.SYNOPSIS...
A cold front will continue to sag south across the area into tonight
before stalling across the Mid-Atlantic Thursday and Thursday night.
Tropical Storm Debby or its remnants will approach our region Friday
passing through Pennsylvania around the time frame of Friday
night. Another cold front will approach Friday night and will
cross through Saturday; this front will help kick what is left
of Debby out. High pressure begins to build in thereafter,
holding influence over the region into the beginning of the week.
&&
.NEAR TERM /THROUGH TONIGHT/...
No significant changes with the near term forecast. The mid
level trough continues to make progress eastward, while at the
surface, the slow moving cold front is now over far south Jersey
and Delmarva.
The good news is that the heavy rain potential shifts southward with
time, to areas that have not had much rain over the past 24 hours,
generally south of the previous watch area. Consequently, cancelled
the flood watch. Expect the main focus for heavy rain to be near the
front. Weaker forcing leading to more limited coverage, plus the
risk being over an area with higher flash flood guidance, should
limit the flooding potential. However, given still relatively high
precipitable water values and a deep saturated layer, can't rule out
isolated flooding. Onshore flow and a more stable boundary layer
should limit the severe risk today.
The other concern is the potential for fog with a very moist
boundary layer. However, the set up looks more conducive for low
stratus, so have held off on any mention in the forecast for
now.

.SHORT TERM /THURSDAY THROUGH FRIDAY NIGHT/...
A very humid, wet and rainy forecast is on tap for the short term. A
(mainly) stalled frontal boundary and tropical airmass will continue
to plague the region Thursday and Thursday night while tropical
moisture from Debby to our south continues to stream into the
region. With a weak upper-level pattern (leading to an uncertain
track forecast) now mainly out of the way, the forecast is now
fairly certain for Debby; Debby will look to track mainly northwards
into Virginia Friday during which the jet stream and approaching
surface cold front from the northwest will begin to influence the
system. Debby will begin to turn to the northeast over Virginia
Friday as the system likely begins to go undergo extratropical
transition at depression strength; tropical moisture and showers
will continue to stream into the region Friday with the stalled
boundary and tropical airmass still plaguing the region. Debby, or
what is left of Debby, likely centered to our west somewhere over PA
Friday night will begin to rapidly accelerate to the northeast with
time.
The trend in guidance has been a slight westward shift for the
center of Debby. While this will lower PoPs a bit for us and will
likely cause some of the heaviest rains to occur to our west, the
forecast really has not changed all that much; likely PoPs for
Thursday into Thursday night, categorical for later Thursday night
and Friday with plenty of potential for excessive rainfall leading
to flooding concerns. The entire region is outlooked in a MARGINAL
risk by WPC for excessive rainfall Thursday into Friday. The I-95
corridor westward is outlooked mainly in a SLIGHT for Friday into
Saturday while a MODERATE risk has been introduced for our
northwestern most areas (e.g., portions of Carbon and Monroe
counties in PA) Friday into Saturday. From Thursday through
Friday night, an additional 2.0-4.0 inches of rain could fall
for the I-95 corridor westward, with locally higher amounts
exceeding 5.0 inches. The rainfall and flash flooding potential
in this situation is concerning by itself...the fact that there
are ongoing flooding concerns already in the near term is very
concerning. Grounds will likely already be saturated and
rivers/creeks/streams could be running high already beforehand.
A Flood Watch will likely be issued once things become closer,
more confident and specific.
While Debby to our west could bring some 30-40 mph gusts to high
elevations and areas near the coast, rainfall and flooding remain
the top concerns. While the severe threat will be low, given the
forecast track of Debby, an isolated tornado as typically seen in
these types of events cannot be ruled out at this stage. We will
know more from the SPC in future updates.

.LONG TERM /SATURDAY THROUGH TUESDAY/...
A cold front is forecast to cross through Saturday, kicking the
stationary front, tropical airmass, and potentially anything left of
Debby out of our region. Thereafter, the ensembles and deterministic
guidance support surface high pressure building in and holding
influence over the region through the rest of the long term. While
there is some indication that shortwave energy could linger during
the weekend and beginning of next week, we will mostly be looking at
a well-deserved stretch of mainly dry conditions.
Some slight chance and chance PoPs are included per NBM for
Saturday, decreasing with time. However, the overall trend among
recent guidance is actually for a dry forecast to arrive sooner;
would not be surprised to see these PoPs dropped in future NBM runs.
Saturday night onwards, no PoPs are included in the forecast! With
shortwave energy potentially lingering, some diurnally driven
convection should not be ruled out for the afternoon/evening time
frames each day...but for the most part, surface high pressure
should hold control synoptically speaking.
Seasonable temperatures look to be on tap for the duration of the
long term.

.AVIATION /18Z WEDNESDAY THROUGH MONDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.
This afternoon (through 00Z)...Ceilings predominantly IFR/MVFR,
especially across the northern TAF sites in TTN/RDG/ABE. There
is also a chance for visibility restrictions with showers and
storms, the biggest risk for that will be primarily near and
south of KPHL. Winds should settle out of the northeast to east
5 to 10 kt. Low confidence.
Tonight...Prevailing MVFR and IFR conditions with low ceilings.
Also a risk (30%) of visibility restrictions with fog, but
expected to be largely patchy and MVFR. Light winds, primarily
out of the northeast or east, but could become variable. Showers
and TSRA could begin early morning across the southern sites
and infiltrate northward before daybreak, adding into more
potential for vis restrictions. Moderate confidence.
Thursday...Low stratus through the day will keep us at IFR/MVFR
with showers and TSRA becoming more widespread through the
afternoon. E to ENE winds persist around 10 kts.
Outlook...
Thursday night through Friday night...Periods of IFR/MVFR
conditions during occasional/frequent showers and tstms.
Saturday through Monday...VFR expected.

.MARINE...
With the low clouds and saturated airmass marine fog is showing
up on area web cams from coastal Atlantic southward. With
southerly winds still expected through the morning into the
early afternoon, we've issued a Marine Dense Fog Advisory
through 4pm today before the winds start to shift to more of a
northeast orientation. Wind speeds are expected to remain below
SCA criteria through Wednesday night. However, seas close to 5
ft are possible further away from the coast, primarily this
afternoon and overnight. That being said, confidence is low, so
will hold off on issuing an SCA at this time.
Outlook...
Thursday through Saturday night...SCA conditions expected much of
the time. Gales possible Friday into Friday night. Occasional
showers and thunderstorms expected.
Sunday/Sunday night...No marine headlines anticipated. Fair
weather.
Rip Currents...
With a prevailing onshore wind and breaking waves around 2 to 3
feet, expect a MODERATE risk for the formation of dangerous rip
currents Wednesday and Thursday. If waves and winds trend higher,
then the risk may trend higher too, especially for tomorrow at the
central and northern NJ coast.
