The heavy rain has ended. The large areal flood warning has been

.SYNOPSIS...
A strong area of low pressure moves into the Great Lakes region
tonight and into eastern Canada on Wednesday, dragging a strong
cold front through the region tonight. High pressure will build
back into the region Wednesday night and be in control through
the first half of Friday. Another strong low pressure system
will affect the area late Friday into Saturday. High pressure
briefly returns for Sunday, ahead of another low pressure system
that approaches early next week.

&&

.NEAR TERM /THROUGH WEDNESDAY/...
Latest analysis shows strong surface low pressure southeast of
Chicago. An occluded front extends east and southward towards a
secondary low pressure in western North Carolina. From there, a
warm front extends east to the coast while a cold front extends
south from into the Gulf of Mexico. Aloft, a very deep closed
low is centered over Missouri, heading northeastward behind the
surface low.

Rain has already overspread the region and will only get
heavier as we head into the evening thanks to strong warm
advection/isentropic lift and exceptional upper-level forcing
associated with the approaching closed low and strong jet streak
aloft. As the warm front lifts northward toward us this
evening, temps will rise into 50s for most of the region,
possibly reaching 60 as far north as Philadelphia. Surface winds
will increase, with gusts 40-50 mph likely for most of the
region and 60 to possibly 70 mph along the immediate coast.
These strongest winds will occur late this evening to around
midnight. Further inland, confidence in winds stronger than
currently forecast is low, but could occur if a low-topped
squall line crosses the region with the surface cold front
overnight, also likely to be fairly close to midnight. For now
have included slight chance of thunder in the forecast, but the
chance of the squalls is greater since they may not have any
thunder. Rainfall still looks quite potent with 1-3 locally 4-5
inches.

The weather gets markedly less severe after the cold front
passes overnight, with winds becoming southwesterly 15-25 with
perhaps some lingering gusts to 40 mph late tonight. The rain
will mostly end, though a few showers may linger towards dawn
especially in southern NJ and the Delmarva. Temps will fall back
into the 40s.

For cleanup on Wednesday, expect a somewhat more seasonable and
bearable day, with mostly dry conditions and perhaps some
intervals of sunshine. SW winds will remain a bit strong and
gusty however, and we might need a wind advisory again as gusts
could approach 45 mph. Some snow showers may redevelop in the
Poconos on the upslope flow behind the system. Temperatures
mostly in the 40s, 30s in the Poconos.

.SHORT TERM /WEDNESDAY NIGHT THROUGH THURSDAY NIGHT/...
High pressure will build in from the south Wednesday night
through Thursday night, bringing a brief reprieve to our active
weather pattern this week. Partly cloudy skies Wednesday night
will gradually clear overnight with lows in the mid 20s to low
30s, a few degrees above climo.

Staying on the warm side of climo on Thursday as well with
afternoon highs warming to the mid to upper 40s (mid 30s
Poconos) with partly to mostly sunny skies. High pressure will
move overhead Thursday night, allowing for mostly clear skies
and calm winds. With a warm airmass overhead, however,
radiational cooling will not be as efficient and the low
temperatures are only expected to be in the mid 20s to low 30s,
a few degrees below climo, once again.

.LONG TERM /FRIDAY THROUGH TUESDAY/...
Summary...A strong low pressure system will affect the area
bringing another round of heavy precipitation on Friday and
Saturday, before drying out on Sunday. Another storm system may
approach Monday into Tuesday.

Synoptic Overview...Shortwave energy exiting the Rocky Mountain
region will eject east in combination with a deep upper-level
trough located over the southern Plains on Friday. This energy
and trough is forecast to shift toward the Great Lakes on
Saturday while showing signs of becoming negatively tilted.
Upper flow then becomes relatively zonal on Sunday/Monday aside
for a few pulses of embedded shortwave energy revolving around
the upper low over Canada. At the surface, high pressure near
the Mid-Atlantic will shift offshore on Friday as the surface
low associated with upper trough develops. Similarly to the
Tues/Weds system, this strong surface low will cut up through
the eastern Great Lakes as another strong cold front pushes off
the East Coast on Saturday. High pressure builds over the
southeast US on Sunday and Monday, ahead of yet another low
pressure system that approaches on Tuesday.

For Friday and Saturday...The surface low is forecast to track
once again to our north and west, resulting in our area to be in
the 'warm sector'. Other than a brief period of snow or a
rain/snow mix at the onset for our northwestern counties, this
event will be primarily rain as precip begins Friday afternoon.
Another strong pressure gradient will be in place with a 40-50
mb difference between the surface high and low. Frequent wind
gusts up to 40-50 mph can be expected across the region. Early
estimates show 1-2 inches of rain are possible with localized
amounts up to 3 inches. NBM PotThunder also has a slight chance
for thunder (~20%), so have maintained this mention in the
forecast. Exact details are not quite certain as we still have
to get through the Tues/Weds system first, but the potential
looms for another impactful system to close out the week/start
the weekend. After low pressure departs on Saturday, the area
begins to dry out but strong winds are forecast to continue as
the pressure gradient does not ease until high pressure moves
back into the area later Saturday. High temps for these days
reach into the 40s to 50s.

For Sunday through Tuesday...High pressure builds back across
the area on Sunday and persists for most of Monday. Long range
deterministic and ensemble guidance indicates that another area
of low pressure develops near the southeast US which may
approach our area on Tuesday. Temps for these days appear to be
about 5 degrees below normal.

.AVIATION /20Z TUESDAY THROUGH SUNDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas.

Through tonight...IFR to LIFR with RA until towards 6Z, then
vsby greatly improves and cigs rise towards VFR towards 12Z as
RA ends. Significant LLWS with strong LLJ just off the sfc
especially coastal and I-95 terminals. Isolated TSRA possible
towards midnight/5Z with low-topped squalls. Winds SE 15-35 kts
with gusts 40-55 kts, strongest at the coastal sites, weakest
well inland. Winds swings to SW and drops off somewhat after 6Z.
Moderate confidence.

Wednesday...VFR. Winds SW 15-25 kts with gusts 35 kts. Moderate
confidence.

Outlook...

Wednesday night...VFR. WSW winds 10 to 15 kt with gusts up to
20 kt, diminishing to 5 to 10 kt late. High confidence.

Thursday and Thursday night...VFR. SW winds 5 to 10 kt,
becoming 10 to 15 kt with gusts up to 20 in the afternoon, then
becoming W 5 to 10 kt at night. High confidence.

Friday through Friday night...VFR initially, then becoming sub-
VFR with rain overspreading the area in the afternoon. Rain may
be heavy at times, especially Friday night. E-SE winds around
10-15 kt gusting up to 25 kt during the day, become SE-S winds
around 20-25 kt with gusts up to 30-40 kt at night. Low
confidence.

Saturday through Saturday night...Sub-VFR likely early in the
day, improving to VFR late in the day into Saturday night. SW-W
winds 20- 25 kt with gusts up to 30-40 kt. Low confidence.

Sunday...Primarily VFR. W winds around 15-20 kt with gusts up
to 30 kt during the afternoon. Low confidence.

.MARINE...
Increasing winds on the waters will ramp up to gales and then to
storm force this evening as strong low pressure approaches. S
winds 30-40 kts with gusts to 60 kts expected tonight. Winds
then abruptly become SW and weaken after cold frontal passage
late tonight with winds 20-30 kts with gusts to 40 kts late.
Seas will build to 15-20 ft overnight then start diminishing
late.

For during the day Wednesday, winds likely remain at or near
gale force thru the day. So, at minimum will need Small Craft
Advisories with perhaps a gale over the ocean waters.

Outlook...

Wednesday night...SCA conditions expected. W winds 15 to 20 kt
with 25 to 30 kt gusts, diminishing late. Seas 6 to 8 ft.

Thursday through Thursday night...SCA conditions possible
Thursday. W winds 10 to 15 kt with gusts up to 25 kt. Seas 5 to
7 ft, subsiding to 3 to 4 ft late.

Friday...Small Craft Advisory conditions expected to develop in
the afternoon. N-NE winds around 5-10 kt in the morning,
becoming E-SE around 15-25 kt in the afternoon. Seas of 3-4
feet.

Friday night...Gale force conditions expected. E-SE winds
around 20- 30 kt becoming S-SW winds around 20-30 kt late. Wind
gusts up to 40- 45 kt possible. Seas 3-5 feet early, building up
to 10-14 feet late.

Saturday through Saturday night...Gale force conditions
expected to continue. SW-W winds around 25-30 kt with gusts up
to 40-45 kt. Seas of 10-14 feet during the day lowering to 6-10
feet at night.

Sunday...Gale force conditions early lowering to Small Craft
Advisory conditions late. W winds around 20-30 kt with gusts up
to 35-40 kt possible. Seas of 5-8 feet.

.HYDROLOGY...
A Flood Watch remains in effect for the entire area this
afternoon through Wednesday afternoon for the potential of
flooding, some of which could be locally SIGNIFICANT. Per WPC, a
MODERATE risk (level 3 out of 4) for excessive rainfall covers
all of eastern Pennsylvania and northern/central New Jersey into
far northern Delaware. A SLIGHT risk (level 2 out of 4) covers
the rest of our region.

Widespread rainfall amounts of 1-3 inches with locally 4 inches
is forecast across the area, however the lower amounts are
expected across the Delaware and New Jersey coastal plains.

The heaviest rain is forecast to occur later this afternoon and
the first half of tonight. A period of enhanced rainfall rates
combined with already saturated ground, which will be even more
swollen given snow melt across the northern areas, will increase
the flooding risk.

There is the potential for moderate to major flooding on some
of our rivers tonight and beyond. There is a heightened concern
for the Passaic and Raritan basins as well as some of the rivers
in southeastern Pennsylvania especially the faster responding
ones. Given the very saturated ground, another round of heavy
rain and snow melt across the northern areas, will all lead to
more runoff into the waterways.

As mentioned, enhanced rainfall rates looks probable tonight.
This could lead to urban flooding and even some winter-time
flash flooding. This is why WPC has issued the MODERATE risk.

Tidal areas may also experience even higher levels during high
tides due to excessive runoff and a period of very strong east
to southeast winds. This is especially true for the northeast
Maryland Shore, Delaware Bay coast, the tidal portion of the
Delaware River, and even our tidal/coastal back bays.

Not everyone is going to see flooding, but if you live next to
a creek, stream, or river that is prone to flooding, or you
travel near one, you need to keep an eye on things. It looks
like flooding will commence tonight. If driving, it's tough to
spot flooding in the dark.

We attach words like MINOR, MODERATE, and MAJOR to river
flooding. What do these words mean?

MINOR FLOODING: Minimal to no property damage, but some public
threat can be expected (e.g. inundation of roads).

MODERATE FLOODING: Some inundation of structures and roads near
streams/rivers are expected. Evacuations of people and/or the
transfer of property to higher elevations can be anticipated.

MAJOR FLOODING: Extensive inundation of structures and roads.
Evacuations of people are on a larger scale. The transfer of
property to higher elevations is needed.

.TIDES/COASTAL FLOODING...
The combination of intense southeast winds, an approaching New
Moon on Thursday, and runoff from heavy rainfall will set the
stage for a significant coastal flooding event is expected with
the high tide cycle this evening, especially for the eastern
shore of Maryland, the tidal Delaware River, and portions of
Delaware Bay. Conditions will be even worse if timed with the
peak of high tide.

The most significant flooding is expected to occur along the
Chesapeake, affecting the eastern MD counties, and in the upper
Delaware Bay as well as the tidal Delaware. Minor coastal
flooding may develop by late afternoon for the eastern Maryland
counties prior to moderate to locally major coastal flooding
developing by the evening high tide and continuing through the
overnight. Moderate coastal flooding will develop with the high
tide cycle tonight for the tidal Delaware River and the upper
Delaware Bay. The strong southerly surge of wind and water will
lead to elevated water levels continuing into Wednesday.
Additional minor to locally moderate coastal flooding may occur
with the high tide cycle later on Wednesday as water will be
slow drain out of the rivers and bays, particularly with some
runoff continuing.

There is lower concern for flooding along the Atlantic coast of
Delaware and New Jersey due to the orientation of the onshore
winds and surge. However, there is greater risk for moderate
flooding across the back bays, particularly Barnegat, so have
upgraded to a warning for Ocean and have extended advisories
southward to Cape May this morning.
