.SYNOPSIS...
A coastal low will continue to lift towards southern New England
through the day today, and will remain south of Cape Cod into
Wednesday before shifting Northeast away from our region by
Thursday. In the wake of the coastal low, high pressure is expected
to briefly build in over our region on Thursday, before another low
pressure system lifts from the southern Mississippi Valley into the
northeastern U.S. Friday into Saturday.

.NEAR TERM /THROUGH WEDNESDAY/...
Low pressure continues to develop off the coast east of North
Carolina with an inverted trough extending northward along the
NJ coast. It is in the vicinity of this trough that the axis of
heaviest rain is now located as it extends from just east of
Atlantic City northward into Monmouth and Middlesex Counties.
Within this band there are rainfall rates of 1-2+ inches per
hour. The majority of the forecast area has already seen .75 to
1.5+ inches of rain at this time with some even higher amounts
of over 2 inches within the aformentioned band. Flash Flood
Watch remains in effect at this time for our NJ and eastern PA
zones as well as New Castle County DE. We expect total rain
amounts within this area to be a widespread 2 to 4 inches with
localized totals of 4 to 6 inches possible. Highest threat for
these amounts over 4 inches looks to be over out central and NW
NJ zones. Flash flooding will continue to be a threat through
today and this could even be significant especially along the
urban corridor from near Trenton eastward through Middlesex
County. We will also need to monitor river levels as these will
be rising as well. There's definitely the chance that at least
some of our more sensitive points in the Raritan Basin could
reach or exceed flood levels.

As we head into the day today, a diffluent negatively tilted upper
trough will continue to pivot east along the coast leading to
explosive development of the surface low as it moves north off the
coast towards a point south of Cape Cod by early this evening. Our
forecast area will remain on the western side of this system with
rain, heavy at times, continuing. Expect that the heaviest rain will
be through the first half of the day and continue to be focused near
the NJ coast northward through the urban corridor across central NJ
into portions of NW NJ as well. This area will continue to be
located near the nose of an easterly LLJ north of the low with with
PWATs of 1.3-1.6+ inches and some elevated instability.

Rain rates should let up a bit by this afternoon and also drier air
will start to work into southern parts of the forecast over SE PA
through southern NJ and Delmarva. This will occur as the low
continues to move northward and winds back from E/NE to
northwesterly. In fact the winds will be the other story today as
they will be quite gusty by this afternoon from the NW at 15 to 25
with gusts of at least 25 to 35 mph. Higher gusts up to 45 mph are
likely over the eastern shore of MD near the Chesapeake Bay.
This could even lead to a few power outages.

For tonight, deep low pressure will continue wobble around to
our east offshore as the system will be vertically stacked by
this time meaning the low will be closed off through the upper
levels. This will result in bands of rain continuing to pivot
around the system's western fringe and expect by this time that
southern parts of the CWA that see the lull by this afternoon
are likely to see more rain wrap back in from the north. The
good news is the rates should not be as heavy (generally .10-.20
inches per hour or less) so there will be a diminished threat
for flash flooding. Blustery N/NW winds will continue to night
as well.

The rain should finally come to an end by Wednesday morning as the
low slowly pulls away. However the remainder of the day will stay
blustery due to a continuing pressure gradient with considerable
low stratus persisting at least through the early afternoon.

.SHORT TERM /WEDNESDAY NIGHT THROUGH THURSDAY NIGHT/...
Wednesday night into Thursday, a mid and upper level short wave
ridge briefly builds over our region as the coastal low makes
further progress east, away from our region. Consequently, this
period should be dry and tranquil. Low level northerly and
northeasterly flow will kept temperatures near normal, with highs
ranging from the mid 50s in the southern Poconos to mid 60s across
portions of Delmarva.

Thursday night, we could see the front edge of the precipitation
associated with the next low pressure system nudge into our region
from SW to NE. There is some uncertainty in how progressive this low
will be, which will have an impact on when rain gets into our
region. A few of the models, most notably the GFS, keep our region
completely dry until after sunrise on Friday.

.LONG TERM /FRIDAY THROUGH MONDAY/...
The main focus through this period is on the closed low that will be
progressing from the lower Mississippi Valley into the northeastern
U.S.. This should bring a round of rain starting possibly as early
as Thursday night and continuing until the dry slot arrives on
Saturday or Saturday night. At this point it doesn't appear to be as
high impact as our current coastal low since this low will not only
be taking an inland track, but should also be weakening and filling
as it crosses the Mid Atlantic. Once this system lifts away, a cold
front could approach our region early next week, though it may not
arrive until Tuesday or Tuesday night of next week.

.AVIATION /12Z TUESDAY THROUGH SATURDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Today...Rain continues today. Varying conditions this morning
with MVFR tending to predominate but also times of IFR and even
VFR. Expect mainly just MVFR by this afternoon. NE winds
shifting to NW early in the day and generally 10 to 15 gusting
up to 25 knots. Moderate confidence.

Tonight...MVFR with possible IFR conditions at times as rain
slowly moves off the east with the departure of the coastal low.
Northwesterly winds from 10 to 15 knots with gusts from 20 to
25 knots. Moderate confidence.

Wednesday...MVFR/VFR cigs early in the day improving to VFR by
afternoon. N/NW winds 10 to 15 gusting 20 to 25 knots.

Outlook...

Wednesday night and Thursday...VFR conditions expected.
Northerly and northeasterly winds 5 to 10 kt. High confidence.

Thursday night into Saturday...periods of MVFR or even IFR
conditions will be possible as chances for rain increase. Conditions
should begin to improve back to VFR as rain moves out on Saturday.
Easterly wind 5 to 15 kt Thursday night into Friday, becoming light
(less than 5 kt) and generally southwesterly by Saturday. Moderate
confidence on the overall pattern, but low confidence on details
including timing.
&&

.MARINE...
Gale Warning remains in effect.

Seas and winds will continue to ramp up today with Gale force
winds expected by this afternoon and seas 7 to 10 feet. These
winds should continue through tonight before slowly starting to
come down Wednesday.

Outlook...

Wednesday night though Saturday...elevated seas may continue on the
coastal waters for much, if not all of this period. Wind gusts
should subside Wednesday night, and generally stay below 25 kt on
the waters for most of this period, with the exception of Thursday
night into Friday, when easterly winds 25 to 30 kt will be possible.
There remains a small chance for gale force gusts, but think this
appears to be less likely.

.TIDES/COASTAL FLOODING...
The coastal low will remain near our region into tonight before
drifting farther out to sea during the mid week period. Another low
is forecast to approach from the west and southwest late in the week.

The anticipated weather pattern should result in a developing
onshore flow along the northern and central New Jersey coast from
through the day, with a more variable flow in areas to the south.
The wind along our entire coast is expected to become northerly for
Tuesday night and Wednesday, before veering to the northeast and
east for Thursday and Friday.

While the strength of the onshore flow will vary during the period,
there will be little opportunity for water to drain away from the
coast this week. As a result, we will continue to monitor for the
possibility of minor flooding along the coasts of New Jersey and
Delaware, and along Delaware Bay. Fortunately, the astronomical
tides associated with the last quarter moon will work in our favor.
It will take a 2 foot departure at the midday high tide, and a 3
foot departure at the overnight high tide to cause minor flooding.

With the persistent nature of the onshore flow, we may eventually
see some minor flooding on the tidal Delaware River and on the upper
eastern shore of Chesapeake Bay as the week progresses.
