Area Forecast Discussion

.SYNOPSIS...
An area of low pressure will develop later tonight off the North
Carolina coast then track northeastward through Friday bringing
accumulating snow to our area. The center of arctic high pressure
builds into the Ohio Valley later Saturday, then it settles over our
area Sunday night into Monday before shifting offshore. A front may
settle southward into our area Wednesday into Thursday as one or
more weak low pressure systems track along it.

&&

.NEAR TERM /THROUGH FRIDAY NIGHT/...
Any lingering snow in the southern Poconos and northern New Jersey
should taper off fairly quickly by this evening. Chances for
flurries farther south will be limited as it is quite dry with dew
point depressions on the order of 20 degrees, and do not think much
should reach the ground.

Cloudy for the first half of tonight, but with southwest flow, it
will turn milder with lows in the teens up north, and otherwise in
the low to mid 20s, with lows in the upper 20s in southern
Delmarva.

A complex storm system will then affect the Northeast and Mid-
Atlantic late tonight, through Friday, before finally
pulling away Friday evening.

A closed H5 low will move into the Northern Plains, upper Midwest
and upper Great Lakes tonight, with a trough extending down through
the lower Great Lakes and into the Ohio Valley. One area of low
pressure will develop off the coast of Cape Hatteras, while a
secondary low will form several hundred miles west of that low. The
primary low drifts out to sea on Friday while the secondary low
works its way across the region Friday before merging with the
offshore low and then pulling out to sea. Meanwhile, as the upper
trough approaches from the west, it will take on a negative tilt as
it moves towards the Northeast. With the negatively tilted trough
over the Northeast, can expect bands of snow to continue to develop
through Friday afternoon and into Friday evening even with the
surface low offshore.

Based on the latest model guidance, snowfall totals have increased
over the area. A stripe of 5 to 6 inches of snow with locally higher
amounts will develop across the central portion of the forecast
area, from Chester county, through Philadelphia, and across the I-
195 corridor in New Jersey. For these areas, the Winter Weather
Advisory was upgraded to a Winter Storm Warning. For Monmouth
county, now expecting in excess of 6 inches of snow, so upgraded to
a Winter Storm Warning there as well. Went ahead and added Cape May
county and the coastal strip to the Winter Weather Advisory. Although
there will be rain mixed with the snow due to easterly flow ushering
relatively warmer air off the ocean, snowfall totals have increased
to around 2 inches.

What to watch out for: Bands of heavier snow may enhance the wet
bulb effect, resulting in colder surface temperatures and higher
liquid to snow ratios. This will result in locally higher snow
amounts. Overall, liquid to snow ratios will be on the order of 14:1
to 17:1, but could get as high as 20:1.

A cold front then moves across the area Friday night and
temperatures tumble into the teens. Any untreated surfaces will
become icy.

.SHORT TERM /SATURDAY THROUGH SUNDAY NIGHT/...
Arctic air in place with bitterly cold conditions.

A strong upper-level trough pivots across the East Saturday before
gradually shifting offshore later Saturday night into Sunday. As
upper-level ridging starts to approach in its wake, the center of
strong arctic high pressure will build into the Ohio Valley. This
strong high then shifts eastward and crests over our area Sunday
night.

A tight pressure gradient will be in place between low pressure
moving across the Canadian Maritimes and strong high pressure
building toward the Ohio Valley. This will result in breezy to windy
conditions Saturday, and while it will still be blustery on Sunday
the strongest winds should occur during the day Saturday. The wind
gusts look to peak between about 30-35 mph. Given the snowfall that
is forecast on Friday and that it will be a dry powdery snow,
combined with gusty winds and very cold conditions, added areas of
blowing snow to the forecast. There is the potential for areas of
significant blowing and drifting snow Saturday and Saturday night
particularly on north-south roadways and in open areas. The gusty
northwest winds will continue to direct arctic air across our region
and therefore Saturday will be a bitterly cold day. The combination
of temperatures in the 20s and teens during the day will result in
wind chill values in the single digits, with even around 10 below
zero in the Poconos. Most of the area should experience wind chill
values in the low single digits to even below zero Saturday night.
As of now, the forecast values are not cold enough for wind chill
headlines. The passage of the trough aloft Saturday and with
moisture off the eastern Great Lakes should result in quite a bit of
stratocumulus. A few snow showers or flurries possible especially in
the far northwest zones, however the air mass will be very dry below
cloud base.

As we go through Sunday, an upper-level ridge axis approaches from
the west however this looks to flatten some Sunday night. Arctic
high pressure will shift east and crest over our area Sunday night.
The air mass will start to modify some, however after a bitterly
cold start to the day it will still be cold through the day. A
notable breeze will still be maintained especially during the day
out of the northwest in advance of the surface high, and this will
keep wind chill values on the low side. The winds will diminish
quite a bit at night as the surface high builds over our area. With
snow cover and a mostly clear sky in place along with a diminish
wind, temperatures will drop quickly during the evening with lows in
the teens with some spots possibly down into the single digits.

.LONG TERM /MONDAY THROUGH THURSDAY/...
Summary...The arctic chill gives way to moderating temperatures, and
a chance for some rain/snow.

Synoptic Overview...As an upper-level trough slides across the
central and southern Plains Monday, some ridging moves across the
Mid-Atlantic region. The trough should tend to lift north-
northeastward and across the Great Lakes region, however it may
weaken some through Tuesday night into Wednesday. Another upper-
level trough may then follow a similar track Wednesday through
Thursday. At the surface, cold high pressure over our area to start
will shift offshore with a milder air mass overspreading our region.
A front may settle across our area Wednesday and Thursday as one or
more weak surface lows track along it.

For Monday and Tuesday...The center of arctic high pressure over our
area to start Monday will shift offshore with incoming ridging aloft
cresting over the Mid-Atlantic region. The return flow will become
better defined and while temperatures will start to moderate Monday
it will take a little time to dislodge the residual shallow arctic
air mass. Afternoon temperatures Monday are forecast to get above
freezing for most of the region, then drop back into the 20s Monday
night. More pronounced warming is forecast during Tuesday as the
return flow will assist in an increase in the low-level warm air
advection. It is expected to be dry during this time frame.

For Wednesday and Thursday...As a shortwave trough flattens the
ridge across our area, weak surface low pressure is forecast to
slide across New England. This feature may settle a cold front
southward across our area before stalling in the vicinity. Some
additional shortwave energy may support one or more weak surface
lows along this front and introduce the chance for some
precipitation. The temperatures will depend on the positioning of
the front with much milder air to its south and cooler air to its
north. Overall though, the pattern looks to be a milder one for our
area which should translate to more rain than snow for most.

.AVIATION /20Z THURSDAY THROUGH TUESDAY/...

Tonight...VFR initially, then conditions lower to MVFR and possibly
as low as IFR prior to 12Z in SN. LGT/VRB winds becoming E-NE around
5 kt. High confidence.

Friday...IFR/LIFR in SN. Periods of RASN at KACY. Accumulating snow
at the terminals. E-NE winds 5 to 10 kt, becoming N late. High
confidence.

Friday night...Conditions improve to VFR in the evening. NW winds 10
to 15 kt. Blowing snow possible at the terminals. High
confidence.

Outlook...

Saturday...VFR ceilings. Northwesterly winds 15-20 knots with gusts
to around 30 knots, diminishing some at night. Moderate confidence.

Sunday...VFR. Northwesterly winds 15-20 knots with gusts to 25
knots, diminishing 10 knots or less at night. Moderate confidence.

Monday...VFR. West to southwest winds 5-10 knots. Moderate

.HYDROLOGY...
During the winter season, you might see a sudden rise in water
levels when looking at a particular gauge on AHPS. You might even
see a gauge in flood. It might be a sudden spike or something that
persists and looks more choppy. For the majority of cases, this
isn't a real rise in the water level, but rather ice affecting the
river gauge. In addition, when the water level is running high and
there's been flooding, debris in the water can affect how a gauge
responds.

With cold air upon us and high water in the channels, we noticed
this occurring today at a couple gauges. We do our best to eliminate
the "bad" data on AHPS and keep the hydrographs as clean as
possible.

Just so there's no confusion or concern, at this time, no flooding
is expected across our forecast area.
