Area Forecast Discussion

.SYNOPSIS...
A coastal low moves into the region today, bringing unsettled
weather to the area. High pressure builds across eastern Canada
and far northern New England for Sunday into Monday, while
extending its way down into the Mid- Atlantic region. This high
will retreat early next week ahead of an approaching front that
may arrive Tuesday into Wednesday. There is the potential for
another coastal storm late next week.

&&

.NEAR TERM /THROUGH SUNDAY/...
As of 930 AM...Widespread moderate rain has now overspread the
entire Mid-Atlantic region this morning as the early morning
freezing rain in the Poconos has now changed over to plain rain.
Latest radar reflectivity shows the heaviest of rainfall just
off to our south and west; over northern Virginia and Maryland.
Over the next hour or so, this will move northeastward into our
area as the track of the surface low moves across the southern
half of the Delmarva. This should keep the axis of heaviest
rainfall along the I-95 corridor through early/mid afternoon.
Rain now looks to end a bit quicker than previously thought,
ending by 2-6PM across the area (from southwest to northeast).
Overall, the forecast was updated to reflect the latest
forecast trends and current obs.

Otherwise expect the aformentioned area of low pressure to
track northeastward up the coast through today tracking right
over the coastal plain. This will bring the heaviest rain near
and just to the left of the low's track across the I-95
corridor. The heaviest rain looks to move in by mid to late
morning and continue into this afternoon. as some frontogenesis
occurs just north and west of the low pressure center. This will
result in rainfall rates nearing 0.5"/hr, possibly higher.
However, without a deep warm cloud layer, not expecting rates in
excess of 1"/hr. Eventually, rain will taper off late this
afternoon into early this evening.

In terms of rainfall amounts, still looking at a widespread 2 to 3+
inches of rain for the majority of the forecast area with slightly
less along the coast as well as over our far N/W zones from Berks
County into the southern Poconos. There were no major changes to the
forecast with this update cycle. As a result, WPC still has the
majority of our area within a Slight Risk (2/4) for Excessive
Rainfall. This type of rainfall will cause urban and small stream
flooding as well as flooding of the usual lower lying areas
beginning today with river flooding then becoming an issue by Sunday
into early next week. No changes have been made to the Flood Watch.

In terms of wind, breezy conditions are still expected to develop
across the Coastal Plain as the low moves up the coast with
southeast winds gusting 40 to 50 mph by this afternoon. Then in the
wake of the low expect more widespread winds from the N/NW gusting
40 to 50 mph developing late this afternoon and continuing tonight.
Given the very saturated soils with the preceding heavy rainfall,
these winds may lead to some downed trees and power outages. For
this reason, the Wind Advisory has been expanded with this update to
include all of our counties except the eastern MD shore and begins
at 11 AM along the coastal plain and 4 PM elsewhere.

As mentioned, the rain will quickly wind down from west to east by
late this afternoon into early this evening the with a cold and dry
airmass filling in overnight will help drop temperatures down into
the 20s and 30s across the board. It's possible areas across the
Pocono Plateau could see a brief period of wintry precip as the
storm exits though accumulations will be minimal to non-existent.

Sunday is expected to be quiet and dry as high pressure builds in
from the north and west. Afternoon temperatures will reach the upper
40s to around low 50 for most. Breezy northerly winds will gradually
diminish through the day.

.SHORT TERM /SUNDAY NIGHT/...
An overall calm period of weather is expected to wrap the weekend
and begin the new week. While the surface low from this weekend
looks to continue to churn offshore, high pressure will move in and
keep conditions dry and skies mostly clear. Temperatures will
gradually become fairly seasonable through this period as well. Lows
on Sunday night remain a bit chilly in the upper 20s/low 30s but
highs on Monday should warm into the low/mid 50s for most areas. Low
Monday night look to be mainly in the low/mid 30s.

The main effect of the continued presence of the low offshore (other
than the increased potential for coastal flooding, see more details
on that threat in the dedicated section below) will be a persistent
10-15 mph breeze due to the tightened pressure gradient between the
high and low pressure centers. Gusts in the range of 25-30 mph are
possible at the Jersey Shore and Delaware Beaches with the
northeasterly fetch from out over the open ocean waters.

.LONG TERM /MONDAY THROUGH FRIDAY/...
The beginning of the long term period looks to be quiet with high
pressure remaining in control ahead of a period of more uncertain
weather for the middle and end of next week. Tuesday looks to be dry
with temperatures that should be near normal with highs in the
low/mid 50s.

For Tuesday night and beyond, much of the forecast remains uncertain
with a large spread in the deterministic guidance. Therefore, the
forecast largely sticks close to NBM with chances for rain for much
of the rest of the work week beginning Tuesday night. Overall,
guidance is depicting a wave trying to ride over top of the upper-
level ridge that will be in place with the high pressure at the
surface. This would bring some chances for light rain Tuesday
night/Wednesday with a surface low well to the northwest. However,
the trend has been for the low to be suppressed further northwest
which may result in much of this period being dry. Looking to the
end of the week, model guidance is beginning to hone in on the
potential for a more organized low pressure system to effect the
region as a stronger trough digs across the southeastern United
States.

.AVIATION /14Z SATURDAY THROUGH WEDNESDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas...

Through Today...Mostly IFR with moderate to heavy rain also
restricting visibilities through much of the day. For KABE/KRDG,
east to northeast winds 5-10 knots. For all other terminals,
east winds 8-15 knots with gusts up to 25 knots, especially
during the afternoon. All terminals have a wind shift to
northerly by late afternoon. Moderate confidence overall.

Tonight...Conditions improve to VFR by the evening hours. North
winds 20-25 knots with gusts 30-40 knots possible. High confidence.

Sunday...VFR conditions. North/Northeast winds 15-20 knots gusting
to 30 knots diminish to 10-15 knots gusting to 20 knots in the
afternoon. High confidence.

Outlook...

Sunday night-Monday night...VFR conditions expected; there is a
chance MVFR ceilings could develop overnight Monday. Northeast
winds around 10 knots, with gusts 15-20 knots possible. High
confidence through Monday, moderate confidence Monday night.

Tuesday-Wednesday...Sub VFR conditions are possible through the
period Tuesday through Wednesday with a chance of showers,
particularly on Wednesday. Easterly winds around 10 knots, with
gusts 15-20 knots possible, especially Tuesday. Low confidence.

.MARINE...
A Gale Warning is in effect for all ocean waters including the
Delaware Bay beginning at 6 AM. SE winds are expected to increase
from 15-20 kt to 20-30 kt during the day with gusts up to 35-38 kt
possible. Seas build from 5-8 feet to 8-12 feet.

The winds quickly shift around to north/northwest late this
afternoon into this evening and will be at Gale force with winds
gusting up to 40 knots. These winds will eventually diminish by
late Sunday.

Outlook...

Sunday night through Monday night...Small Craft Advisory conditions
on the ocean waters. Winds will generally be out of the northeast
around 20-25 kt with gusts around 30 kts. A few gale-force gusts are
possible, particularly during the daytime on Monday. 8 to 11 foot
seas. 15-20 knot northeasterly winds with choppy waters expected on
the Delaware Bay.

Tuesday...SCA conditions continue on ocean waters. Northeast winds
remain around 15-20 kts with gusts around 25 kts. Seas begin to
decrease from 8-10 to 6-8 feet.

Wednesday...SCA conditions likely (60%) continuing on ocean waters
with seas remaining elevated above 5 feet. Winds become easterly and
decrease to 10-15 knots.

.HYDROLOGY...
A Flood Watch is in effect for our entire forecast area, except for
Carbon and Monroe Counties through Sunday morning at 8 am.

Rainfall amounts of 2.0 to 3.5 inches are expected within the Flood
Watch. Locally higher amounts are possible. Minor river flooding
across the Passaic and Raritan basins in NJ, across the smaller
creeks in southeastern PA, and across the smaller creeks and rivers
in northern DE is looking more likely. Moderate river flooding is
possible. The forecast axis of heaviest rainfall has generally been
trending NW over the last 48 hours to pretty much right across the
Delaware Valley and I-95 corridor. Confidence in the forecast is
fairly high at this time.

The sandy soil across the coastal plain absorbs heavy rainfall very
well. As a result, there are typically less flooding impacts. Heavy
rainfall over the I95 corridor is a different animal. With soils
less conducive to absorbing rainfall plus the urban environment,
more run-off leads to increased flooding.

Low-lying and poor drainage flooding will commence during the day
today. Run-off will quickly bleed into small creeks and streams. Any
flooding from the larger rivers shouldn't get going until tonight or
Sunday

The heaviest rainfall is forecast to occur late this morning into
this afternoon.

We attach words like MINOR and MODERATE to river flooding. What do
these words mean?

MINOR FLOODING: Minimal to no property damage, but some public
threat can be expected (e.g. inundation of roads).

MODERATE FLOODING: Some inundation of and roads near streams/rivers
are expected. Evacuations of people and/or the transfer of property
to higher elevations can be anticipated.

.TIDES/COASTAL FLOODING...
No coastal flooding issues are currently anticipated during the
coastal system impacting the area on Saturday. The one exception
could be the tidal Delaware River. Excessive rainfall runoff
around the midday high tide could result in some spotty minor
flooding along tidal waterways and tributaries along the tidal
Delaware River. However, this will be dependent on exactly
where and when the heaviest rain falls.

As the coastal system departs into Sunday, it will strengthen
while lingering offshore. This will result in an extended
duration of long period swells and rough surf impacting the
Atlantic coast. Surge values of 2-3 feet are currently forecast
by Sunday. This will result in widespread minor coastal
flooding. Flow will remain strongly offshore Sunday, limiting
impacts on that high tide, but by Sunday night, the flow turns
northeasterly, so widespread minor flooding is anticipated to
begin at that time. There is potential for some sites to reach
moderate coastal flooding impacts by later Monday. The elevated
surge values and coastal flooding impacts will likely persist
through Tuesday as well, which will coincide with the full
moon. The exact details regarding this coastal flood event
remain a bit unclear at this time, so remain alert for
additional updates and any potential watches, warnings, or
advisories.

Coastal flooding is not anticipated along the eastern shore of
Maryland. However, strong northerly winds developing late
Saturday through early Sunday will result in tidal anomalies
near 1 to 1.5 feet below normal. Water levels are forecast to
reach their lowest point at the midday low tide on Sunday around
1 to 1.5 feet below MLLW. Mariners should use caution
navigating during low water conditions to avoid running aground.
