FOR NORTHERN NEW CASTLE AND NORTHWESTERN SALEM COUNTIES...

At 121 PM EDT, Doppler radar and automated rain gauges indicated 
heavy rain due to thunderstorms. Minor flooding is ongoing or 
expected to begin shortly in the advisory area. Between 0.5 and 1.5 
inches of rain have fallen.

Some locations that will experience flooding include...
  Wilmington, Newark, Pennsville, Carneys Point, Elsmere, New 
  Castle, Penns Grove, Newport, Wilmington Manor, Delaware Memorial 
  Bridge, Bear, and Glasgow.

This includes the following highways...
	New Jersey Turnpike near exit 1.
	Interstate 95 in Delaware between mile markers 0 and 14.
	Interstate 295 in New Jersey between mile markers 0 and 8.

.SYNOPSIS...
A cold front will continue moving offshore today. A surface trough
and several upper level disturbances will affect the area through
most of the holiday weekend. High pressure should start to build in
southeast of the region by Sunday. A Bermuda high pattern will
likely develop next week, and a cold front may approach the area
towards the middle of the week.

&&

.NEAR TERM /THROUGH TONIGHT/...
The cold front continues to slowly shift southeastward this
morning, and appears to be near the Delaware Valley. A short
wave/vorticity impulse is currently moving in from the
southwest within the southwest flow aloft ahead of the mid/upper
low, which is enhancing lift across the area and is leading to
an area of showers across southern New Jersey, Delaware, and
eastern Maryland. The overnight Hi-Res guidance did indicate
this line developing and drifting eastward through the morning.
Some lightning may develop with these showers, and brief gusty
wind will be possible, but moderate to heavy downpours are the
main concern.

The closed 500 mb low will remain centered over PA today and
tonight. The jet on the front side of this low should provide
sufficient lift and significant 0 to 6 km shear. This, combined
with some surface based instability (though not as high as what
we saw yesterday), should result in redevelopment of scattered
showers and thunderstorms this afternoon and evening.

As for thunderstorm hazards, the cooler conditions should limit the
threat for widespread severe storms. However, model soundings are
depicting a dry layer between about 600 and 400 mb. Potential for
dry air entrainment, coupled with effective shear values of 40 kt
means there is some potential for strong wind gusts, especially if
any multicell clusters are able to organize. Additionally, the
melting layer is considerably lower than it has been the last
several days thanks to the relatively cool air aloft. Consequently,
can't rule out some small hail with any stronger storms. SPC now
has our area outlined in a Marginal Risk for severe weather, so
any storms that build high enough could produce locally damaging
winds or marginally severe hail.

The combination of weak cold air advection behind the front, and
increased cloudiness today will mean that temperatures should be
near (in the case of the southern Poconos and NW NJ) or below
(especially for the 95 corridor and coastal plains) highs on
Thursday, with most locations seeing highs in the 70s to low 80s.

Showers could linger in our region through the overnight tonight,
though as the mid level low and jet shift east, so should the best
lift. Additionally, the cold front should be completely off shore by
late tonight. Thus, expect mostly dry conditions overnight.
Temperature wise, locations north and west of the fall line could
drop into the 50s for the first time in several days.

.SHORT TERM /SATURDAY THROUGH SUNDAY NIGHT/...
The previously mentioned 500 mb low will stay near our region
through the weekend, though should gradually drift northeast.
Consequently, expect continued daily chances of showers and
thunderstorms through Independence Day, though no day looks like a
complete washout.

Saturday afternoon into Saturday evening, some of our region could
be in the left exit region of an upper level jet on the back side of
the low. This looks to be the highest chance for more widespread
showers and storms through the weekend. Thanks to low level
northerly and northwesterly flow, and the resulting cold air
advection, it also looks like the coolest day of the weekend, with
highs in the 70s for most locations (though the higher terrain of
the southern Poconos and NW NJ should see highs in the mid to upper
60s)

Sunday unfortunately is the day I have the lowest confidence in the
forecast. Several models depict short wave troughs digging on the
back side of the main mid level low near our region. If the models
trends continue, our region would be in the prime location to see
showers and thunderstorms associated with these short wave troughs.
However, trying to time it out at this point is difficult at best.
For now I have included 20 to 30 percent chance through the
afternoon and evening. This still wouldn't be a washout across the
region, but the potential is there for isolated to scattered showers
and thunderstorms unfortunately during the prime period for any
outdoor holiday activities.

&&

.LONG TERM /MONDAY THROUGH THURSDAY/...
Overview...

After an unsettled and cooler than average holiday weekend, we
return to a more typical summer pattern next week. Bermuda high
pressure redevelops offshore, a more zonal mid-level flow pattern
takes over the East, and southwest flow develops at the surface.
This will advect warmer and more humid air into the region, starting
on Monday and peaking on Tuesday and Wednesday. Occasional
thunderstorm chances will remain in the forecast also. By later next
week, we may also be keeping an eye on what becomes of Tropical
Storm Elsa, which is now nearing the Caribbean, but it remains too
early to say if that system will have any impact on the region.

Dailies...

Monday-Monday night... As upper level low pressure continues to
depart, the start of a significant warming trend is expected as
southwesterly flow begins to develop. Highs will reach the mid to
upper 80s over most of the area. Rain chances on Monday look fairly
limited. Any afternoon and evening convective activity would likely
be driven by weak surface troughing to our west, and the lack of
forcing combined with dew points still not very high does not bode
well for robust convection. Went with just some slgt chc PoPs
northwest of the urban corridor. After a series of cooler and more
comfortable nights, lows on Monday will only drop into the upper 60s
to near 70, another indicator of the building heat and humidity.

Tuesday-Wednesday... The heat should peak over these days as mid-
level heights reach their maximum and southwest flow continues.
Latest trends are a little more impressive with the heat, though it
still doesn't look as hot as what we went through over the past
week. Highs in the low to locally mid 90s are likely on both days,
and we may approach Heat Advisory criteria. Warm overnights are
expected also. Shower and storm chances will also increase over this
period. A cold front will likely be approaching from the northwest
as low pressure tracks through Quebec and Ontario. In advance of the
front, lee side surface troughing to our west combined with a more
unstable air mass could yield a better chance for convection on
Tuesday, though likely still favoring western areas. By Wednesday,
the approach of the front itself should bring a better chance for
storms across all of the region. Too early to gauge any prospects
for severe weather, but with the hot and humid air mass it may be a
consideration as we get closer.

Thursday and beyond... A low confidence forecast, as the cold
frontal boundary may remain in the vicinity and we may also be
dealing with the approach of Tropical Storm Elsa or its associated
moisture. Kept the forecast near climatology pending better
agreement in the evolution of large scale features.

.AVIATION /15Z FRIDAY THROUGH TUESDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Today...A cold front continues to slowly shift southeast across
the area and is currently located near the Delaware Valley.
Consequently, ceilings remain MVFR, even IFR in a few locations,
this morning due to the low level moisture being trapped
beneath an inversion. As the front slowly shifts eastward,
ceiling should improve by this afternoon. Once the lingering
lower ceilings dissipate, mostly VFR conditions are expected
through the afternoon. However, scattered showers and
thunderstorms are possible, though coverage should be limited.
We have a mention of showers for the morning hours from PHL
southward with the current showers, and for the afternoon we
have a mention of vicinity thunderstorms in KABE and KTTN which
have the highest chance. Winds are variable this morning with
the front near the area, but should shift to more westerly or
northwesterly as the front settles to the southeast, although
winds could remain southwesterly for ACY and MIV depending on
the speed of the cold front. Wind speeds should be 5-10 knots.

Moderate confidence on most aspects of the forecast, but low
confidence that any TAF site will be affected by showers and
thunderstorms.

Tonight...Starting off VFR outside of some possible lingering
showers and thunderstorms. After 06Z, there is a potential for
patchy fog to develop, especially for more rural TAF sites.

Outlook...

Saturday and Sunday...Mostly VFR conditions are expected. However,
showers and thunderstorms are possible each day, especially during
the afternoon and evening. If any showers or thunderstorms move over
a TAF site, brief MVFR or even IFR conditions are possible.
Northerly winds of 5 to 10 kt on Saturday becoming northwesterly at
5 to 10 kt on Sunday. Moderate confidence on most aspects of the
forecast, but low confidence on any TAF site being affected by a
shower or storm.

Monday-Monday night... Mainly VFR. Light winds in the morning
becoming southwest at 5 to 10 kt, then light and variable again at
night. A slight chance of an afternoon shower or storm, mainly west
of PHL. Moderate confidence.

Tuesday-Tuesday night... Mainly VFR. Southwest wind 5 to 10 kt. An
afternoon or evening shower or storm is possible, especially west of
PHL. Moderate confidence.

.MARINE...
Winds and seas should stay below Small Craft Advisory conditions
through tonight, though locally higher winds and seas are possible
in the vicinity of any thunderstorms especially this afternoon and
evening.

Outlook...

Winds and seas should stay below SCA conditions Saturday and
Sunday, though seas on the northern NJ shore could get close to
5 ft.

Monday-Tuesday... Sub-SCA conditions are expected to continue. South-
southwest winds gusting 20 kt or less and seas 3 to 4 ft.

Rip Currents...

South to southwest winds continue through the day. There should
be a medium period southerly swell today. The more favorably
oriented central/southern New Jersey coast has a MODERATE risk
for rip currents, while a LOW risk remains for Delaware and for
the Monmouth County coast.

For tomorrow, winds should be mostly off shore, from the
northwest. Therefore, at this point, we are forecasting a low
risk of rip currents on Saturday.
