.SYNOPSIS...
Strong low pressure moves from the Great Lakes and Ohio Valley
into eastern Canada late tonight through Wednesday, dragging a
strong cold front through the region. Another trough passes
through on Thursday. High pressure will otherwise be in control
through Friday. Another strong storm system will affect the area
late Friday through Saturday. Weak high pressure passes through
over the weekend, followed by another system early in the new
work week.

.NEAR TERM /THROUGH WEDNESDAY/...
As of 10 AM, precipitation is overspreading the region. This is
mostly in the form of rain, though there has been some brief
mixed precip in the Lehigh Valley and NW NJ with snow in the
Poconos. Still expect a fairly rapid changeover in the Poconos
so will maintain the 1-3 forecast there. No major changes
otherwise.
A powerful storm tracking up the Tennessee and Ohio Valleys and
across the eastern Great Lakes today into Wednesday brings a
period of heavy rain with the potential for flooding. A period
of strong to damaging winds are expected.
In response to potent shortwave energy, a deep upper-level
trough today across the Plains and lower Mississippi Valley will
shift east and northeast through tonight. Low pressure in the
mid-Mississippi Valley this morning will become intense and
track up the Ohio and Tennessee Valleys and then across the
eastern to central Great Lakes region today into early
Wednesday. It will then track into portions of eastern Canada
and gradually weaken.
Based on the storm track above, our region will be placed
within the developing warm sector and therefore mostly all rain
is expected. A brief period of wintry precipitation however is
expected associated with the initial warm air advection wing
across parts of the Lehigh Valley, the Poconos and into
northwestern New Jersey. This will especially be the case the
earlier precipitation arrives. Some model soundings show it cold
enough for all snow as the thermal profile becomes quickly
isothermal but still below freezing especially the Pocono
region. This could result in a burst of snow at the onset before
significant warming takes over and the snow changes to some
brief sleet then rain. Any accumulations look to be a coating to
an inch or two, particularly in the Poconos.
The rain will become heavy at times this afternoon and
especially for the first half of tonight as impressive forcing
for ascent overspreads our region. The rain then tapers off to
some showers overnight into early Wednesday morning. A
southeasterly 925 mb jet on the order of 55-80 knots later today
and this evening will advect in ample moisture off the
Atlantic. In addition, this flow veers to southwesterly at 500
mb and increases to 90-125 knots. The guidance shows an
extensive plume of high precipitable water (1.0-1.5 inches) for
this time of year becoming connected all the way into the
western Caribbean. This amount of moisture along with strong
forcing for ascent will bring a period of widespread moderate to
heavy rain. See the hydrology section below for more details
regarding the flooding threat.
The upper-level trough may take on a negative tilt tonight, and
this may inject some elevated instability especially closer to
the passage of the cold front. Looks like the thunder potential
stays to our south, however there certainly can be some embedded
convective elements. Some of the high-resolution guidance
continues to suggest that a low-topped convective band may cross
the area during the first part of tonight with or just ahead of
the cold front. If this materializes, strong winds mixing down
to the surface could be enhanced at that time. The heaviest rain
looks to occur from about 3 PM to Midnight.
The extremely strong low-level jet combined with a tightening
surface pressure gradient will lead to strong winds particularly
tonight. However, strong low-level warm air advection and deep
moist profiles may prevent at least some of the strongest winds
from mixing down to the surface. For the New Jersey and Delaware
coastal zones, an area of stronger winds is likely due to the
decreased friction over the open waters with the southeast to
south low-level winds. For the coastal zones, peak wind gusts of
60-70 mph are expected. Given these winds (damaging winds), a
High Wind Warning continues for the New Jersey and Delaware
coastal counties. Confidence still is lower for areas farther
inland due to how much wind can actually mix down. But given the
saturated soil it would take less wind to result in some tree
damage. Some of the high- resolution model soundings do show as
the boundary layer warms especially this evening, just enough
low-level mixing could occur and therefore increase the strong
wind threat. This is tricky as it won't take much of an improved
low-level mixing environment to get damaging winds to the
surface father inland. Given this and also the potential for a
low-topped convective band but not enough confidence for 60+ mph
wind gusts, maintained a Wind Advisory for the rest of the
forecast area for late this afternoon and a portion of tonight.
The strong southeast to south flow ahead of the cold front will
bring in much milder air and therefore temperatures and dew
points are forecast to rise across the region through today and
not stop for awhile tonight ahead of the cold front.
As a potent cold front crosses our area later tonight, the rain
will quickly end however some showers may linger through
Wednesday morning. Once the front moves through, the winds are
expected to diminish for a time, however increasing cold air
advection Wednesday and pressure rises will result in much
better vertical mixing profiles and therefore it will be a
breezy to windy day (wind gusts to around 40 mph). High
temperatures Wednesday should occur early in the morning with
perhaps a little recovery during the midday. The air mass will
be drying out quit a bit, however areas of stratocumulus should
be in place given the cold air advection and strong cyclonic
flow.

.SHORT TERM /WEDNESDAY NIGHT THROUGH THURSDAY NIGHT/...
Low pressure will be over the Canadian Maritimes Wednesday
evening and will slowly depart Wednesday night. Meanwhile, mid-
level ridging will build across the region Wednesday night
through Thursday night. Surface high pressure builds into the
region Thursday night.
Conditions will be dry through the period. Cloudy skies on
Wednesday will give way to clear skies Wednesday night and sunny
skies on Thursday.
Temperatures will be near to slightly above normal levels with
lows in the 20s and low 30s Wednesday night and Thursday night,
and then highs will be in the mid to upper 40s on Thursday.
Gusty winds Wednesday evening will diminish through the
overnight hours. West winds 15 to 20 mph with gusts up to 25 mph
will diminish to 5 to 10 mph by Thursday morning. The pressure
gradient tightens up again Thursday afternoon as a trough passes
north of the region with west to southwest winds 10 to 15 mph
with 20 to 25 mph gusts. Winds diminish Thursday night

.LONG TERM /FRIDAY THROUGH MONDAY/...
High pressure over the Northeast will move offshore during the
day Friday. Meanwhile, yet another strong storm will develop
over the Midwest and will take a run at the Mid-Atlantic and
Northeast Friday night through Saturday.
Surface low pressure will organize and develop as an H5 trough
with strong shortwave energy ejects from the Rocky Mountains
into the Southern Plains states. As this low lifts northeast
into the Great Lakes, a secondary low will form over the
Southeast and will lift towards the Mid-Atlantic and Northeast
Friday night. 00Z/09 operational GFS indicating a 60 to 70 kt
low level jet along with a 150 kt jet streak that will develop
over the Mid-Atlantic and lift along the Northeast. The pressure
gradient will tighten over the area between the developing low
and departing high pressure. Another wind storm is possible
Friday night with southeast winds 20 to 30 mph with 40 to 50 mph
gusts throughout the region. Moderate to heavy rain possible
yet again as well with potentially 1 to 2 inches of new
rainfall. At the onset, temperatures may be cold enough in the
southern Poconos for a period of snow, but with strong warm air
advection, precipitation will change to rain. NBM PotThunder
also indicating potential for isolated thunderstorms, so will
carry slight chance for thunder.
It is still early, and many of the details of this potential
system have yet to be resolved, but it is important to stay
tuned to this potential system, especially on the heels of the
storm that will affect the area tonight.
Low pressure departs Saturday morning and a tight westerly
pressure gradient will be in place over much of the Northeast
and Mid-Atlantic with winds possibly gusting as high as 35 to
45 mph, with stronger winds along the coasts.
High pressure builds east Saturday and passes through the
region Sunday with dry and seasonably chilly temperatures
several degrees below normal.
Another system may affect the area Monday.

.AVIATION /15Z TUESDAY THROUGH SATURDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas.
Rest of Today and tonight...VFR ceilings lower to MVFR midday
then to IFR mostly in the afternoon, remaining IFR to at times
LIFR possible for most of tonight before improve by daybreak.
There is some potential that the ceilings rise some this evening
as much warmer air arrives from the south. Rain is now moving
into the region from west to east. Visibility restrictions due
to rain, with the lowest occurring this afternoon and evening
associated with moderate to heavy rain.
East then to southeast winds 5-10 knots late this morning
increasing to 15-30 knots with gusts 30-50 knots this afternoon
and evening (strongest gusts should be at KACY, KMIV and KILG
and occur this evening). The winds become south to south-
southwest overnight and diminish. A period of low-level wind
shear tonight due to intense winds above the surface. Low
confidence on timing details, and wind speeds especially inland
from the coast.
Wednesday...Ceilings should be VFR as any early rain ends
although some showers may linger through midday. West-southwest
winds 15-20 knots with gusts up to 35 knots. Moderate
confidence.
Outlook...
Wednesday night...VFR. W winds 15 to 20 kt with gusts up to 25
kt, diminishing to 5 to 10 kt late. High confidence.
Thursday through Thursday night...VFR. SW winds 5 to 10 kt,
becoming 10 to 15 kt with 20 to 25 kt in the afternoon, then
becoming W 5 to 10 kt at night. High confidence.
Friday through Friday night...VFR initially, then IFR/LIFR
conditions in rain starting Friday afternoon. Rain may be heavy
at times, especially Friday night. N winds 5 to 10 kt Friday
morning, becoming SE 10 to 15 kt in the afternoon. SE winds 20

Dangerous conditions develop later today and tonight. Storm
Warning in effect from mid-afternoon through tonight for the New
Jersey and Delaware Atlantic coastal waters and Delaware Bay.
The strongest winds should occur this evening, however there is
still some uncertainty regarding the vertical mixing over the
water although the winds will be intense just above the water
surface.
As go through Wednesday, wind gusts to Gale force gradually
diminish, with this occurring first on Delaware Bay. Hazardous
seas continue but gradually subside.
Outlook...
Wednesday night...SCA conditions expected. W winds 15 to 20 kt
with 25 to 30 kt gusts, diminishing late. Seas 6 to 8 ft.
Thursday through Thursday night...SCA conditions possible
Thursday. W winds 10 to 15 kt with gusts up to 25 kt. Seas 5 to
7 ft, subsiding to 3 to 4 ft.
Friday through Friday night...Sub-SCA conditions during the
day, then gale to potential storm force winds will develop
Friday night as another storm passes through the waters. N winds
5 to 10 kt Friday morning will turn E in the afternoon. SE
winds 20 to 30 kt with 40 to 50 kt winds Friday night. Seas 2 to

.HYDROLOGY...
A Flood Watch remains in effect for the entire area this
afternoon through Wednesday afternoon for the potential of
flooding, some of which could be locally SIGNIFICANT. Per WPC, a
MODERATE risk (level 3 out of 4) for excessive rainfall covers
all of eastern Pennsylvania and northern/central New Jersey into
far northern Delaware. A SLIGHT risk (level 2 out of 4) covers
the rest of our region.
Widespread rainfall amounts of 1-3 inches with locally 4 inches
is forecast across the area, however the lower amounts are
expected across the Delaware and New Jersey coastal plains.
The heaviest rain is forecast to occur later this afternoon and
the first half of tonight. A period of enhanced rainfall rates
combined with already saturated ground, which will be even more
swollen given snow melt across the northern areas, will increase
the flooding risk.
There is the potential for moderate to major flooding on some
of our rivers tonight and beyond. There is a heightened concern
for the Passaic and Raritan basins as well as some of the rivers
in southeastern Pennsylvania especially the faster responding
ones. Given the very saturated ground, another round of heavy
rain and snow melt across the northern areas, will all lead to
more runoff into the waterways.
As mentioned, enhanced rainfall rates looks probable tonight.
This could lead to urban flooding and even some winter-time
flash flooding. This is why WPC has issued the MODERATE risk.
Tidal areas may also experience even higher levels during high
tides due to excessive runoff and a period of very strong east
to southeast winds. This is especially true for the northeast
Maryland Shore, Delaware Bay coast, the tidal portion of the
Delaware River, and even our tidal/coastal back bays.
Not everyone is going to see flooding, but if you live next to
a creek, stream, or river that is prone to flooding, or you
travel near one, you need to keep an eye on things. It looks
like flooding will commence tonight. If driving, it's tough to
spot flooding in the dark.
We attach words like MINOR, MODERATE, and MAJOR to river
flooding. What do these words mean?
MINOR FLOODING: Minimal to no property damage, but some public
threat can be expected (e.g. inundation of roads).
MODERATE FLOODING: Some inundation of structures and roads near
streams/rivers are expected. Evacuations of people and/or the
transfer of property to higher elevations can be anticipated.
MAJOR FLOODING: Extensive inundation of structures and roads.
Evacuations of people are on a larger scale. The transfer of
property to higher elevations is needed.

.TIDES/COASTAL FLOODING...
The combination of intense southeast winds, an approaching New
Moon on Thursday, and runoff from heavy rainfall will set the
stage for a significant coastal flooding event is expected with
the high tide cycle this evening, especially for the eastern
shore of Maryland, the tidal Delaware River, and portions of
Delaware Bay. Conditions will be even worse if timed with the
peak of high tide.
The most significant flooding is expected to occur along the
Chesapeake, affecting the eastern MD counties, and in the upper
Delaware Bay as well as the tidal Delaware. Minor coastal
flooding may develop by late afternoon for the eastern Maryland
counties prior to moderate to locally major coastal flooding
developing by the evening high tide and continuing through the
overnight. Moderate coastal flooding will develop with the high
tide cycle tonight for the tidal Delaware River and the upper
Delaware Bay. The strong southerly surge of wind and water will
lead to elevated water levels continuing into Wednesday.
Additional minor to locally moderate coastal flooding may occur
with the high tide cycle later on Wednesday as water will be
slow drain out of the rivers and bays, particularly with some
runoff continuing.
There is lower concern for flooding along the Atlantic coast of
Delaware and New Jersey due to the orientation of the onshore
winds and surge. However, there is greater risk for moderate
flooding across the back bays, particularly Barnegat, so have
upgraded to a warning for Ocean and have extended advisories
southward to Cape May this morning.
