inches possible. The ground remains quite saturated following
multiple rounds of heavy rainfall over the last few weeks. A
period of higher hourly rainfall rates is possible during the
overnight hours Tuesday night which would enhance the
potential risk for flooding, particularly in urban areas.
Runoff due to snowmelt from this past weekend's storm as well
as tidal inundation in coastal areas may also exacerbate any
flooding due to heavy rainfall.

.SYNOPSIS...
Low pressure will depart eastward tonight as high pressure
builds overhead briefly for Monday. A powerful low pressure
passing to our northwest will drag a strong cold front across
the region Tuesday into Wednesday. High pressure will build back
in briefly Thursday before another strong system approaches for
week's end.

.NEAR TERM /THROUGH MONDAY NIGHT/...
As of early this afternoon, low pressure is southeast of Cape
Cod heading east-northeast into the Atlantic. Upper level trough
just to our west will pass overhead by this evening with weak
ridging aloft building in by early Monday. At the surface, the
high pressure currently over the lower Mississippi Valley will
build northeastward, ending up directly overhead by Monday
evening before passing off the coast overnight Monday. This
overall means we have a brief respite between one strong system
and the next, even stronger system, which by late Monday night
will be strengthening over the mid-Mississippi Valley on its
journey northeastward toward us.
Plenty of wrap-around moisture will keep clouds around into this
evening. These should clear during the evening for most of the
region as drier air builds in, lingering longest in the Poconos
where upslope flow will assist in keeping them around. Even
here, however, expect cloud cover to wane slowly during the day
Monday as high pressure builds overhead, ending the upslope
flow. A few flurries could linger into this evening in the
higher terrain, but otherwise precip has pretty much ended
across the region, certainly the significant precip. Northwest
winds which should be a bit gusty this afternoon will diminish
a bit tonight, but likely remain steady from the northwest,
keeping us from radiating much. We still should manage to drop
below freezing region-wide, so lingering moisture may be a re-
freeze danger tonight. Motorists should use caution, especially
by late tonight, as any standing water may freeze.
For Monday, other than the lingering clouds in the Poconos,
expect a pretty pleasant day with partly to mostly sunny skies
and lighter winds. Temps should rise back to near or slightly
above 40 for most, except 30s in the Poconos and mid 40s in the
Delmarva and southern NJ.
The next storm mentioned above will begin spreading clouds back
across the region Monday night, so while we'll start off mostly
clear, it'll be mostly cloudy by dawn Tuesday. However, with the
high overhead in the evening, it should radiate relatively well
until clouds return, so lows should drop deeper into the 20s for
most of the region, teens potentially in the Poconos and NW NJ.

.SHORT TERM /TUESDAY THROUGH WEDNESDAY NIGHT/...
Summary...A powerful storm tracks up the Ohio Valley and into
the eastern Great Lakes later Tuesday into Wednesday, with
significant flooding rain and a period of strong to damaging
winds possible. A potent cold front sweeps across our area late
Tuesday night into early Wednesday.
Synoptic Overview...Potent shortwave energy is forecast to
eject into the central and southern Plains as a deep upper-level
trough develops Monday. This trough will probably close off as
it shifts east and northeast through Tuesday. A surface low will
develop in response and then deepen quite a bit as it tracks
generally up the Ohio Valley and into the eastern to central
Great Lakes region by later Tuesday into early Wednesday. It
will then track into portions of eastern Canada and gradually
weaken.
A strong upper-level trough will lift across the eastern U.S.
Tuesday into Wednesday, and it will drive a powerful surface
low up the Ohio Valley and across the eastern to central Great
Lakes. This will place our region on the warmer side and
therefore mostly rain is expected. There is however a short
window of opportunity that it starts as some snow or a mix
mainly north and west of I-95 (perhaps some light accumulations
across parts of the northwestern zones), however with robust
warm air advection any of this will quickly change to rain. The
rain will become heavy at times especially late Tuesday
afternoon and Tuesday night before tapering off to some showers
Wednesday morning. A southeasterly 925 mb jet on the order of
50-75 knots later Tuesday and Tuesday night will advect in ample
moisture off the Atlantic. In addition, this flow veers to
southwesterly at 500 mb and increases to 70-100 knots. The
guidance shows an extensive plume of high precipitable water
(1.0-1.5 inches) for this time of year connected all the way
into the western Caribbean. This amount of moisture along with
strong forcing for ascent will bring widespread rain (2-3 inches
likely, with 4 inches possible) across the entire region with
the heaviest occurring Tuesday night. A period of enhanced
rainfall rates combined with already saturated ground, which
will be even more swollen given snow melt across the northern
areas, will significantly increase the flooding risk.
The upper-level trough or closed low may take on a negative
tilt Tuesday night, and this may inject some elevated
instability especially closer to frontal passage and therefore a
few rumbles of thunder could be possible. The thunder potential
remains low confidence, but something to watch especially given
the intense wind field not all that far above the surface ahead
of the cold front. Some wind headlines will likely be needed
especially for the coastal areas, although strong low-level warm
air advection and deep moist profiles may prevent at least some
of the wind from mixing down to the surface. However, with the
low-level winds being southeasterly, there will likely be an
area of stronger winds along the immediate coast, as a result of
the decreased friction over the open waters. Overall, there is
the potential for a period of strong to even locally damaging
winds especially closer to the coast.
A potent cold front crosses our area later Tuesday night into
early Wednesday and that will quickly end the steady rain early
Wednesday morning. Some light rain/showers may linger through
Wednesday morning, particularly across the northern half of the
region, with a bit of moisture wrapping around the departing
low. The strong southeast to south flow ahead of the cold front
will bring in much milder air and therefore temperatures are
forecast to rise across most of the region Tuesday night ahead
of the cold front. The return of cold air advection in the wake
of the cold front will result in better vertical mixing profiles
through Wednesday and therefore it will be a breezy to windy
day (wind gusts to around 40 mph). Temperatures will also be
falling some through the day Wednesday as the cold air advection
takes over.

.LONG TERM /THURSDAY THROUGH SUNDAY/...
Summary...Another storm looks to arrive but tracks to our west
Friday night and Saturday, with another round of heavier
precipitation possible.
Synoptic Overview...Some ridging aloft Thursday will result in
surface high pressure sliding by well to our south. An upper-
level trough is forecast to slide across the Great Lakes and
Ohio Valley Thursday into Friday, however it may weaken as it
lifts across the Northeast. A potentially strong upper-level
trough in the southern Plains Friday is forecast to shift
northeastward and support deepening surface low pressure.
Overall this storm is currently forecast to track up the Ohio
Valley Friday into Saturday, however there may also be a
secondary low developing along the occlusion in the vicinity of
the Mid-Atlantic.
For Thursday and Friday...A weak area of high pressure is
forecast to extend northward into our area Thursday, however an
upper-level trough cruising across the Great Lakes into the
Northeast may drop a surface front into our area sometime
Thursday night or Friday. In addition, weak low pressure may
track just to our north. As of now, not carrying any
precipitation with this feature. High temperatures both days
will be cooler than Wednesday with highs in the 40s to 50,
although cooler in the Poconos. The southern stream system that
will be riding up the Ohio Valley has the potential to
strengthen quite a bit, and for our area the clouds will be on
the increase later Friday with some precipitation possibly
starting to arrive from the southwest later Friday.
For Saturday...Low pressure is currently forecast to track from
the upper Ohio Valley during the day to far northern New
England by early Sunday morning. This inland track favors more
rain than snow across our area, although depending on how much
cold dry air is in place at the onset there could be some wintry
precipitation for a time across mainly our northwest zones. The
details and impacts will all depend on the track and strength
of this storm.

The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas.
Rest of today...as of early this afternoon, most terminals are
in the MVFR range for cigs and VFR for vsby. Low clouds look to
linger much of the rest of the day but dry air slowly advecting
in should allow gradual rise in cigs. Winds WNW around 15 kts
with gusts up to 25 kts. Moderate confidence.
Tonight...VFR returning this evening, with cigs completely
breaking for most terminals during the night. Winds WNW around
10 kts. High confidence.
Monday...VFR with mostly clear skies and no vsby restrictions.
Winds NW around 10 kts. High confidence.
Monday night...VFR. High cigs return as we head through the
night, but no vsby restrictions as precip won't arrive until

overhead.
Outlook...
Tuesday...Strong southeast to south gales expected with a
period of storm force winds probable. The strongest winds should
occur Tuesday night. Seas will quickly become dangerous.
Wednesday...Gale force winds gradually diminish, with this
occurring first on Delaware Bay. Hazardous seas.
Thursday...Winds dropping below 25 knots and seas gradually
subsiding.

.HYDROLOGY...
Flooding risk increasing for Tuesday and Wednesday.
Tuesday and Wednesday storm...A powerful storm system with a
deep moisture plume from the Gulf of Mexico, the Atlantic and
even connected to the western Caribbean will impact our area.
Widespread rainfall amounts of 2-3 inches is probable (4 inches
possible) with the potential for moderate to major flooding on
some of our rivers later Tuesday and beyond. The heaviest rain
looks to occur Tuesday night into early Wednesday morning. There
is a heightened concern for the Passaic and Raritan basins as
well as some of the rivers in southeastern Pennsylvania
especially the faster responding ones. Given the very saturated
ground, another round of heavy rain and snow melt across the
northern areas, will all lead to more runoff into the waterways.
In addition, a period of enhanced rainfall rates looks probable
Tuesday night and this could lead to urban flooding. Even some
flash flooding is possible, especially if the higher hourly
rainfall rates occur particularly within the more urban areas.
Tidal areas may also experience even higher levels during high
tides due to excessive runoff and a period of very strong east
to southeast winds. The MODERATE risk (level 3 out of 4) for
excessive rainfall has been expanded from northern New Jersey
west and southwestward to include southeastern Pennsylvania to
near far northern Delaware. A SLIGHT risk (level 2 out of 4)
covers the rest of our region.

Some minor coastal flooding along portions of Atlantic coastal
NJ early this morning, then a potentially widespread and
significant coastal flooding event may unfold Tuesday and
Wednesday. Coastal interests are urged to keep updated on the
latest forecasts and messaging regarding the Tuesday and
Wednesday storm.
Early this morning...Some minor coastal flooding is occurring
with the high tide cycle mainly along the northern NJ coast. The
Coastal Flood Advisory for Monmouth, Middlesex and Ocean
counties continues through early this morning. Spotty minor
flooding will also be possible farther south along the remainder
of the New Jersey Atlantic coast.
Tuesday and Wednesday...A powerful storm system will impact the
region. An intense southeasterly wind field will coincide with
