.SYNOPSIS...Expect drier weather late tonight into Saturday
afternoon. Another plume of moisture will be focused across
Western Washington and into British Columbia late this weekend
into early next week for additional heavy rain. Breezy winds
expected Sunday-Monday too. Drier, cool weather mid week.

.SHORT TERM /TONIGHT THROUGH MONDAY/...Steady rain has pushed out
of western WA this evening. We're still seeing some showers,
mainly in Snohomish and Skagit counties where there's
convergence. However, these showers are not too significant and
they will diminish overnight as onshore flow eases. In the
meantime, several rivers continue to rise/crest tonight with
ongoing flooding (see hydrology discussion below). 33

Previous discussion...There will be a brief break in the
precipitation late tonight into Saturday afternoon. The main bulk
of this forecast will be on the rain event Saturday night-Monday
across the area:

Setup: An Atmospheric River event is expected Saturday night into
early next week. Initially a round of heavy rain is expected
Saturday evening through Saturday night with 12-hr precipitation
amounts during this period of 1-2" for the Cascades, a bit heavier
for Olympics (up to 3"), and 0.5"-1.0" for the lowlands. Snow
levels initially 3500-5500 feet will rise to 9000-1000 feet by
late Saturday night. Refer to hydro section for river concerns.
The primary area of uncertainty in this forecast is the extent
northward the moisture plume focuses on Sunday. Strong W/SW flow
aloft will continue rain for the upslope locations along the
Cascades/Olympics. However, guidance is mixed on the heaviest band
of precipitation on Sunday. If the moisture plume is into BC (as
shown on some guidance) the heaviest rainfall will be mainly
across northern areas near the border (particularly for the N
Cascades). Ensembles do have the heaviest rainfall along the
border and a bit further S than some hi-res guidance which would
highlight the concern for a persistent period of rain - heavy
rain for 24-36 hours (refer hydro section). The rain (with a cold
front) will slide SE across the area on Monday. There is some
uncertainty in how quick the rain slides south (impacting river
concerns), as well as how quickly cold air filters into the
Cascades for lower snow levels. The main focus is to prepare for
potentially another period of heavy rain Saturday night into
Monday. Rain amounts for a 48 hour period (50th percentile) from
Saturday night-Monday:

Lowlands: 1.50-2.50" - with the heavier amounts along the coast of
3-5" possible.

Cascades: 6.00-9.00" for areas of King County northward, with less
QPF farther south of 2.00-5.00" with the moisture plume expected
to impact more northern areas.

Olympics: 5.00-10.00" with the heaviest along the western/southern
slopes with topographically enhanced precipitation.

Wind: A secondary aspect of this event which really didn't have
much of an impact today is increased winds across the area. A
tighter pressure gradient across Western Washington Saturday
night-Monday will increase southerly winds for the area. A
potentially longer period of breezy winds are possible during this
time with gusts of 30-40 MPH, and potentially stronger for
Snohomish County northward near the water. Although these aren't
the strongest winds, the continuous period of breezy winds, along
the with saturated soils, may increase the risk for impacts on
power outages, and tree damage.

Snow: Colder air will filter into the area Monday evening into
Monday night and snow levels will lower rapidly during this period
as the front slides through the area. Snow levels initially
around 5500-6000 feet Monday afternoon will lower to 2000 feet
Monday night. Some snow is expected for the Cascades, including
the Passes, and the accumulations will be based on how quickly the
cold air filters in to when precipitation tapers off. The
guidance suggests the potential for 4-6" for Snoqualmie Pass and
possibly 7-10" for Stevens Pass. Precipitation will taper off
Tuesday morning for the mountains, though some light precipitation
is possible on Tuesday. JD

.LONG TERM /TUESDAY THROUGH FRIDAY/...There is potential for drier
weather later Tuesday into Wednesday. Temperatures will be cooler
Tuesday into Wednesday with the cold front earlier in the week
with highs in the mid to upper 40s. There is potential for a
weaker front to moves into the area later next week, though
guidance and ensembles do not show heavy precipitation with this
front. JD

.AVIATION...Westerly flow aloft becoming more northwesterly
overnight. Diminishing upper level clouds in the wake of an exiting
front, however plenty of low level moisture to allow for low cloud
development. This is allowing for a mix of VFR to MVFR cigs over
much of W WA with a few isolated spots of IFR conditions. Some
improvement expected during the overnight hours, even in locations
that are prone to lower cigs, with generally VFR conditions expected
late tonight and into Saturday morning although some isolated MVFR
to IFR locations are possible. Will start to see rain return to W WA
Saturday afternoon but cigs do not look to lower all that much at
the initial onset.

KSEA...MVFR to high end IFR conditions possible this evening as
lingering low level moisture remains near the terminal. Should star
to see some improvement into VFR conditions after 06Z tonight and
persisting into Saturday. Rain not expected to return to the
terminal until around 21Z Saturday. Surface winds remain S/SW 5 to
10 knots overnight becoming north to northeast late Saturday
morning.  18

.MARINE...Generally benign conditions in place over W WA waters.
Only spot warranting attention is Race Rocks in the Central Strait
blowing borderline SCA winds. Surrounding obs running significantly
lower than that. As such, will not be issuing any headlines this
evening just for one location as it does not seem to representative
of widespread conditions. A warm front will sweep across the
offshore waters late Saturday with rising winds over the coastal
waters before lifting northward across the interior waters late
Saturday night. This will result in increased winds across the
Northern Inland waters and the Strait of Juan De Fuca resulting in
SCA criteria being met. Winds will remain at small craft advisory or
gale criteria until a cold front finally pushes inland across the
area late Monday. High pressure will build over the waters Tuesday
into Wednesday for lighter winds and subsiding seas. 27/18

.HYDROLOGY...Many rivers are above flood stage or are expected to
reach that level over the next 12-18 hours. A somewhat drier day
is expected during the daylight hours Saturday before a warm front
ushers in the next atmospheric river event that will impact the
region Saturday night through Monday. This event is directed
towards northern WA into southern BC and will once again result in
fairly widespread river flooding for rivers originating from the
Olympics, and central/northern Cascades. For several rivers,
particularly those originating from the north Cascades, the crests
with this second event are likely to be higher than those of the
ongoing event. In addition, the risk of landslides will once again
remain high with the next atmospheric river event.
