* WHAT...For the Coastal Flood Advisory, areas of ocean overwash
  are expected during times of high tide both tonight and tomorrow
  morning. NC 12 may become impassable at times due to high water.
  Additionally, 1 to 2 feet of inundation above ground level
  expected in low-lying areas on the sound side near inlets, as
  well as across southern Hatteras Island and Ocracoke Island. For
  the High Surf Advisory, large breaking waves of 8 to 12 feet 
  expected in the surf zone. For the Beach Hazards Statement, 
  dangerous rip currents and strong longshore currents in the surf
  zone.

* WHERE...Northern Outer Banks, Ocracoke Island and Hatteras 
  Island.

* WHEN...For the High Surf Advisory, until 7 AM EDT Sunday. For 
  the Coastal Flood Advisory, until 2 PM EDT Sunday. For the 
  Beach Hazards Statement, from 8 AM EDT Sunday through Sunday 
  evening.

* IMPACTS...Up to 2 to 3 feet of inundation above ground level is
  possible in some areas near shorelines and tidal waterways
  resulting in an elevated threat of property damage. Flooding
  will extend inland from the waterfront threatening some homes
  and businesses. Numerous road closures and flooding of vehicles
  will be possible. Up to 1 to 2 feet of inundation above ground 
  level is possible in low-lying areas near shorelines and tidal 
  waterways resulting in a low threat of property damage. Some 
  roads and low lying property including parking lots, parks, 
  lawns, and homes adjacent to the waterfront will experience 
  shallow flooding. Dangerous swimming and surfing conditions and 
  localized beach erosion. Rip currents can sweep even the best 
  swimmers away from shore into deeper water. Dangerous shore 
  break can throw a swimmer or surfer head first into the bottom 
  causing neck and back injuries. Strong longshore currents will 
  create dangerous swimming conditions.

* ADDITIONAL DETAILS...The most likely time for strong rip
  currents to occur is a couple hours either side of low tide,
  which will occur around 4:00 PM Sunday.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

If travel is required, allow extra time as some roads may be
closed. Do not drive around barricades or through water of
unknown depth. Take the necessary actions to protect flood-prone
property.

Inexperienced swimmers should remain out of the water due to
dangerous surf conditions.

Life-threatening rip currents. If caught in a rip current, remain
calm. Swim in a direction following the shoreline. If tired,
float or tread water until out of the rip current. If unable to
escape, face the shore and call or wave for help.

Shore break occurs when waves break directly on the beach. It is
extremely important to protect your head and neck whenever you
are in breaking waves by keeping your hands in front of you at
all times.

Strong longshore currents can sweep swimmers and surfers into rip
currents, piers, jetties and other hazardous areas. In many
cases, the longshore current is strong enough to prevent swimmers
from being able to keep their feet on the bottom making it
difficult to return to shore.

  feet expected in the surf zone.

* WHEN...For the High Surf Advisory, until 7 AM EDT Sunday. For 
  the Coastal Flood Advisory, until 7 AM EDT Monday. For the 
  Beach Hazards Statement, from 8 AM EDT Sunday through Sunday 
  evening.

* IMPACTS...Up to 1 to 2 feet (isolated spots to 3 feet) of 
  inundation above ground level is possible in low-lying areas 
  near shorelines and tidal waterways resulting in a low threat of
  property damage. Some roads and low lying property including 
  parking lots, parks, lawns, and homes adjacent to the waterfront
  will experience shallow flooding. Dangerous swimming and 
  surfing conditions and localized beach erosion. Rip currents can
  sweep even the best swimmers away from shore into deeper water.
  Dangerous shore break can throw a swimmer or surfer head first 
  into the bottom causing neck and back injuries. Strong longshore
  currents will create dangerous swimming conditions.

* ADDITIONAL DETAILS...The most likely time for strong rip

.SYNOPSIS...
Slowly strengthening low pressure off the coast will bring the
potential for strong winds along the coast and heavy rainfall
into Sunday. Troughing will linger off the Carolina coast
through early next week.

&&

.NEAR TERM /UNTIL 6 PM THIS EVENING/...
As of noon Saturday...Low level moisture convergence zones
focuses along and east of the OBX, with a mid-level trough
enhanced zone along the I-95 corridor late this morning. This
has resulted in much of the CWA receiving very modest rainfall
amounts this morning, which is fortunate considering the heavy
rainfall potential will increase this afternoon and overnight,
especially along the coast.

The low continues to creep closer to Cape Lookout this
afternoon, with winds gradually increasing along the coast and
improving dynamic lift. Cloudy conditions limit instability,
but a few rumbles of thunder are possible. Highs mainly in the
mid-70s remain on track.

.SHORT TERM /6 PM THIS EVENING THROUGH 6 AM SUNDAY/...
As of 430 AM Saturday...The 00Z Euro and GFS, and now the 6Z
NAM are in better agreement as far as positioning of the low,
slowing the NNW motion late Saturday and wobbling slightly to
the south, ~75-100mi SSE of Cape Lookout. The onshore flow and
very moist atmospheric conditions will allow for heavy rain
showers with the possibility of isolated thunder to continue to
be slung around the low and pushed ashore. Rainfall through the
period for first tier coastal counties 1/2 to 1 inch, 1 to 1 and
a half inches along the coast from Western Carteret to the NOBX,
and Eastern Carteret to Hatteras Inlet up to 2 inches. The
gradient will be greatest on the N and NE side of the low, and
with hi-res models in good agreement on winds 30-40 mph with
higher gusts, have issued Wind Advisory for the beaches from
Oregon Inlet to Cape Lookout. This may need to be extended
further in future updates, with Downeast and the Inner Banks
south from mainly Hyde County southward being under
consideration for expansion. There is still potential for this
low to get tropical designation, and "be named", but impacts
will be the same regardless of classification. There is also a
coastal flooding threat beginning tonight...see COASTAL FLOODING
section for more details.

.LONG TERM /SUNDAY THROUGH FRIDAY/...
As of noon Saturday...Increasingly unsettled conditions Sunday
into Monday as deep moisture remains in place with potential low
development off the NC/SC coast. Return to benign conditions by
Tuesday persisting through late week.

Sunday into Monday...Slightly negatively tilted upper trough
extends south- southeastward from the Great Lakes down to
Florida as ridging increases over Mexico/southwestern TX. The
trough becomes more N-S oriented as it moves overhead early
Sunday. At the SFC, subtle model differences in the depth,
location, and progression of the coastal trough/low still exist.
Those differences impact the conditions locally, making for a
less confident forecast. NHC has the chance of tropical
development for the low in 2/5 days as moderate (40%/40%
respectively). Regardless of tropical development, the area will
receive mostly onshore flow in the north in a very moist air
mass with PWATs at the lowest 1.75 inches inland and at or above
2 inches along the coast. Showers and isolated tstorms push
ashore through the day and with better upper level support,
heavy downpours become possible. Ample cloud coverage and precip
cooling keeps highs in the upper 70s. Very muggy mornings with
lows in the mid 60s.

Tuesday through Friday...Ridging at the surface and aloft is
expected to build over Eastern NC. Trends will be drier and
warmer a high pressure increases over the area lasting through
late week. Highs in the low 80s through most of the week

.AVIATION /18Z SATURDAY THROUGH THURSDAY/...
SHORT TERM /through Sun/...

As of 2 PM Saturday...Volatile aviation conditions over the
next 24 hours as low pressure off the coast slowly strengthens
and moves closer. MVFR mainly prevails through this evening,
with scattered heavy showers bringing brief IFR and erratic
winds. Then, late tonight, ceilings lower with IFR expected, and
localized LIFR possible, especially in continuing scattered to
isolated showers. Additionally, gusty N to NE winds arrive this
evening, persisting into Sunday. Sunday will see a slow
improvement in ceilings, with VFR prevailing at sunrise
gradually lift to MVFR as mixing improves through the morning.

LONG TERM /Sunday Night through Thursday/...
As of 350 AM Saturday...Conditions remain favorable for morning
fog and/or stratus until the SFC low lifts north of the area
Monday with high pressure spreading over the area late Monday
into Tuesday.

.MARINE...
SHORT TERM /through Saturday/...
As of noon Saturday...Low pressure, which could become
tropical/subtropical, will continue to slowly strengthen and
approach the coast through tonight. Guidance is in very good
agreement about steady increase of the gradient this afternoon,
then much stronger E to NE winds, especially from Cape Hatteras
and Cape Lookout and adjacent waters, arriving this evening.
Have increased winds to 25-35 kt in this corridor with 40+ kt
gusts expected, and have issued Gale Warnings for the coastal
waters from Oregon Inlet to Surf City, and the Pamlico Sound,
accordingly. Elsewhere, SCAs remain in effect. Wind the strong
winds come larger seas, with latest guidance indicating the
potential for prolonged 10-12 ft seas across the coastal waters
near and north of Cape Lookout overnight. All said, mariners
should expected rapidly  conditions this evening, and very
dangerous conditions overnight, regardless of whether of not the
low "gets a name".

LONG TERM /Sunday through Wednesday/...
As of 350 AM Saturday...As the surface low off the SC/NC coast
moves closer to the NC coast on Sunday, the pressure gradient
tightens with weak high pressure to the north, resulting in
increasing NE winds up to 15 to 20 kts with gusts to 25kts.
Seas build with increasing winds to 5 to 7ft for coastal waters
and will maintain SCAs Sunday through Monday for coastal
waters. Sunday, winds over the Pamlico Sound may reach SCA
criteria with gusts of 25kts. There remains uncertainty with
potential tropical development near the coast late today into
Sunday. Heightened seas linger through the weekend into the
early week for northern waters. Winds eventually shift more
northeasterly and slightly decrease to 10-15 kts with seas
subsiding from S to N. Southern waters subside 2-4 ft early
Monday, but 4-6 ft lingers north of Ocracoke Inlet through
Monday night. By Tuesday into Wednesday, winds diminish to 10-15
kt with seas subsiding to 2-4 ft.

.TIDES/COASTAL FLOODING...
As of 1230 PM Sat...A coastal flood advisory has been issued for
expected impacts from a strengthening area of low pressure off
the NC coast from this afternoon through Sunday night. There
remains two areas of concern. The first being locations
adjacent to the southern Pamlico Sound, tidal Pamlico and Neuse
Rivers, and along Core Sound. Here persistent northeasterly flow
will combine with higher than average King Tides, leading to
flooding of 1-2 ft AGL, with some isolated locations getting
close to 3 ft AGL this evening through most of tomorrow. The
second area of concern will be oceanside along the Outer Banks
during times of high tide both tonight and tomorrow morning
where onshore NE/ENE flow will combine with large waves, and
aforementioned King Tides to produce very high water levels,
with beach erosion and ocean overwash expected along portions of
the Outer Banks. Additionally, flooding near inlets and
soundside across southern Hatteras Island and Ocracoke Island
will result in 1-2 ft AGL flooding of low lying areas.
