.KEY MESSAGES...

Key Messages:

- The Winter Storm Watch has been upgraded to a Blizzard Warning
where 7 to 15 inches of snow are expected along with wind gusts up
to 50 mph, creating hazardous conditions and dangerous travel. The
Blizzard Warning is in effect from 6 am Monday to 6 pm Tuesday.

- Confidence remains high for two rounds of precipitation into the
Christmas holiday. The first round from this morning through roughly
this afternoon where precipitation will remain mostly rain with a
transition to a wintry mix and snow expected mainly west of the
James River. The transition to snow will begin across central South
Dakota and push eastwards towards I-29. Light freezing drizzle is
also expected late this evening for locations mostly along and west
of I-29.

- Confidence continues to build in the potential for heavy snow from
Christmas day through Tuesday. There is high confidence (~100%
chance) that locations along and west of the James River will see 6
inches of snow or more Monday into Tuesday. There remains
uncertainty in precipitation types east of the James River where
icing concerns are possible along and east of highway-75 tonight
through Monday.

Newest information coming in continues the trend of wrapping
warm air in from the east Monday into Tuesday. This does a
couple of things. One, is that areas east of the Buffalo Ridge
and into southern parts of northwest IA may not fall below 32
degrees, which will really limit any icing potential. The second
is that blizzard potential will become more limited as the
system wraps back to the west and winds diminish through Monday
night. No plans to change the blizzard warning, but the main
blizzard effects might be confined to about Monday and Monday
night. Areas between the Buffalo Ridge and I-29 will see the
best threat for icing while areas near I-29 to the James Valley
will see the better threat for moderate to heavy snow and lesser
icing. High probability of additional headlines by 3 pm this
afternoon.

.DISCUSSION...
Issued at 419 AM CST Sun Dec 24 2023

Light to moderate rain continues across the forecast area this
morning. Locations along and east of I-29 have already picked up
around a quarter of an inch of rain or more with lesser amounts to
west of the interstate. Rain will continue to become more widespread
as omega (upward motion) strengthens in the dendritic growth zone
(DGZ). Winds will also be strengthen as mixing increases with gusts
up to 40 mph expected. An inverted trough with an embedded cold
front are currently working into the forecast area from central
South Dakota. This front will push through the forecast area through
the daylight hours today. This will create a non-diurnal trend in
temperatures as temperatures will be cooling behind the front. High
temperatures will occur during the morning hours ahead of the front
where warm, southerly moisture transport will take place. Highs from
the mid 30s to mid 50s are expected, with the warmest ahead of the
front. As the inverted trough and cold front push through, the
cooling temperatures will change rain over to snow. This transition
begins around sunrise and will continue through the rest of the
morning and into the early afternoon hours. Come the afternoon, a
dry slot will work its way in and dry out the DGZ, flipping snow to
a mix of light snow and light freezing drizzle. This light freezing
drizzle will continue through the evening hours for locations west
of I-29. Given the light freezing drizzle, only expect a few
hundredths of an inch of ice accumulation. In terms of snow, still
expect that locations along and west of the James River will see
between 1-3 inches of snow. While a small Winter Weather Advisory is
possible, have held off on issuing one at this time due to the
drying out of the DGZ. Trends will be carefully monitored through
the morning hours as the strong winds and falling snow will reduce
visibilities, resulting in travel difficulties. Locations east of
the James River will pick up a half an inch to an inch of rain.

After the front pushes east of the forecast area by the late evening
hours, temperatures will cool to below freezing during the overnight
hours. This will set the stage for round two of this system on
Monday as a potential vorticity (PV) anomaly will interact with the
southern portion of the cold front over the southern plains states,
developing a surface low pressure system. This surface low will
rapidly swing northwards and deepen along the cold front via large
scale ascent aloft. The strengthening surface low will tighten the
surface and low level pressure gradients, strengthening winds at the
surface to 40-50 mph come the afternoon hours. Confidence begins to
deviate here in a couple of ways. Confidence is high (70-90% chance)
in snow redeveloping during the morning hours as the incoming new
system will resaturate the DGZ, mainly west of highway-75. The bulk
of the snow is still expected to fall over portions of central South
Dakota. Medium range guidance still continues to struggle with where
exactly the new surface low will track. For the case of snow
however, the only effect this has had is on shifting the
strengthening of the previously mentioned cold front, especially the
frontogenesis (FGEN) at 850 mb shifting a bit further west. Since
its a smaller shift west, have not made any changes to the areal
extent of the current headline. However, with high confidence in the
snow and wind potential, have upgraded the entire headline to a
Blizzard Warning. Blizzard conditions will continue through the
majority of the day on Monday and through Tuesday evening with the
worst conditions occurring Monday/Christmas evening where winds will
be strongest. No instability lies above the front as evident in both
cross sections and plan views so think this band of snow will be a
broad pivoting band.

The other, less confident, aspect to this second wave is the
potential for freezing rain. Since there is still uncertainty in
where the surface low will track, temperatures are still variable
and could still change in the near future. If the surface low stays
just east of the forecast area and thus does not bend back the cold
front into locations along and east of highway-75, then freezing
rain may be the predominant precipitation type. However, if the
surface low tracks further west and bends the cold front back with
it, surface and low level temperatures will rise above freezing,
keeping the predominant precipitation type as rain. Ensembles do
show higher probabilities of 60-80% chance for measurable freezing
rain but drop off to a 20-60% chance for a tenth of an inch of ice
or more. The highest probabilities start off over the Buffalo Ridge
in southwest Minnesota but quickly shift further northwestwards
towards northeastern South Dakota, southern North Dakota, and
western Minnesota. Have trended ice accumulations down due to this
uncertainty with a broad tenth or more of ice accumulations from
eastern South Dakota, to southwest Minnesota, and northwest Iowa.
This can still change though in either direction so have not issued
any headlines at this time. One of the other aspects adding to the
uncertainty is with temperatures highly dependent on where the front
tracks, this could result in a sneaky situation where latent heating
offsets temperatures from cooling to near to below freezing and keep
precipitation barely in the form of rain. Will continue to carefully
watch trends in how the surface low is handled over the course of
today.

While Christmas Day (Monday) will be the worst of the storm,
deteriorated conditions will continue through Tuesday as the system
occludes and slows down. This will result in a slow spin down
process where advections begin to shut off and pressure gradients
begin to weaken. Winds as well as precipitation will be on a
downward trend on Tuesday, especially as the dry conveyer belt
swings in aloft and dries out the DGZ. Gusts will start out around
40 mph before slowly weakening through the day. With the stronger
winds and remaining falling snow, Blizzard conditions are still
expected. As such, have left the Blizzard Warning timeframe the
same, beginning 6:00 am Monday and continuing through 6:00 pm
Tuesday. Snowfall amounts may still vary depending on how where the
band sets up. Confidence is very high (~100% chance) for locations
under the Blizzard Warning to exceed 6 inches of snow and moderate
to high confidence (40-80% chance) for exceeding a foot of snow.
Locations west of the Blizzard Warning will be monitored for the
need for additional headlines.

Very light precipitation may linger into Wednesday before the system
finally pulls away. After it pulls away, dry and near seasonable
conditions are expected for the rest of the forecast period.

The focus will be precipitation through the period. Widespread
IFR to occasional LIFR is expected. Some snow will continue to
fall near and west of the James River through late afternoon.
Pretty much all rain expected east of the James through about
midnight. After midnight some concern for freezing precipitation
which would continue through 18z Monday from about De Smet to
Spencer and points northeast. Some of these locations may stay
just warm enough to really limit the icing threat, especially
from about Marshall to Storm Lake. Snow will expand in coverage
from around I-29 west shortly before sunrise with northwest
winds increasing in intensity as well. Some of the worst
conditions will be during the day on Monday.
