.SYNOPSIS...Warm, dry weather continues this afternoon as high
pressure lingers over the Pacific Ocean to our west. Two back to
back low pressure systems to our east will produce breezy to gusty
offshore flow tonight through Tuesday evening. Cooling trend is
forecast from Wednesday through Friday.

.DISCUSSION...as of 08:36 AM PST Sunday...Stations all across the CWA
are measuring temps this afternoon that are running 3 to 7 degrees
warmer than this time yesterday, with a couple of stations running
even warmer. Will have to wait until evening to issue any new
records, but for now would not be surprised if we get a couple of
stations to report some. 12Z Oakland sounding showed a well-defined
decoupling of the westerly flow above 500mb and the more pronounced
NE flow below it, which has translated into strong NNE gusts across
the highest peaks (e.g. Mt. Diablo) and some breezy conditions down
along the foothills of some of the ranges.

Offshore flow will become more pronounced at the lower levels later
this evening as the upper-level ridge begins to weaken and makes way
for the first of two shortwave troughs that will affect the region.
The initial shortwave will travel parallel along the California
Coast tonight and through tomorrow morning. Its departure from our
coastal waters during the overnight hours will place Central
California under enhanced NNE flow and will observe mixing of mid-
level winds down to the lower levels as a result. These conditions
will carry over into the rest of the day on Monday at the lower
levels as the offshore shortwave continues to track south towards
SoCal, with winds beginning to subside around mid-to-late afternoon
in some locations as the shortwave exits the region. This will
merely be a lull, however, as a secondary shortwave from the North
will then quickly encompass Northern and Central California through
Monday night and into tomorrow morning. Mid-level winds are looking
rather impressive the jet associated with this shortwave, with
NAM3km and local WRF both signaling 90-105 kt winds at 500mb (~5500
ft)screeching over Central California. Short and Mid-range models in
good agreement that mixing into the lower-levels will not only
result in the continuation of strong winds across the CWA but also
the introduction of a drier air mass overhead. As such, are
expecting a sharp reduction in RH values areawide during the
overnight hours on Monday and for subsequent poor humidity
recoveries going into Tuesday. If there is any good news, it is that
the recent rains over the Bay Area have wet the fuels to sufficient
values so as to mitigate some of the fire weather concerns that
would otherwise be much more raised at this time. Nonetheless, the
strong winds associated with this offshore wind event between Sunday
night to Tuesday will continue to pose hazardous conditions
regionwide and there is the potential for power outages as a result.

Previous forecaster shared some key points regarding preparations
for this offshore wind event. For more information regarding all

...Previous Discussion...The offshore wind event continues to look
strong so use today as an opportunity to prepare. In case of power
outages: make sure cell phones/devices are fully charged, gather up
flashlights and extra batteries, and have a supply of non-perishable
food/water. If there are widespread power outages, remember that it
may take crews longer to get the power back on so make sure you have
what you need in case you have to go a day or two without power.
Other things to remember: secure loose outdoor objects, trim dead
tree branches on your property, be cautious when driving as
occasionally strong gusts may suddenly hit your vehicle...

Should note that the fuels along the Central Coast are not as wet
owing to fewer precipitation returns during the rains we experienced
a couple of weeks ago. Local WRF and NAM-3km are also in agreement
that the low-level jet will take more of an aim at the Central Coast
during the Monday night to Tuesday period as well, and as such have
gone ahead and issued fire weather watches for parts of Monterey and
San Benito Counties. For a more detailed fire weather discussion,
please refer to the FIRE WEATHER section below.

Following the offshore wind event, winds will gradually subside by
late Tuesday as the jet associated with the secondary shortwave
will exit California and be replaced by another trough will begin
to dig into the West Coast through the second half of next week.
Unlike the shortwave, however, the axis of this trough will place
our CWA over its divergent quadrant, resulting in a return to
cooler, more onshore NW flow and some moisture returns. It should
also be noted that this setup lines up with the overall shift to a
negative PNA pattern that ECMWF weeklies are suggesting will
carry into much of February. While this outlook does not
necessarily mean that we may see a much wetter February than what
we have observed out of December and January, it at the very least
suggests that the synoptic scale setup may be more favorable for
precipitation, which is a step in the right direction. Stay tuned.

.AVIATION...as of 09:32 AM PST Sunday...For the 18Z TAFs. Widespread
VFR conditions as breezy offshore winds persist across the higher
elevations. VFR conditions to prevail through the period with
patchy fog possible late this evening around KMRY and KSNS.
Offshore winds aloft will diminish into this afternoon before
increasing again late tonight. LLWS will become an issue starting
late tonight with winds at 1500 to 2000 ft at around 30 to 35 kt
near many of the North Bay and Bay Area terminals. Gusts will
start to mix down to the surface towards the end of the taf
period. An additional round of stronger and more widespread
offshore winds is expected tomorrow night with strong surface
gusts also anticipated.

Vicinity of KSFO...VFR with some passing high clouds. Light winds
this morning with diminishing LLWS into this afternoon. Onshore
winds this afternoon around 10 to 15 kt. Increasing offshore winds
aloft tonight will generate LLWS concerns through the rest of the
taf period. Stronger offshore winds expected tomorrow night.

SFO Bridge Approach...Similar to KSFO.

Monterey Bay Terminals...VFR. Light winds this morning turning NW
this afternoon. May see some patchy fog again late this evening
but should mix out overnight.

.BEACHES...as of 04:05 AM PST Sunday...A large, very long period
northwest swell will arrive this morning and result in hazardous
conditions along the coast today through Monday afternoon.
Forerunners are expected to arrive at 3 to 7 feet with a period of
22 to 24 seconds through this morning, increasing the risk of
sneaker waves. Swell heights are then expected to build later
Sunday into Monday with breaking waves of 18 to 22 feet, locally
higher at favored breakpoints, expected along west to northwest
facing beaches. As a result, a High Surf Advisory is in effect
through Monday afternoon for west and northwest facing beaches
while a Beach Hazard Statement has been issued for the northern
Monterey Bay including Santa Cruz. With unseasonably warm
temperatures this holiday weekend, it will likely attract more
people to the coast. Individuals should be reminded that our
coastline and the cold Pacific waters remain dangerous as these
larger than normal waves impact the coast. Extreme caution is
advised when visiting area beaches. Never turn your back to the
ocean.

.MARINE...as of 08:22 AM PST Sunday...Moderate to locally strong
north to northwest winds will prevail over the waters today. The
strongest winds are expected over the northern outer waters where
occasional low end gale-force gusts will be possible. Locally
breezy conditions will also be present along the Big Sur coast
south of Point Sur. These winds will persist into tomorrow before
a burst of offshore winds over land spills over into the waters
starting tomorrow night. This will bring gale force conditions
across the nearshore waters and through portions of the San
Francisco Bay into mid-week. A large, very long period northwest
swell will arrive today and persist through late tomorrow bringing
additional hazards for small crafts.

.FIRE WEATHER...as of 1:50 PM PST Monday...Fire season had been
declared over and the calendar does say January, but a unusual
offshore flow event will bring moderate to high fire weather
concerns to the Bay Area Monday and Tuesday.  Meteorologically it
looks like a slam dunk, gusty offshore flow and low to moderate
humidity.  However, the wildcard are the fuels.  The Bay ARea has
received below normal precip thus far this wet season.  That being
said, some early season rains did bring some moisture and allowed
fuels moistures to increase.  A "green up" is also being reported in
most areas as well.  That being said, Monterey and San Benito
counties have received much less rainfall than areas to the north.
Therefore, the drier conditions along the Central Coast increase the
fire weather threat.  After coordination with agency partners and
other forecast offices decided to issue a Fire Weather Watch Monday
evening through Tuesday afternoon.  Conditions will be most severe
Monday night through early sunrise Tuesday.  Local models may be a
tad aggressive but show RH values potentially dipping into the upper
single digits to lower teens with winds over 30 kt over Monterey and
San Benito.  Needless to say, unusual event and needs watching.
