.SYNOPSIS...
Runoff from rain and snowmelt yesterday will continue to produce
flooding through the day even as temperatures remain well below
freezing. Snow will taper off this morning, but the combination of
snow, ice, and rapidly falling temperatures last night will continue
to result in hazardous travel through mid morning. Low pressure will
pass by to the north of the region Saturday, producing gusty winds,
a few bursts of snow, and blowing snow. Lake effect snow east of
Lake Ontario may produce locally heavy accumulations across the Tug
Hill Plateau.

.NEAR TERM /THROUGH SATURDAY/...
Snow across the region starting to fade away as shortwave trough and
sfc low shift east across New England. Cloud tops really warming in
last hour over western NY and this is manifesting itself on radar
with intensities coming down quickly. Snow much more widespread and
more intense crossing east of Lake Ontario right now though. Overall
expect snow to decrease from west to east rest of the morning. A
couple more inches of snow could occur east of Lake Ontario before
snow tapers off to lake snow showers southeast of the lakes this
afternoon. A brief period of lake enhancement and upslope flow will
also keep snow going through midday for the Chautauqua Ridge before
ending this afternoon. Thus far snow amounts topping out in the 2-3
inch range per most reports received thus far. Combination of snow
on top of icy layer and temperatures well below freezing will
continue to result in hazardous travel through mid morning. Will let
all winter headlines expire at 9 AM.

Most areas will be dry by mid afternoon, with the exception of the
southeast corner of Lake Ontario where limited lake effect snow will
continue through early evening.

Our attention then turns to a rather potent clipper system, which
will move from the Upper Great Lakes this evening to the Ottawa
Valley by Saturday, with a trailing cold front crossing the eastern
Great Lakes early Saturday morning. The clipper cold front will
produce a burst of snow showers and possibly snow squalls with its
passage. The clipper cold front will become lake enhanced northeast
and east of Lake Erie and Lake Ontario, producing a few inches of
accumulation across Western NY and the eastern Lake Ontario region
late tonight and early Saturday.

Cold air will quickly deepen behind the cold front, with lake
induced equilibrium levels rising to around 10K feet over Lake
Ontario with favorably deep cold air and moisture. The latest model
guidance holds flow westerly over Lake Ontario for roughly 6 hours
on Saturday. Given the favorable thermodynamics and convergence down
the long axis of Lake Ontario, expect a band of heavy lake effect
snow to develop. The band will briefly cross Jefferson County
including Watertown in the morning, then focus on the central Tug
Hill from mid to late morning through late afternoon before moving
south across Oswego County and weakening by early evening. CIPS
analogs, pattern recognition, and high-res guidance suggests the
potential for warning criteria snow amounts on the Tug Hill
Saturday. With this in mind, a Winter Storm Watch for lake effect
snow has been issued east of Lake Ontario.

The clipper will also produce strong wind gusts Saturday. Winds will
peak near the cold frontal passage over and northeast of Lake Erie
Saturday morning, with gusts of 45+ knots possible. Forecast
soundings show enough wind aloft to potentially support a brief
period of low end warning criteria gusts across Western NY, but the
fact that the low begins to fill as it passes our longitude suggests
an advisory event. Regardless, it will be very windy and the
combination of a few inches of snow and strong winds will produce
extensive blowing snow. It will stay windy through the afternoon,
but gusts will come down to around 35 knots or so areawide.

.SHORT TERM /SATURDAY NIGHT THROUGH MONDAY NIGHT/...
Saturday night...lingering lake snows will focus southeast of the
lakes with winds still out of the west-northwest. Lake snows will
weaken through the night on Saturday and slowly shift to the north
(Lake Ontario), or completely scatter out (Lake Erie). While 850H
temps remain plenty cold enough for a lake response, an incoming
ridge will begin to lower earlier, more favorable equilibrium
heights. As any remaining lake snows shift north early Sunday
morning over Lake Ontario, there may be a brief uptick in the snow
as winds briefly align down the center of the lake. Could see some
accumulations but will be on the light side for counties along the
south shore of Lake Ontario. Otherwise...outside of the residual
lake snow it will be a largely dry night as sfc high over the Ohio
Valley influences the Lower Lakes. Should be the coldest night of
this period...lows in the low teens to below zero in spots. Winds
fall off quickly in the evening and then become light...so it
appears there will not be any wind chill issues.

Sunday...sfc high pressure drifts east but will likely maintain dry
weather as it becomes positioned along the Mid-Atlantic. As this
occurs...southwest flow picks up with moderating temps cross the
region. Daytime highs pushing into the 30s to low 40s.

Sunday night...a weakening front will approach the Lower Lakes from
the north. Not much moisture with it...but we could still see some
flurries with it across the North Country.

Monday through Monday night...the front stalls but will maintain
overall low end chance POPs for the potential of some rain or snow
showers.

.LONG TERM /TUESDAY THROUGH THURSDAY/...
A robust storm system originating in the southern branch of a split
flow will highlight this time frame. While the resulting pcpn will
be largely in the form of rain...a half to as much as an inch of
rain on Tuesday will aggravate lingering high flows on area
tributaries.

The pcpn may start as a mix of wet snow and rain on the onset
Tuesday morning...then strong waa ahead of the sfc low over the
Upper Mid West will prompt H85 temps to surge to +6c or so. This
will support that all of the steady pcpn during the midday and
afternoon to be in liquid form...with only the Thousand Islands
region possibly hanging on to a mix.

The sfc low will pass over/close to the region Tuesday night. While
the heaviest/steadiest pcpn will be done at that point...lingering
light pcpn can be expected with pops lowering during the course of
the night.

Strong cold advection in the wake of the exiting system will result
in near steady...if not falling temps...on Wednesday with a
notably colder night Wednesday night. While the vast majority of
this 24 hour will be pcpn free...some lake snows are anticipated on
a veering 290-320 flow.

Thursday will then be characterized by mainly fair cold weather as
ridging at all levels will build east from the Upper Great Lakes.

.AVIATION /14Z FRIDAY THROUGH TUESDAY/...
Conditions improving over Western NY as widespread snow diminishes.
Expect widespread IFR/LIFR to continue through mid morning east
of Lake Ontario. Limited lake effect snow will linger southeast
of Lake Erie and Lake Ontario rest of today with local IFR.
Outside of lake effect though, any IFR this morning will improve
to MVFR/VFR as CIGS gradually improve.

Any lake effect southeast of Lake Ontario near KFZY late this
afternoon will end this evening, with VFR otherwise prevailing most
of tonight. A clipper system will pass north of the area late
tonight and Saturday, bringing increasing winds late tonight and
snow showers toward Saturday morning with IFR developing late.

Outlook...

Saturday...Snow showers and lake effect snow east of the lakes with
areas of IFR. Very windy with blowing snow.
Sunday and Monday...Mainly VFR.
Tuesday...MVFR/IFR possible. Rain.

.MARINE...
Northerly winds will continue to produce Small Craft Advisory
conditions today on Lake Ontario and Lake Erie before diminishing
later this afternoon and evening.

A potent clipper will move from the Upper Great Lakes tonight to the
Ottawa Valley Saturday, with the trailing cold front crossing the
eastern Great Lakes early Saturday morning. This system will bring a
period of gales to Lake Erie and Lake Ontario late tonight through
Saturday.

.HYDROLOGY...
...FLOODING ONGOING ACROSS WESTERN NY...

A Flood Watch remains in effect for the entire region today
for ongoing multiple flood risks.

Widespread rain yesterday and last night combined with warm
temperatures and extensive snowmelt will continue to result in
high water and flooding in small streams, larger rivers, and
poor drainage areas today, even as temperatures fall well below
freezing. The small stream and poor drainage flooding will
improve through the afternoon as colder temperatures end runoff,
but larger rivers will take longer to recede.

Flooding is ongoing across far western NY with the latest RFC
forecasts suggest many of the larger rivers in Western NY will
reach or exceed flood stage, including all the Buffalo area
creeks, Tonawanda Creek, Cattaraugus Creek, the upper Genesee,
upper Allegheny, and Black Creek. Flood warnings are in effect
for most of these locations.

Ice jams have also produced some additional localized flooding
on the Buffalo area creeks, and ice jams have been noted on a
few smaller creeks across Western NY as well. High flows will
continue to break up and move ice through today, with additional
ice jam flooding issues possible in susceptible areas.
