...WIND ADVISORY IS CANCELLED...

Based on latest observations and trends, the wind advisory has
been cancelled as winds have been coming in below what was
previously expected. It will be windy into today, but sustained 
winds along with gusts are expected to remain below criteria 
gusting mainly up to 40 mph at times up until midday.

.SYNOPSIS...
A coastal storm will affect the region from late tonight through
Tuesday night. The coastal system pushes east of the area on
Wednesday as a surface high builds in from the southwest. The high
remains to the south Thursday before shifting to the east on Friday.
A frontal system then approaches Friday night into Saturday followed
by a weak high pressure system on Sunday.

.NEAR TERM /THROUGH TONIGHT/...
The forecast is generally on track. Some light showers currently
making there way through the forecast area, however much of the
precipitation remains offshore. Expect coverage of showers to
increase as the day progresses, with widespread light rain by
late this morning into the early afternoon. Rain will be the
predominant precipitation type, with some flakes mixing in the
far interior/higher elevation's. Little, if any accumulation of
snow is expected through the rest of the day today.

Weak high pressure over Nova Scotia / far SE Canada slowly
retreats today as a weakening low pressure system from the
eastern Great Lakes and Western NY approaches today. The upper
level low which becomes increasingly relevant with eventual
developing low pressure along and off the coast draws closer
from the Lower Lakes and Ohio this afternoon. As the vort max
and upper low center approaches the coast look for the coastal
low to increasingly take over and it gets better organized by
late tonight.

As far as the sensible wx goes, after some light scattered
precip initially look for rain to become widespread across the
area during this morning and into the early afternoon from west
to east. Across far western locations, especially in some of the
higher terrain a light coating of snow is possible, with all
locations going over to a plain rain by midday as boundary
temperatures do warm a bit with mainly an onshore flow out of
the east. The rain picks up in intensity towards the late
afternoon as vertical motions increase. Looks for a solid,
steady moderate rain by later in the afternoon. Far eastern
areas may wait until very late in the day to see the steadier
rain arrive.

The storm system picks up tonight with widespread moderate, to
occasionally heavy rain. Most areas will see an inch to and inch and
a half fall over the 12 hr period from 0z Tue to 12z Tue. Towards
and just after midnight across western parts of the Lower Hudson
Valley look for the rain to mix with and eventually change over to
all wet snow, especially closer to sunrise Tuesday morning as the
winds back more to the due north as colder air gets dragged down
from the north. At the same time some dynamic cooling ensues with
heights falling.  Moderate to heavy precip should easily achieve wet
bulbing, with a heavy wet snow late at night, especially for the
higher elevations spots in Orange County, and maybe Western Passaic
as the low really begins to spin up just south of Long Island
towards daybreak.  With the colder air coming in tonight across NW
interior sections thought it prudent to push the timing back just a
bit for the upgrade from watches to warnings. Winter storm warnings
have now been issued for Orange and Putnam counties in Interior SE
NY, and also for Western Passaic in interior NE NJ. The higher
elevations above 500 to 750 feet across these zones will see the
highest amounts of over 6 inches, and in some cases up to a foot.
Thus went ahead after collab with neighboring offices with the
Warning as most of the snow falls into the day on Tuesday and
Tuesday night. Winter Weather Advisories have been issued for the
zones immediately S and SE of the warning including No. Fairfield in
So. CT, Northern Westchester, Rockland in SE NY, and Eastern Passaic
and Western Bergen in NE NJ. For these zones the transition to wet
snow will happen more gradually with more marginal sfc and boundary
layer temps. See WSW for precip / snow timing details, etc.

.SHORT TERM /TUESDAY THROUGH TUESDAY NIGHT/...
The upper level low and area of minimum 500 mb heights / height
falls moves across the CWA. This will play an important role with
respect to dynamic cooling and the degree of a rain to wet snow
changeover and mix across southern portions of the CWA. With a
degree of blocking to the north and a potent upper level low and
baroclinic zone, it is a favorable situation for a stalled and
strong coastal low to remain nearby, likely getting just to the east
and northeast of the area during this time frame.

During the day Tuesday as the winds get more of a northerly
component and the system becomes closer to becoming vertically
stacked look for interior locations to change to mainly wet snow,
with heavy snow at times, especially at elevations above 500 ft.
Elevations above 750 ft will see the highest amounts through Tuesday
evening. Closer to the coast look for more of a rain snow mix
towards later in the afternoon with the winds backed further to the
NW as the surface feature move just ENE of the area with wrap around
precip and radar returns likely rotating from east to west and NW to
SE towards evening. Towards dark is when coastal locations on the
grassy surfaces may pick up a quick coating to half inch depending
on the precip intensity. The winds really start to crank form SW to
NE across the area late in the day Tuesday and into Tuesday night as
the pressure gradient increases with the low further north, and
northeast later at night. Looks for the winds to gust to 40 to 45
mph at times Tuesday night. For now have held off on wind advisories
as there is still time to evaluate this as we get closer. Precip
ends from south to north gradually Tuesday night as low pressure
begins to push away.

.LONG TERM /WEDNESDAY THROUGH SUNDAY/...
Deep cyclonic flow aloft dominates the northeast on Wednesday and
slowly pushes east into the Gulf of Maine into Thursday. Behind the
departing system, winds will remain elevated as the pressure
gradient slowly relaxes Wednesday afternoon into early Thursday. So
expect Wednesday to be dry but blustery, with winds and weak CAA not
allowing temperatures to recover much. Highs in the low 40s, though
it will feel about 10 degrees cooler with the northwest winds
continuing to gust 30-35 mph throughout much of the day. The winds
should begin to subside by Wednesday evening.

Surface high pressure and upper ridging then builds in for Thursday
into Friday with a deep W/SW flow and a bit of a warming trend. Have
kept temperatures in the low and mid 50s both days, but under
westerly flow with some downsloping, some upper 50s and maybe a 60
across the urban corridor on Friday looks possible, in line with NBM
75th to 90th percentiles.

By Saturday, closed mid and upper low moves through the Great Lakes
and into the northeast into Sunday. The attendant surface low passes
through upstate NY bringing a warm front through on Saturday morning
followed by a cold front Saturday afternoon, providing the next
chances of precipitation across the area. At this point, given the
deep southerly flow this looks to be a quick moving, mainly rain
event.  The cold front clears the coast by Saturday night, setting
up a cooler and drier day on Sunday.

.AVIATION /18Z MONDAY THROUGH SATURDAY/...

***Significant Winter Storm to Impact Terminals through Tuesday
Night***

Low pressure deepening off the Mid Atlantic coast this afternoon
will track northeast, passing to the south and east of the area
late tonight into Tuesday.

IFR conditions generally west of the Hudson with MVFR to the
east. The overall trend will be for IFR conditions to spread
east through early this evening, reaching KGON around 00Z.

Light rain or drizzle will encompass much of the area this
afternoon, but will be spotty at times. Rain increases in
intensity 21Z to 00Z with widespread IFR and localized LIFR.
The precipitation is forecast to change to snow from NW to SE,
first at KSWF around 05Z, KHPN around 09Z, and the coastal
terminals from west to east from 12Z to 16Z. The coastal
terminals could remain a mix of rain and snow on Tuesday except
with heavier banded precipitation where it would be mainly snow.

Guidance is pointing to the potential for mesoscale snow bands
on the backside of the low on Tuesday. At this time, confidence
of where these may occur remains low.

Ceilings gradually improve from west to east on Tuesday with in
a NW flow.

E/NE winds will be around 10 kt with G15-20kt this afternoon.
Gusts are more likely at the coastal terminals. Winds will then
gradually back tonight with an inverted trough moving across
the area. Gusts will likely be lost for a time and then pick up
toward daybreak as low pressure consolidates and deepens
offshore and the inverted trough shifts to the east. NW gusts
ramp up during the morning into the afternoon hours, likely
reaching 35 to 40 kt by Tuesday evening.

  ...NY Metro (KEWR/KLGA/KJFK/KTEB) TAF Uncertainty...

Ceilings may fluctuate between MVFR and IFR through early this
evening. Timing of snow mixing in with the rain Tuesday morning
may be off by a few hours. Amendments are also likely for the
timing of wind shifts as an inverted trough moves through the
area late tonight into Tuesday.

OUTLOOK FOR 18Z TUESDAY THROUGH FRIDAY...

Tue...MVFR to IFR in the afternoon, improving to VFR at night.
Snow inland. Rain/snow mix at the coast, becoming all snow
before ending in the evening. NW winds 15-25 kt with gusts 25
to 35 kt, increasing from west to east. Gusts 35 to 40 kt Tue
night. Highest winds and gusts will be at the coastal terminals.

Wed...VFR. NW winds 15-25kt G30-40kt. Gusts decreasing late
afternoon into the the night.

Thu...VFR. W-NW winds G15-20kt.

Fri...Mainly VFR. S G15-20kt. Chance of showers late.

Sat...Mainly VFR. Chance of showers.

.MARINE...
Winds and seas increase enough today resulting in widespread
SCA conditions on all waters with gusts upwards of 25 kt. The
stronger winds look to be delayed from the previous forecast
just a bit, and should wait until Tuesday afternoon further west
across the waters, and further east towards Tue evening /
night. This is when the pressure gradient tightens over the
waters as the coastal low really spins up just east, then north
and east. By Tuesday night look for consistent widespread gales
across all waters as waves will build to 5 to 11 ft the ocean
waters Tuesday afternoon and 5 to 7 ft are possible in the
Central and Eastern LI Sound.

NW Gales remain likely into Wednesday evening on all waters,
with higher confidence over the ocean waters. Thus, the Gale
Warning has been extended through Wednesday afternoon where
confidence is highest. For NY Harbor, LI Sound and the Bays,
have maintained the Gale Watch for now until there is better
confidence in achieving the gusts. Seas will of 6-9 ft over the
oceans and 3-5 ft in LI Sound will be decreasing into Thursday.

SCA conditions then return by late Wednesday evening into Thursday
morning before falling below criteria. These relatively calm
conditions last through Friday before winds and seas increase once
again Friday night with the approach of the next storm system.

.HYDROLOGY...
Liquid equivalent amounts on average will range from 1.75 to 2.25
inches through Tuesday night. A portion of this will fall as snow
across NE NJ, the Lower Hudson Valley (especially across the higher
terrain of Orange County, W. Passaic, and Rockland), and NW parts of
southwest CT. Due to the projected amount of rainfall / liquid
equivalent, WPC has placed much of the area in a marginal risk of
excessive rainfall through 12z Tuesday.

There are no anticipated hydrologic concerns from Wednesday through
Sunday.

.TIDES/COASTAL FLOODING...
No significant changes were made to the coastal flooding forecast
with this update as surge guidance has essentially remained the same
from the previous cycle. A few of the south shore bay locations
(Freeport, Lindenhurst and Reynolds Channel) came in a few tenths of
a foot higher on Sunday night's high tide than forecast. So with
this in mind bumped up these locations a tenth of a foot or so for
the early Tuesday morning high tide, but minor categories for each
location remain. Previous discussion follows.

Surge will be increasing as another low strengthens offshore Monday
into early Tuesday. Still a lot of uncertainty with where the low
will be positioned and how much it will deepen. This will factor
into the forecast surge. Total water levels will be decreasing
astronomically as the timing of this storm system time-wise is about
halfway in between the full moon and the new moon phase. The total
water level forecast will be highest with the Monday night high tide
cycles. There is potential for widespread minor coastal flooding
with the high tide cycle Monday night with localized moderate
coastal flooding possible. Surge needed to get minor coastal
flooding is roughly 2 feet on average and surge needed to get
moderate coastal flooding is near 2.5 to 3 feet. The higher chance
for localized moderate coastal flooding potential looks to be either
along South Shore Bays of Southern Queens, and Southern Nassau as
well as Southwest Suffolk.
