10:06 am EST. In reference to Mean Higher High Water (MHHW), the level was 2.91 feet MHHW. However, the peak recorded surge value was 4.24 feet at 2:06 pm EST. At the time, this tide level ranks as the 6th highest on record for the site. Widespread tidal flooding was observed along the Chatham County coast including Tybee Island and Wilmington Island. Part of Highway 80 was closed for a period of time between Tybee Island and Savannah. Broadcast media also reported tidal flooding along the river walk in Savannah.

Beaufort County Emergency Management reported that a tree fell on a home, dislodging a ceiling fan which fell and causing a minor injury to a resident. Also, a few other trees and tree limbs were reported down at scattered locations across the county due to winds Nicole.

A cell phone video from a motorist in the Valle Crusis area showed Dutch Creek and a smaller creek (name unknown) that runs along Frank Mast Road both out of their banks. Water from these flooded creeks was observed up against the Valle Crucis United Methodist Church, the Valle Crucis Log Cabin Rentals, and the Mast General Store. Portions of the Valle Crusis Community Park was flooded over a foot deep. Water was observed flowing across Broadstone Road. Reported damage was minor and consisted mainly of cleanup of debris.

An EF0 tornado tracked from King and Queen county into Caroline county. The tornado struck a farm in Tignor at the intersection of Sparta Road and Tignor Road (Root Swamp Road becomes Tignor Road). Several outbuildings were heavily damaged or destroyed. One silo was damaged along with 3 tractors. The tornado dissipated just north of the farm.

The EF0 tornado in Dinwiddie county was confirmed partially via drone footage from a storm chaser positioned along Route 40 as the storm tracked north. The video showed a funnel reaching the ground and a brief period of debris just north of Route 40. NWS storm survey found a snapped cedar tree and broken limbs along Ridge Road just south of Route 40. Much of the area is highly wooded and inaccessible. Damage was all very light with winds estimated around 50 to 55 mph.

The South Fork New River at Jefferson (JFRN7) crested at 8.31 feet 11 pm EST on Nov 11th due to prolonged moderate to heavy rain associated with the remnants of Tropical Storm Nicole. The heaviest rain fell in the headwaters of the New River in Watauga County. This is the highest crest since May 2020. This crest (7,300 cfs) ranks between a 2-year and a 5-year event (0.5-0.2 ARI) per USGS StreamStats.

The Little Muskingum River near Bloomfield rose above its 16 foot bankfull level just after midnight on November 12th. The river crested at 18.37 near sunrise and then returned to its banks in the early afternoon. While the river was out of its banks, water spilled onto portions of Routes 26 and 260 that reside near the gage.
