Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

The Flood Warning continues for
  the San Fernando Creek Near Alice.
* Until late tomorrow evening.
* At 8:15 PM CDT Friday the stage was 11.9 feet.
* Flood stage is 12.0 feet.
* Moderate flooding is forecast.
* Forecast...The river is expected to rise to a crest of 13.0 feet 
  just after midnight tonight. It will then fall below flood stage 
  tomorrow morning.
* Impact...At 12.0 feet, Minor lowland flooding occurs, with flow 
  200 yards wide. Lower sections of the Country Club Golf Course are 
  flooded.

MVFR to VFR conditions prevail across South Texas for now with
scattered showers continuing. Showers and thunderstorms will
continue to move out of the area overnight, though some convection
will remain possible through the end of the TAF period. MVFR/IFR
conditions are expected in the late overnight/early morning hours.

AVIATION...12Z TAFs

LIFR conditions being observed at COT and MFVR conditions at
ALI/LRD/VCT this morning with rain occurring at the
aforementioned sites. CRP currently at VFR. Expect MFVR/IFR
conditions today as showers and thunderstorms continue to push
through the region. LIFR conditions are possible at times due to
low ceilings and heavier downpours reducing vsby. Rain chances
should diminish this evening, with all sites expected to be
VFR after 00Z. Periods of MVFR vsby are possible at ALI and VCT
overnight tonight.

SHORT TERM (Today through Saturday)...

Doppler Radar imagery indicates moderate to heavy rainfall occurring
over the Victoria Crossroads, northern Coastal Plains, and along the
coastline this morning. Flash Flood warnings are currently in effect
for portions of the northern Coastal Plains and Victoria Crossroads
as showers continue to train over already saturated soils. PWATs
remain above 2.0", so with ample moisture in place, anticipate
numerous showers and scattered thunderstorms again today as the low
pressure continues a gradual westward movement. Tropical funnels
will be possible today due to the combination of light winds and a
copious amount of tropical moisture. Most of these funnel clouds
will be short lived, and usually do not touch the ground; however,
be prepared to seek shelter in the event a funnel does reach the
ground.

A Flash Flood Watch remains in effect through 7 PM, and rain chances
should diminish by this time.

A mid-level ridge will begin to move into South TX from the west
during the day Saturday. Though PWAT values remain at or above 2.0",
mid-level ridging should limit precipitation coverage with isolated
to scattered showers and thunderstorms possible.

A Coastal Flood Advisory is in effect today until 1 PM today. P-ETSS
guidance suggests tide levels approaching or exceeding 2 feet MSL
during times of high tide. This, along with wave periods around 7
seconds could lead to minor coastal flooding along Middle Texas
Coast beaches. There is a moderate risk for rip currents today and
Saturday.

LONG TERM (Saturday Night through Thursday)...

Drier conditions expected Saturday night/Sunday owing to an upper
ridge. However, the GFS and ECMWF are generally consistent with an
upper trough entering the region from the north Sunday night/Monday.
The trough is predicted to gradually dissipate Tuesday, followed by
a general weakness in the 500mb height field over the region
Wednesday/Thursday. Near/below normal PWAT values expected Saturday
night/Sunday. PWAT values are expected to gradually increase
beginning Monday night. Thus, the combination of the upper
trough/moisture will contribute to isolated/scattered convection
Tuesday. Significant moisture will contribute to additional mainly
diurnal isolated/scattered convection expected Wednesday/Thursday.

MARINE...

Numerous showers and thunderstorms will continue today. A Small
Craft Advisory will continue through Friday afternoon. The chance
for rain will begin to gradually diminish tonight. Moderate onshore
flow will continue today into Saturday. Increased wave heights from
swells related to Tropical Storm Elsa continue through Saturday.
Convection expected to develop Monday night/Tuesday in response
to increasing moisture/upper trough. The combination of weakness
in the 500mb height field/significant moisture will contribute to
isolated/scattered convection Tuesday through Thursday. Based on
ETSS, ECMWF, and WaveWatch, do not anticipate coastal flooding or
a high rip current risk during the period.
