the Cape Fear River At Elizabethtown.
* From late tonight to late Thursday night.
* There is no current observed data.
* Flood stage is 25.0 feet.
* Minor flooding is forecast.
* Forecast...The river is expected to rise above flood stage late
tonight to a crest of 29.5 feet early Wednesday morning. It will
then fall below flood stage early Thursday afternoon.
* Impact...At 30.0 feet, Flood waters may isolate residences off
Larrimore Lane and Riverview Drive as Larrimore Lane becomes
impassable. Dozens of buildings nearer the river may become
isolated within several miles of Elizabethtown. Flooding may also
affect Beagle Run Lane. Flooding of farm fields near the river
worsens as does lowland flooding.

* Forecast...The river is expected to rise to a crest of 16.7 feet
tomorrow morning.
* Impact...At 17.0 feet, Flooding worsens west of Interstate 95 and
water may begin surrounding homes in the Pines and Coxs Pond
areas. Homes off River Road may become isolated by flood waters.
Water may also affect yards off Planetarium Road and fields off
deep Branch Road. East of Lumberton, the lowest homes in the Pines
area may be flooded and homes may be surrounded by water in the
Pines area and between the Pepsi plant and the river. Chickenfoot
Road, Noir Street and Hestertown Road may be impassable.

Cold front moves offshore today, followed by cooler and drier
air through mid week. Another low pressure system is expected to
impact the area by the end of the week.

.NEAR TERM /THROUGH MONDAY/...
Latest high resolution short term guidance continues to move low
pressure system up the I-95 corridor with moderate to heavy rain
rates over the next 6 to 12 hours, plenty of cloud cover and reduced
visibilities due to rainfall and associated mist/fog. As low
pressure moves further into northern NC, surface pressure falls as
low strengthens will increase area pressure gradient to allow for
breezy winds to develop today with gusts into the 20-25 mph range
this afternoon. Additional rainfall amounts today between 0.25 and
0.50 expected. Clouds should decrease later this afternoon with the
low moving outside the region, but cloud cover returns tonight as
the upper level shortwave trough of low pressure behind the surface
system moves through the region from the west. A sprinkle or light
rain shower is possible, but confidence is low to actual development
tonight. Once upper disturbance passes, high pressure builds into
the region Monday with cool northwest winds and cooler temperatures.
Highs Monday will range between 10 and 15 degrees cooler than today
in the middle 50s.

.SHORT TERM /MONDAY NIGHT THROUGH TUESDAY NIGHT/...
Cool weather is expected Mon night through Tues night with near
seasonable temps as high pressure builds slowly into the
region. A fairly potent shortwave will cross the area on Tues.
Moisture through the column reaches up through H70 and expect
some passing clouds, but also should squeeze out a few showers
across the area. A deep westerly flow becomes NW once this
shortwave passes offshore into Tues night, with plenty of dry
air for midweek. Temps will drop down into the 30s overnight Tue
night and Wed night with 50s during the day on Tues. Temps will
be down near freezing inland Tues night.

.LONG TERM /WEDNESDAY THROUGH SATURDAY/...
High pressure from the surface through the mid to upper levels
will keep dry weather for Wed into Thurs. Temps should run in
the mid 50s during the day and mid 30s at night most places.
An area of low pressure should move up into the Carolinas on
Thurs night into Fri which should spread some rain into the
area. The low should lift off to the northeast by the weekend
giving way to cooler and drier weather. Temps ahead of the low
should warm into the 60s, but will be knocked back down to near
normal, mid 50s for Sat.

.AVIATION /06Z SUNDAY THROUGH THURSDAY/...
IFR/LIFR conditions expected this evening thru the overnight due
to low ceilings and lowered vsby from fog and liquid pcpn. This
the result of a stalled front oriented NE-SW across the coastal
Carolinas and extending to the FL PanHandle. Sfc low pressure
will develop on the southern end of this front this evening, and
ride along this front to the NE, passing across the Carolinas
overnight, and pushing off the DELMARVA Coast Sun afternoon.
Will observe slowly improving conditions after the lows
passage overnight and may take until Sun aftn for the low level
moisture to finally scour out. For now will be more optimistic
with the low clouds thinning out. After the low's passage, SW-W
winds will increase to 10-15 kt with hier gusts during daylight
Sun.
Extended Outlook...Mainly VFR Sun night thru Thu. Dry CFP
early Mon morning followed by another dry CFP late Tue. High
pressure to migrate across the area Wed thru Thu.

Through Monday...
Small Craft Advisory continues with expected
gusts to near 25 knots and seas building to 4-6 feet ahead of an
approaching cold front and associated low pressure system. This
disturbance is likely to bring showers and locally heavy rainfall
with a slight chance for a few flashes of lightning. Mariners may
also encounter patchy dense marine fog late this evening. Residual
showers accompany the exit of the main cold front later this
afternoon as winds shift in the offshore direction 15 to 20 knots.
Winds become NW on Sunday night as weak cold air advection
continues. Seas fall to around 2 to 3 feet by Monday morning.
Monday night through Thursday...
Winds will back to a more westerly direction Mon night into
Tues ahead of a disturbance aloft. Overall expect NW winds
backing to the W about 10 to 15 kts wit a slight spike Tues
before disturbance moves off the coast NW winds pick up a bit to
15 kts or so. Seas down below 3 ft will spike up a bit with the
passing disturbance and will then subside to less than 3 ft for
