The local office's own words before this wind advisory went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Phoenix, AZ wrote its last area forecast discussion before this wind advisory went out at Feb 13, 10:45 PM MST, 3 hours 42 minutes earlier.

Area Forecast Discussion

.UPDATE...Updated Aviation Discussion

&&

.SYNOPSIS...
High pressure will gradually exit the region this week, but not
before yielding another day of very warm and dry conditions with
temperatures at least 10 degrees above normal Monday. A weather
system will move through the area Tuesday and Wednesday bringing
locally windy conditions, but only minimal chances for light
precipitation over the Arizona high country. Temperatures will also
retreat back to near normal levels during the latter half of the
week before warming again next weekend.

&&

.DISCUSSION...
High amplitude ridging aligned along the California coast will
dampen and retrograde over the next 48 hours as a strong negative PV
anomaly breaks over high pressure apex and digs into the Great Basin
and Southwest. The ensemble suite remains in excellent agreement
shifting the primary vorticty center/cold core from KRNO to near
KLAS Tuesday, then along the I-40 corridor in northern AZ Wednesday.
There is also heightened forecast confidence that the entire
longwave trough structure will maintain rather progressive advancing
into the plains during the latter half of the week; eventually
becoming replaced again by the eastern periphery of a Pacific ridge
characterized by modest height rises and warming temperatures.

Through Monday afternoon, only the first vestiges of height falls
will begin to enter the forecast area with H5 values retreating from
near 583dm to 576dm. Despite this trend, any thermal decreases will
lag the leading edge of height falls such that ensemble output
suggests very good confidence forecast temperatures Monday should
fall towards a persistence variety, or around 10F above normal.
Height falls become more pronounced Tuesday - especially over the
western CWA where mandated NBM forecasts indicate afternoon readings
some 10F-15F cooler than Monday. With the over land trajectory of the
system, forecast POPs continue to dwindle as PWATs may struggle to
even reach 1/2 inch across the forecast area. Consequently, NBM
output barely achieves 10% from Phoenix westward, and peaks at 20-
30% over the eastern Arizona high terrain Tuesday night/Wednesday
morning.

Model guidance still points toward an overall windy latter half of
Tuesday, however subtle differences in timing and track have lowered
confidence with respect to the temporal and areal distribution of
possible wind advisory thresholds being met. Conceptually with the
strongest heights falls focused down the Colorado River valley
during times of peak mixing depths, a tightening lower level
pressure gradient interacting with the mountains of SE CA should
produce rotors and hydraulic jumps into population centers such as
El Centro. However, ensemble trends suggest a slower arrival of the
low level cold front with some reflection of surface low pressure
and lull in the gradient tending to hinder full tapping of higher
momentum air aloft. Even prefrontal conditions late Tuesday
afternoon through western and central AZ will be quite breezy with
H8 winds forecast to increase into a 25-30kt range. Latest NBM
median forecasts are hardly bullish for wind advisories, though this
may be a model bias and hopefully better confidence can be attained
once entering the HREF window. Regardless, impacts will primarily be
tied to blowing dust potential and large dust streamers adjacent to
recently disturbed open desert/farmland.

The cold front will surge through the forecast area Tuesday night
with the main trough axis reaching the New Mexico border by the
afternoon resulting in temperatures actually rebounding very quickly
in the western CWA. Residual breeziness may linger through parts of
the area though the weakening pressure gradient should significantly
limit the full potential magnitude. Model ensembles are still a bit
uncertain for late in the week with a strong ridge again setting up
well to our west, but with at least one or two potential weak
shortwaves diving southeastward near or through our region. These
disturbances could keep our temperatures from warming up quickly,
but the latest NBM shows low temperature spread with highs reaching
the mid 70s by Friday and the upper 70s for next weekend.

.AVIATION...Updated at 0540Z.

South-Central Arizona including KPHX, KIWA, KSDL, and KDVT:
No aviation concerns through the period. Generally light easterly
winds aob 5 kts will prevail through Monday morning, with
variable winds possible at times. A diurnal switch to westerly
winds expected by 19z-21z. Mostly clear skies will prevail.

Southeast California/Southwest Arizona including KIPL and KBLH:

No aviation weather concerns through the period. Light and
diurnal winds will prevail through Monday afternoon, then become
westerly by early evening. Mostly clear skies will prevail.

&&

.FIRE WEATHER...
Tuesday through Saturday:
A mostly dry weather system is expected to pass through the region
on Tuesday and Wednesday with very minimal chances for wetting rains
confined to the Arizona high terrain. Winds and still fairly low
humidities should be the main impacts with the system with windy
conditions likely Tuesday afternoon and breezy conditions then
persisting through Wednesday. The windy conditions and RHs as low as
10-15% Tuesday afternoon may bring a period of elevated fire danger.
Temperatures will drop back to slightly below normal for Wednesday
before gradually warming through the rest of the period. Breezy
conditions are likely again on Thursday across the Lower CO River
Valley before becoming fairly light starting Friday. After a brief
increase in humidities on Wednesday, readings will lower again later
in the week with minimum readings back to around 10% by Friday.
