What forecasters said that day

The local office's own words before this heat advisory went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Philadelphia/Mount Holly wrote its last area forecast discussion before this heat advisory went out at Jul 27, 8:39 AM EDT, 6 hours 28 minutes earlier.

Area forecast discussion, Jul 27, 8:39 AM EDT, 6 hours 28 minutes before
Area Forecast Discussion
National Weather Service Mount Holly NJ
839 AM EDT Thu Jul 27 2023

.SYNOPSIS...
Bermuda high pressure remains anchored off the Eastern Seaboard
through the weekend. Several disturbances will affect the area
through the end of the week until a cold front passes through
the region Saturday night through Sunday morning. High pressure
builds in from the north and west for the start of the new week.

&&

.NEAR TERM /THROUGH TONIGHT/...
As of 830 AM...An overnight MCS tracking through upstate New
York is showing a trailing frontal boundary across central PA.
This boundary has begun to fire off a few morning showers across
the Lower Susquehanna Valley. Can't rule out an isolated
thunderstorm across eastern PA this morning as a result. Not
expecting storms to get severe this early with a decent cap in
place, but will be monitoring the evolution of this boundary
over the next few hours.

Previous discussion...The main story today will be the heat and
humidity with the potential for strong to severe thunderstorms
later this afternoon, continuing into the evening. A Heat
Advisory remains in place for today for most areas as heat
indices are expected to get into the 100-105 range.

For today, southwesterly flow sets up as ridging over the
Western Atlantic retrogrades to the the west with high pressure
setting up to the south. This will funnel in warm and moist air
to the region resulting in a hot and humid day overall. High
temperatures are expected to get into the low to mid 90s with
dewpoints in the low 70s. The result is heat indices in the
100-105 range for most of the region, however some of the
guidance has come in a bit quicker with afternoon convection
(more on that below), which would prevent some spots from
reaching higher temperatures. Thinking that this, combined with
dewpoints mixing out a little bit, will keep spots from
exceeding a heat index of 105. No changes were made to the heat
headlines, and a Heat Advisory remains in place for all zones
except for Carbon/Monroe Counties and coastal Ocean, Atlantic,
Cape May, and Sussex (DE).

As a shortwave approaches this afternoon and an area of low
pressure slides by to the north, some showers and strong to
severe thunderstorms are possible. Guidance has trended slightly
faster with the development of showers and thunderstorms, which
would result in the peak of the event being somewhere between
the mid afternoon and early evening. With the hot and humid
airmass, there will be more than enough instability for severe
weather, with SBCAPE values around 2000-3000 J/kg. The limiting
factor overall looks to be shear, with model soundings showing
anywhere from 25-30 kt of effective shear. Additionally, mid-
level lapse rates are not overly impressive. The main threat
will be damaging wind gusts with any thunderstorms as DCAPE
values look to be around 1000 J/kg with steep low level lapse
rates expected as well.

In terms of the hydro threat for this afternoon, PWATs will be
pushing 2 inches, with any storms that do develop having the
capability to drop a good amount of rainfall quickly. Thinking
flooding will mainly be localized as storm motion should be
quick, but more serious flooding issues could arise if some
areas see multiple rounds of thunderstorms. WPC maintains a
MARGINAL risk for excessive rainfall from I-95 on west.

Showers and thunderstorms move out by tonight, and it should be
quiet night overall. Main story will be the elevated low
temperatures as there won't be much relief. Overnight lows will
be in the low to mid 70s with some spots in southern Delmarva
and along the coast staying in the upper 70s. Some patchy fog
may develop late especially in areas that see some rainfall
today.

.SHORT TERM /FRIDAY THROUGH SATURDAY NIGHT/...
The hottest and most humid day of this stretch will be Friday.
High pressure remains anchored off the East Coast, but drifts a
bit to the east. 850 mb temperatures will be up around 17C to
19C, and 850 mb dew points will generally be 13C to 17C, except
for northern portions, where 850 mb dew points will be up around
10C. Still looking at high temperatures in the mid and upper
90s for much of the forecast area, except for the low 90s along
the coasts and in the upper 80s to low 90s in the southern
Poconos. A concern is how high temperatures will get, combined
with how high surface dew points will get. Also, NAM and GFS
BUFKIT soundings indicating an inverted-v pattern, which
suggests mixing in the afternoon. Would expect highest dew
points in the morning, generally 70 to 72 north and west of the
Fall Line, but 74 to 76 across southeast Pennsylvania, including
Philadelphia, southern New Jersey, and Delmarva. In the
afternoon, during peak heating of the day, dew points should mix
down to the upper 60s to around 70 north and west of the Fall
Line, and in 70 to 72 or so in southern New Jersey, southeast
Pennsylvania, and Delmarva.

As a result, max heat index values will generally be over 105
in the urban corridor, most of New Jersey, and Delmarva, and 100
to 104 in most of southeast Pennsylvania and northern New
Jersey. Will hoist an Excessive Heat Warning for the urban
corridor and parts of northern and eastern New Jersey, and Heat
Advisories most elsewhere. Will not issue a Heat Advisory for
Carbon and Monroe counties, and heat index values should be less
than 100. And will keep Heat Advisories for extreme southern
New Jersey and Delmarva as criteria for Excessive Heat Warnings
are 110+, and not expecting those numbers at this time.

Some shortwave energy approaches late Friday and Friday
evening. Given how hot and humid and it will be, there is
moisture and instability for late day and evening convection.
Surface-based CAPE values will be well in excess of 2500 J/kg
for most of the area, but will be in excess of 3500 J/kg in
Delmarva and southern New Jersey. Even downdraft CAPE values
will approach 2000 J/kg. 0-6 km Bulk Shear will be 25 to 30 kt
and PWATs will be around 2 inches. 00Z/27 NAM and 00Z/27 GFS
indicating a bullseye of QPF in the southern portion of the
forecast area, and given that is where the highest instability
will be, will carry chance PoPs for those areas. Heavy rain and
gusty winds are possible.

Warm and humid Friday night. Lows generally in the 70s, but
some spots in Philadelphia may not drop below 80.

Heat Advisories may once again be needed on Saturday. Heat and
humidity continues, though high temperatures on Saturday will be
some 3 to 5 degrees cooler compared to Friday. However, surface
dew points will be higher than Friday, generally starting out
from 72 to 75 in the morning, then mixing down to 70 to 72 in
the afternoon. Once again, an inverted-v pattern sets up per
NAM/GFS BUFKIT soundings, and a tightening pressure gradient
ahead of an approaching cold front will result in west winds 10
to 15 mph with 20 to 25 mph gusts. Max heat index values will
top off in the mid and upper 90s north and west of the Fall
Line, and from 100 to 105 in southeast Pennsylvania, southern
New Jersey, and Delmarva.

A cold front with strong shortwave energy approaches Saturday
afternoon and works its way through the region Saturday night.
There are some timing concerns among the models as to when the
front will make it through. During the day, can expect surface-
based CAPE values from 2000 to 3000 J/kg, but at night, CAPE
values will lower to 1000 to 2000 J/kg. Also looking at 30 to 40
kt of 0-6 km Bulk Shear and PWATs over 2 inches. Both the 00Z
NAM and the 00Z GFS have what looks to be an MCS passing through
the region Saturday night with heavy rain, possible flash
flooding, and potentially damaging winds.

&&

.LONG TERM /SUNDAY THROUGH WEDNESDAY/...
Cold front will be through the region by Sunday morning and
continues to move offshore. Some mid-level shortwave energy
passing through the region may touch off some additional showers
and possible thunderstorms. Cooler and drier air filters into
the region with dew points falling into the 50s and low 60s.
Highs will be in the low to mid 80s.

Going into the new work week, high pressure builds in from the
north and west. Temperatures will be below normal levels,
topping off in the low 80s with dew points in the 50s.

.AVIATION /13Z THURSDAY THROUGH MONDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas.

Today...Any remaining MVFR/IFR CIGs should lift quickly after
12z. After that, VFR for the rest of the morning with the
potential for sub-VFR conditions later in the day as scattered
showers and thunderstorms are expected to develop. Have moved up
the timing of convection developing near terminals-with VCTS
included at KRDG/KABE beginning at 17z, the I-95 terminals at
18z, and the South Jersey terminals at 20z. Confidence has
increased in the Lehigh Valley and I-95 terminals seeing direct
impacts from afternoon convection. Have added a TEMPO TSRA group
at those terminals, where visibility could drop to as low as 2
miles. Winds will be out of the south around 10-15 kt with
gusts 20-25 kt. Higher gusts are possible in any thunderstorms.
Moderate confidence overall.

Tonight...Primarily VFR. Showers/Thunderstorms clear out
between 01z-03z. Patchy fog developing late could bring some
sub-VFR conditions. Winds will be out of the southwest around 5
kt or less. Moderate confidence.

Outlook...

Friday through Friday night...Prevailing VFR during the day.
Afternoon and evening SHRA/TSRA will result in brief sub-VFR
conditions. Heavy rain and gusty winds possible. Fog may develop
late at night with sub-VFR VSBYs. SW winds 10 to 15 kt with
gusts up to 20 kt, diminishing to 5 to 10 kt at night. Moderate
confidence.

Saturday through Saturday night...VFR during the day. Afternoon
and evening SHRA/TSRA likely with heavy rain and gusty winds
and sub-VFR conditions. VFR late Saturday night. SW winds 10 to
15 kt with 20 to 25 kt gusts during the day, becoming NW 5 to 10
kt late Saturday night. Low confidence.

Sunday through Sunday night...VFR. NW winds 10 to 15 kt with
gusts up to 20 kt during the day, then 5 to 10 kt at night. High
confidence.

Monday...VFR. NW winds 10 to 15 kt. High confidence.

.MARINE...
A Small Craft Advisory is in effect beginning at 8 AM this
morning for all ocean zones, continuing through 4 AM Friday as
seas will build, eventually getting into the 3-6 foot range with
winds out of the south/southwest around 20-25 kt and gusts
around 30 kt. Showers and thunderstorms are possible late in the
day continuing into the early to mid evening. Sub-SCA
conditions are expected after 4 AM Friday as winds and seas
diminish.

For the Delaware Bay, no marine headlines are anticipated.
Waves around 1 to 3 feet are expected on the lower Bay with
south/southwest winds around 10-20 kt and gusts in the low 20s.
Showers and thunderstorms possible in the mid to late afternoon,
continuing into the evening. Winds and seas diminish for
tonight with south/southwest winds settling to around 10 kt.

Outlook...

Friday through Friday night...SCA conditions possible. SW winds 15
to 20 kt with occasional gusts up to 25 kt during the day, then
10 to 15 kt at night. Seas 3 to 5 ft. Scattered late afternoon
and evening showers and thunderstorms with heavy rain and gusty
winds possible.

Saturday through Saturday night...SCA conditions possible. SW
winds 15 to 20 kt with occasional gusts to 25 kt during the day,
then becoming NW 10 to 15 kt at night. Seas 3 to 5 ft. Showers
and thunderstorms become likely in the afternoon and evening
with heavy rain and gusty winds.

Sunday through Monday...Sub-SCA conditions. N-NW winds 10 to 15
kt with gusts up to 20 kt. Seas 2 to 4 ft.

Rip Currents...

Given forecasted elevated seas and an underlying long period
swell at the Delaware Beaches and southern Jersey Shore, the
forecasted risk for the development of rip currents is MODERATE
today. Seas should decrease on Friday, so at this point it
looks as if most areas will see a LOW risk on Friday.
