.SYNOPSIS...
High pressure yields dry weather into Tuesday morning. A
potentially high impact frontal system moves in late Tuesday
into Wednesday. This has the potential to bring strong to
damaging winds, heavy rain, coastal flooding and river/stream
flooding. We turn drier late in the week before another system
takes aim at us this weekend.

.NEAR TERM /THROUGH TUESDAY/...
Tonight...

Strong high pres builds over New England tonight bringing clear
skies and light to calm winds. Ideal radiational cooling with fresh
snowpack will allow temps to fall into the teens. Not quite as cold
in the urban areas and along the coast, with lows in the 20s. High
clouds will begin to move into the region from the west late tonight
in developing weak warm advection, but likely not having much impact
on temps.

Tuesday...

High pres moves offshore with clouds increasing and lowering through
the day. Strengthening low level warm advection and deepening
moisture at the leading edge of the 850 mb jet will result in precip
overspreading SNE from west to east during the afternoon. The column
is sufficiently cold enough for precip to begin as snow across
interior MA, although could see a brief rain-snow mix across the
hills of northern CT and NW RI at the onset. Otherwise, precip
begins as rain across RI and eastern MA. Minor accum less than an
inch is possible by late Tue across interior MA with 1-2" possible
over the Berkshires.

.SHORT TERM /TUESDAY NIGHT THROUGH WEDNESDAY/...
989mb low centered across the plains approaches from the
southwest as it's parent trough progressively tilts negative
late Tuesday evening. Low is anticipated to track well to our
west across the Great Lakes before heading into Canada Tuesday
night and Wednesday. This system will bring multiple high impact
hazards to southern New England, detailed below. Impacts will
be rather quick hitting, between 21Z Tuesday and 12Z Wednesday,
with all hazards winding down between 14-18Z Wednesday.

Snow:

Cold antecedent airmass will allow a quick punch of snow to
fall across the high terrain of the Berkshires and Worcester
county at precipitation onset, currently slated for 21Z. HREF
ensemble probabilities hint at the chance for 1" or greater per
hour accumulation, but it will be a race against time as warm
air rushes in between 00-06Z as SLRs fall from ~11:1 to less
than 3:1. The greatest accumulations are expected across far
northwestern Franklin county where cold air persists the
longest. Generally expecting accumulations of 1-3" of snow
across the high terrain of Worcester County and 2-4" with
isolated totals of 5" across the northeastern slopes of the
Berkshires. Given forecast snow totals, opted to issue a short
fused winter weather advisory for western Franklin and Hampshire
counties while holding of on Worcester county. Later shifts may
opt to include northern Worcester county depending on WFO
collaboration.

Rain and Flooding:

Rain will perhaps be the greatest impact of this event for the
interior population. For January, we are looking at a very
robust and moisture charged system as PWATs surge in excess of
1.25" overnight; values more representative of summer and some 3
sigma of normal for this time of year. Thanks to efficient
moisture transport from S/SE winds parallel to the approaching
cold front and warm cloud depths around 10,000ft, it is no
surprise that hi-res guidance continues to emphasize the
potential for widespread rainfall amounts of 2-3", with the
possibility of localized 4" amounts. HREF PMM continues to be
more robust than NBM probabilities, but even the NBM highlights
a consistent signal a 70% chance of 3" of QPF or greater across
much of RI and CT.

In addition to rainfall, snowmelt will be a huge player in the
threat for flooding overnight Tuesday into Wednesday. While
antecedent airmass is cold, temperatures will warm rapidly from the
30s/40s to the 40s/50s, which will obliterate the snowpack south of
the MA Turnpike. Given the current liquid equivalent of snow across
northern RI and CT is somewhere in the range of 0.75-1.5", total
liquid values of some 3.5-5" will enter the watersheds of the
southern half of the CWA. This threat is highlighted best on the
MMEFS for the Pawtuxet River in Cranston, which currently has a 70%
chance of moderate flooding, and a ~15% chance of major flooding
come Wednesday. In addition to river flooding, which is anticipated
to be quite considerable, poor drainage and urban flooding is also
likely.

North of the Pike, the foot to foot and a half of snowfall
received this past weekend and the 1-4" of snow that falls on
the leading edge of this system will act as a sponge for much of
the rain that falls, thus, we anticipate some of the snowpack
to survive this system and hopefully quell at least some
flooding concerns across northern MA. Still, poor drainage
flooding is possible given many storm drains are still clogged
by snow.

Given the concerns outlined above, coordinated with WPC to
expand the moderate excessive rainfall outlook to include
central and northern Rhode Island given. The flood watch issued
by the previous shift remains unchanged.

Wind:

Wind should not be discounted as a threat for much of southeastern
MA and Rhode Island as a hefty 850mb/925mb jet precedes the
approaching cold front. Hi-resolution guidance indicates the 925mb
jet may be as strong as 70-75 kt across the Cape and Islands
overnight Tuesday, with 850mb wind approaching 95kt! The greatest
forecast challenge remains the strong inversion tied to the current
snowpack and how quickly WAA is able to overcome that influence.
Overall, expecting max wind gusts on the order of 50-60kt with a
few gusts to 65kt not out of the question.

There are several reasons we anticipate the highest winds to be
centered southeast of I-95 and along coastal RI and MA. The first
being that the strongest jet will skirt the south coast of southern
New England. The second is that, as mentioned previously, the
snowpack is expected to be completely eliminated by WAA and
rainfall, which will mix out the inversion while the most potent
portion of the jet is centered above SNE. Rapid pressure falls,
to the tun of 10mb over the course of a few hours, will also
aid in mixing out the inversion but that too will be a race
against the clock as winds begin to shift to the west. Strongest
winds will occur between 03-12Z Wednesday, though gusts in
excess of 35kt may persist for much of the day across the
waters.

We would like to emphasize that the difference of a few degrees will
drive how far inland strong to damaging winds will extend, and
with the current forecast calling for temperatures in the 50s to
extend all the way to the Springfield metro area, the damaging
wind threat may creep further inland than where warnings are
currently posted. For that reason, we have hoisted a High Wind
Warning for the South Coast, Cape, Islands, and Plymouth County.
A High Wind Watch has been issued interior of the warning,
extending from Tolland County CT to Essex County MA. A Wind
Advisory, where confidence in 40-45kt winds but less than 50kt
winds is high, has been issued from Hartford County to Middlesex
county. There are currently no wind headlines for Hampshire or
Franklin county.

Winds will have difficulty mixing across the waters given SSTs
have dropped into the low 40s in most areas. Thus, while some
guidance shows 70kt or greater gusts across the outer waters, we
believe that to be overdone. Storm warning are in place for all
waters with the exception of Boston Harbor which is still in a
watch. &&

.LONG TERM /WEDNESDAY NIGHT THROUGH MONDAY/...

* Drier Thu to Fri with above normal temps.

* Active pattern continues as another system takes aim at our region
  this weekend.

Details...

More zonal flow arrives for the latter half of the week bringing
generally dry and quiet weather through Friday. High pressure moving
in at the surface brings sun but also a mix of clouds thanks to a
weak shortwave over northern New England. Also, the lingering
pressure gradient from the low pressure north of Maine will keep
gusty winds 25-30 mph around on Thursday, weakening by Friday.

Eyes then turn to yet another relatively warm storm system incoming
Friday night into Saturday. A deep mid level trough and surface
reflection rapidly strengthen over the Great Lakes on Friday,
lifting well northwest of southern New England. This places the
region on the warm side of the low so we can expect a mostly rain
event at this point. This does have the potential to be another high
impact event given good dynamics (including a 60-70 kt LLJ) and
moisture (PWATs again over 1 inch); NAEFS situational awareness
table continues to show these values which are 2-3 STD above normal.
FWIW, EPS and GEFS ensembles are not advertising as significant
rainfall as the mid week system; both show essentially no
probability of precip AOA 2 inches. Will have to see how this mid
week system plays out and how that affects the late week impacts.
Beyond that the weekend looks to dry out for late Sat and Sun under
rising heights.

.TIDES/COASTAL FLOODING...
Impressive 24 hr pressure falls exceeding 40 mb combined with strong
S/SE winds will result in a peak surge of 2-3 ft along the east
coast of MA and 3-4 ft along the south coast. However, in
Narragansett Bay, potential exists for a 4-5 ft surge. The timing of
the max winds and surge with respect to the high tide will be
critical to potential flood impacts. Latest guidance suggests the
peak surge will precede high tide by about 3-4 hours which would
help to reduce the magnitude of flooding. Even with an earlier peak
surge still expecting widespread minor flooding along the south
coast, with pockets of minor flooding along the east coast of MA.
Our biggest concern remains Narragansett Bay as moderate flooding
with a 9-10 ft tide at Fox Point in Providence will be possible if
the timing of the peak surge is a few hours earlier and coincides
with high tide. Fortunately this does not look to be the case but
will be monitored closely for timing changes.

Given uncertainty in the timing of the greatest surge with high
tide, a coastal flood watch is in effect for the South Coast.
