...FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 930 PM CDT THIS 
EVENING FOR NORTHWESTERN BORDEN AND NORTHEASTERN DAWSON COUNTIES...

At 727 PM CDT, Doppler radar indicated thunderstorms producing heavy 
rain across the warned area. Between 1.5 and 2.5 inches of rain have 
fallen. Flash flooding is ongoing or expected to begin shortly.

HAZARD...Flash flooding caused by thunderstorms.

SOURCE...Radar.

IMPACT...Flash flooding of small creeks and streams, urban areas,
         highways, streets and underpasses as well as other poor
         drainage and low-lying areas.

Some locations that will experience flash flooding include...
  mainly rural areas of Northwestern Borden and Northeastern Dawson 
  Counties

This includes the following streams and drainages...
  Gavett Creek, Grape Creek, Little Bull Creek, Bull Creek, Mesquite 
  Creek, Salt Creek, Buck Canyon Creek, Tobacco Creek and Wet 
  Tobacco Creek.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Be aware of your surroundings and do not drive on flooded roads.

Please report observed flooding to local emergency services or law 
enforcement and request they pass this information to the National 
Weather Service when you can do so safely.

A breakdown in the upper ridge is over West Texas and Southeast New
Mexico. This same general upper pattern will continue through Friday
with an upper ridge building over the western part of the country.
Enhanced lift and rich low and mid level moisture are across the
region. This is continuing to result in the development of rain and
isolated thunderstorms across the area. A Flood Watch remains in
effect into this evening for most locations south and west of the
Pecos River. River flood warnings are in effect for portions of the
Rio Grande with moderate flooding occurring/expected. There is a
moderate risk of excessive rainfall for portions of West Texas for
today. High temperatures today will mostly be in the 70s and 80s
with low temperatures tonight mostly in the 60s and 70s. Some models
are indicating rain amounts decreasing after 03z through the
overnight period so have decided not to extend the Flood Watch.
Temperatures will likely warm up some on Friday with highs mostly in
the 80s with 70s across most of the higher terrain. Rain will again
increase across portions of the area south of the Pecos River during
the day on Friday. Flooding will continue to remain a threat and a
Flood Watch may need to be reissued for Friday. Lows Friday night
will again be mostly in the 60s and 70s.

.LONG TERM...
(Saturday through  Wednesday)

Strong upper ridge will remain over the Western US Saturday with a
trough over the Mississippi River Valley.  On Sunday this trough
will back build SW into TX forming a low over Far W TX Monday.  This
low will drift westward on Tuesday.  An inverted trough develops
over NM Wednesday with a trough extending down from the Central
Plains and across the region Thursday.

Temperatures will remain below normal Saturday well into next week
with highs in the 80s.  Lows in the 60s.  A weak front/boundary
looks to move into the CWA Saturday. Still a ways out but may see a
stronger front next Friday.

Rain chances look good through the weekend into next week with upper
trough around and good moisture.  Saturday and Sunday will have best
chance from Fort Davis/Fort Stockton southward... locally heavy rain
will be possible and may need another Flash Flood Watch south. Lower
chances Monday through Thursday.

Terminals have climbed to VFR ceilings with scattered low clouds
late this afternoon. Rain showers will intermittently impact some TAF
sites this evening before clearing overnight. Terminals are
expected to quickly fall to MVFR ceilings at HOB, INK, and MAF,
while FST, PEQ, and CNM should fall to IFR ceilings. There is some
uncertainty in exact timing and ceiling heights, but have
included forecast with best confidence of conditions. Ceilings
gradually improve tomorrow afternoon with any potential showers at
PEQ and FST mainly.

This Hazardous Weather Outlook is for southeast New Mexico,
southwest Texas and western Texas.

.DAY ONE...This afternoon and tonight.

A Flood Watch remains in effect for areas south and west of
the Pecos River through early tonight. Showers and thunderstorms
producing heavy rainfall and flash flooding and/or river flooding
will be the main concerns.

.DAYS TWO THROUGH SEVEN...Friday through Wednesday.

Showers and thunderstorms accompanied by heavy rainfall will be
possible on Friday through Sunday. Localized flash flooding and
continued flooding along the Rio Grande will be the main concerns.

local law enforcement.
