.KEY MESSAGES...

- Patchy dense fog will be possible in parts of northwest IA
  tonight ahead of the incoming rain. Not expected to become
  widespread.

- Near record temperatures continue today and Sunday with high
  temperatures 20+ degrees above normal. There will be falling
  temperatures on Sunday however.

- Confidence remains high for two rounds of precipitation into
  the Christmas holiday. The first round from this afternoon
  into roughly Sunday evening remains mostly rain with a
  transition to a wintry mix and snow expected Sunday morning
  into Sunday night mostly west of the James River. The
  transition to snow will begin across central South Dakota and
  push eastwards towards I-29 Sunday night into Monday morning.

- Confidence continues to build in the potential for heavy snow
  from Christmas day through Tuesday. There is a 70-90% chance
  that locations along and west of the James River may see 6
  inches of snow or more Monday into Tuesday. There remains
  uncertainty in precipitation types east of the James River.
  Some increasing concern for icing somewhere between highway 81
  and the Buffalo Ridge Sunday night into Monday afternoon.

Have seen some fog develop this evening with temperatures in
the 40s and widespread rain. If traveling tonight, be sure to
drive to road and weather conditions. Have seen a few
visibilities fall below one mile across northwestern IA and
southwestern MN, and will keep an eye out for any widespread
dense fog development.

Otherwise, no major changes to the forecast this evening.

Upper level energy will significantly increase the mid level
moisture and winds resulting in areas of rain through the night.
PWAT values are at near maximum values for this time of year. Some
weak elevated instability may be just strong enough to allow a
rumble of thunder or two but overall thunderstorm chances are
extremely low. This corridor of instability and forcing slowly
drifts east later tonight into Sunday morning as a dry punch in the
mid and upper level shifts north and likely brings an end to the
rainfall in many locations by early afternoon, sooner near the
Missouri River. Before this activity comes to an end a few locations
may exceed an inch of rainfall from far east central SD into parts
of southwest MN. Areas west of the James River will likely change to
snow, but the dry air aloft will shut this down before too much snow
falls. Expect upwards of around 2 inches if the change over is soon
enough. By late Sunday afternoon there may not be much in the way of
precipitation as the initial wave ejects northeast and the larger
main waves rotates east into NE and KS. Some shallow instability
near Gregory and Chamberlain may allow for a few snow showers in the
afternoon. Areas from about Jackson to Ida Grove could see isolated
showers with some weak instability as well. Of note, the 6 am
temperatures will be about 30 to 35 degrees above normal for this
time of year east of the James River as a result of the strong
southerly flow and cloud cover.

Temperatures will fall through the day then fall more slowly on
Sunday night. The upper level low pressure to the south will begin
to deepen and wobble slightly east and north, which will back the
low to mid level winds and bring some stronger forcing into parts of
northwest IA and southwest MN during this time. Precipitation type
becomes a challenge as temperatures aloft support liquid with
temperatures likely somewhere from about 30 to 34 degrees at the
surface. While a headline will not be issued yet, freezing rain may
become a problem in parts of northwest IA and southwest MN late
Sunday night. Something to monitor as this dynamic system develops
to the south.

The 12Z model package has come into better agreement on the track of
round two of precipitation beginning Monday and continuing through
Wednesday. An upper closed off low and associated surface low
pressure system will dig to the southeast and then swing around to
the northwest, impacting eastern SD, southwestern MN, and
northwestern IA Monday morning. Confidence continues to increase
that precipitation driven by WAA in the 850 mb level will bring
impactful snowfall to central SD, and impactful rainfall to
southwestern MN and northwestern IA. How far east the the snow will
progress is the biggest challenge for this portion of the forecast.
The freezing line will set up roughly north to south as the low
pressure pulls down cold air from Canada. The line will progress to
the east over time with the system. As it does so, along the line
there will be a transition from rain to mixed wintry
precipitation including some freezing rain, and then to snow.
Ensembles indicate moderate confidence (50-70%) that areas east
of US Route 71 will stay above freezing, and thus precipitation
will remain rain through Tuesday morning. NAM and GFS BUFKIT
soundings tend to agree that surface temperatures to the east of
this line will remain above freezing, while to the west surface
temperatures will be below freezing. Between the eastern border
of SD and US Route 71 will be the area with the most uncertain
precipitation type. This is the area where the sounding profiles
indicate surface temperatures right at or below freezing.
However, there is a layer of warm air aloft that will melt most
of the snow, which will then freeze upon contact with surfaces:
otherwise known as freezing rain. As the low wraps in warm air
from the south, this area will experience non diurnal warming
Monday night into Tuesday morning, and will likely transition
back to rain. As the system begins to move off to the east
Tuesday late morning, precipitation transitions again to light
snow before tapering off Wednesday.

Now on to impacts. There is high confidence (70-90% probability) in
greater than 6 inches of snow, and medium confidence (50-80%
probability) in greater than 12 inches of snow beginning Monday and
continuing through Wednesday for central SD south into central NE.
Snow amounts quickly taper off as you head east. Snow amounts are
subject to change as the system further resolves with the upcoming
model runs. They will also be highly dependent on when and where the
change over from rain to snow occurs. Winds during this time
period will also be very strong out of the northwest at 30-35
mph with gusts 40-50 mph. The snow to liquid ratio will be on
the lower side to begin with, 7:1 up to around 10:1 and
generally wet in nature. This will reduce some of the risk of
blowing and drifting snow, however it will not eliminate it. The
snow is expected to fall in conjunction with the high winds,
and therefore will result in reduced visibilities. Due to the
strong winds and falling snow, a Winter Storm Watch has been
issued for central SD from 6 am Monday through 6 pm Tuesday.
Within the watch area, periods of near blizzard conditions are
possible. If you have holiday travel plans, be sure to plan
ahead and check road conditions before you leave.

Now we turn our attention to southwestern MN and northwestern IA.
This is the area that will see more mixed winter precipitation to
rain. GEFS and SREF plumes for this area indicate high QPF, 1 to 2
inches which is at the 90th+ percentile for climatology. The recent
warm weather has greatly reduced ground frost depth to zero or
nearly zero over the region, and as dry as we've been, most of the
rainfall should soak into the ground. However, during periods with
higher rainfall rates, some local ponding could occur. Areas
along the Buffalo Ridge, due to their higher elevation, are at
risk for higher amounts of freezing rain. Bridges, overpasses,
trees, and power lines are also at higher risk for accumulation
of ice. In a southeast line from roughly Brookings SD to Sibley
IA, and east from Madison SD to Slayton MN, ice accumulations of
0.10 to 0.16" are expected.

By Wednesday, conditions begin to improve, with the rest of the week
looking dry with seasonable temperatures in the low 30s to upper
20s.

MVFR/IFR and lower conditions prevail through the period with
stratus, fog, and rain/snow. Patchy fog has occasionally dropped
visibility across northwestern IA and southwestern MN below a
mile briefly. Although there may be breaks in the precipitation,
expect stratus to remain in place. Rain continues overnight,
with areas west of the James River transitioning to a wintry mix
and snow through Sunday morning.

Winds shift from southeasterly to northwesterly tonight into
Sunday morning. Winds/gusts may become light (10-15 knots) for a
couple of hours as the direction shifts; however, expect gusts
20-30 knots to continue overnight. If gusts taper off, LLWS is
possible east of the James River through mid Sunday morning as
the southerly LLJ strengthens. If LLWS is observed, would
expect shear around 45 knots between 1200 to 2000 ft. Did not
include at either KFSD or KSUX with the expectation of overnight
gusts.
