.SYNOPSIS...
High pressure builds into the area today, then retreats off to
the northeast later tonight. Low pressure tracking south of the
area will bring a wintry mix of precipitation Thursday into Thursday
night. High pressure builds back into the area this weekend.

.NEAR TERM /UNTIL 6 PM THIS EVENING/...
As of 1030 AM EST Wednesday...

The latest analysis indicates arctic high pressure centered over
the southern Great Lakes, with sfc low pressure over the
western Gulf of Mexico. A SW flow prevails aloft in advance of
sharpening upper trough located over the southern Plains. Other
than some high clouds, skies are mostly sunny this morning with
seasonably cold temperatures in the upper 20s to the mid 30s
across most of the region. Partly to mostly sunny and cool this
afternoon with high temperatures ranging from the upper 30s NE,
to the lower-mid 40s SW, along with a light NE wind as the
arctic high builds E to the eastern Great Lakes this aftn, with
the high ridging S into the mid Atlantic. Quite dry with
dewpoints in the teens to low 20s.

.SHORT TERM /6 PM THIS EVENING THROUGH FRIDAY/...
As of 700 AM EST Wednesday...

Unfortunately, another winter storm, much of it in the form of
freezing rain (ice) will impact the region overnight through
Thursday night. Have upgraded most of the area that had
previously been in a Winter Storm Watch into a Winter Storm
Warning given high confidence for reaching warning criteria. The
reasoning for not going to "Ice Storm Warning" is that there
will be a period of snow/sleet Thu morning/early aftn (and in
some locations this snow/sleet accumulation may be significant).
This is different from the storm this past weekend that was
exclusively a rain to freezing rain scenario. On the eastern
flank of the warning, a few counties in the watch remain
unchanged due to a slightly later start time of precipitation,
and more importantly, lower confidence in achieving warning
thresholds as this will be in the transition zone sometime Thu
aftn with a changeover to all rain. A row of counties along the
Bay is not in the watch due to easterly flow, as well as the MD
Ern Shore and Accomack County, as well as Northampton NC and
Southampton VA. In these zones, there will still be a threat for
a minor snow/sleet accumulation and some icing Thu morning. As details
become more definitive, a Winter WX Advisory will likely be
needed for much of this region (to be decided by later this
morning or this aftn). All watches/warnings still begin at 06z
Thursday, with most of the area going through 12Z/Fri (some of
the eastern portions end as early as Thu aftn).

The models have changed very little with respect to the synoptic
pattern: a strong surface high (~1035mb) will be centered from
southern Ontario to the St Lawrence Valley At 12Z/Thu and will
keep a supply of very cold/dry air from the N. The high is
progged to shift very slowly to the E/NE, across the St
Lawrence Valley/northern New England by late Thursday/Thursday
night. While this will allow for some low level warming into SE
VA/NE NC/ and the eastern shore to have the p-type change over
to plain rain between 18Z/Thu and 00Z/Fri, areas along and W of
the I-95 corridor (and ranging to about 10-30 miles E of the
I-95 corridor) will struggle to rise above 32F for the entire
event. The models have trended slightly colder for sfc
temperatures Thursday, and the forecast continued to follow
close to the NAM/GFS sfc wet bulb values which clearly depict
the typical delayed warming that occurs in these type of
patterns. Where the most uncertainty lies with this event is
more in exact p-type rather than temperatures in the low levels.
The 00Z/17 suite of models show some differences, the NAM
depicting more sleet than freezing rain for the northern
sections of the CWA until late Thu aftn while the GFS more
readily shows a quick change to freezing rain in most areas that
stay at or below 32F by late Thu AM.

Taking all of this into account, still anticipate a period of
snow/sleet (possibly predominant sleet for a few hours),
followed by freezing rain. Did delay the onset of freezing rain
another 1-2hrs across the far N compered to previous forecast.
All guidance continues to place a heavy emphasis on significant
icing for the I-85 corridor that was particularly hard hit in
the last event. There is an overall trend for strong easterly
flow at or above 900mb to drive a substantial warm nose inland
that will result in a change to freezing rain for all areas by
later Thursday aftn. This process will also help drive pcpn
rates through the mid aftn period, before there will be some
drying aloft (and lower precip rates) for 3-6 hrs from the mid
aftn into the early evening period.

For totals: a blend of forecast model scenarios yields up to
2-3" of snow/sleet across the far N/NW zones (far NW Louisa
could see 3-4"). Most of this comes Thu morning into the early
aftn. After 18Z Thu, most of the remaining p-type will be rain
or freezing rain (some mix may stay across the far N for a few
additional hrs). The MD Eastern Shore will need to be monitored
as a quick 1-2" of snow is possible NW of SBY if moisture
spreads far enough into the cold air. Have total ice amounts of
0.50" to 0.75" across much of south central VA, with a large
areal coverage of 0.25" to 0.50" across much of the northern
Piedmont and metro RIC.

Highs Thursday will be 29-32F range in the Piedmont, low/mid
30s metro RIC, with mid- upper 40s/around 50F across the far SE.
Another period of freezing rain is possible over the Piedmont
(and possibly to the I-95 corridor) Thursday night as a second
wave tracks along the coast increasing the precip intensity
again Thu evening into early Fri. With the Piedmont expected to
stay at or below 32F this period has the potential to bring even
higher ice accumulations than what is currently forecast
depending on the precise location of enhanced banded precip.
Additional moderate to heavy rain will fall across SE portions.

Another issue will be flooding. Forecast QPF is ~1.5" with
localized amounts up to 2" possible Thursday into Thursday
night. A flood watch may eventually be necessary due to to
combination of expected rainfall and very saturated ground but
will not issue this at this time and allow the decision to be
made after the remaining portion of the Winter Storm Watch gets
converted to either Warning or Advisory.

A cold front crosses the region late Thursday night/Friday
morning w/ low temps ranging from the upper 20s NW to the m40s
SE, with highs Friday 40-45F. Raised Pops in the morning to
likely across much of area E of I-95, then PoPs diminishing
from NW- SE late the morning and aftn. Some mixed precip could
move back into the eastern shore by aftn.

.LONG TERM /FRIDAY NIGHT THROUGH TUESDAY/...
As of 410 PM EST Tuesday...

Cold front exits the coast Friday morning to be followed by
drying and colder wx into the weekend. With the upper trough
still not crossing the area until later Fri, will hang onto
lingering low end PoPs along the coast eastern VA and coastal NE
NC Friday evening. Lows Fri night from the teens NW to the
upper 20s SE. High pressure reaches the local area from the W
late Sat then exits to the E Sun night. Cold Sat with highs in
the mid 30s to around 40. Diminishing winds Sat night will make
for a cold night under a clear sky with lows ranging from the
mid teens NW to the mid-upper 20s far SE. Some moderation begins
Sun as winds become SSW (highs mostly in the low to mid 40s). A
cold front approaches from the W Sun night then crosses the FA
Mon (though the exact timing of that frontal passage uncertain
attm). Dry wx Sat-Sun then an increased prob for rain on Monday.
Lows Sun night in the upr 20s NW to the low-mid 30s SE. Highs
Mon in the upr 40s to low 50s N to the mid 50s in NE NC.

.AVIATION /17Z WEDNESDAY THROUGH SUNDAY/...
As of 1230 PM EST Wednesday...

1032mb high pressure is centered over the southern Great Lakes
as of 18z, and extends to the E to NY/PA, and then S into the
Mid-Atlantic. VFR under a mostly sunny sky this aftn with a NNE
wind of 8-12kt. Increasing high clouds are expected by this
evening, with clouds lowering after 06z. Conditions deteriorate
significantly after 09z late tonight as the next low approaches
from the SW and tracks across the FA during the day Thursday.
Expect widespread IFR/LIFR flight restrictions Thursday. A NE
wind will gust to 25-30kt near the coast Thursday. Mainly rain
expected at ORF/PHF/ECG (a brief mix possible at the onset early
Thursday morning). SBY will have a longer period Thu morning
with a potential mixed p-type and RIC could see SN/IP changing
to freezing rain followed possibly by rain later in the aftn,
although freezing rain may persist during the afternoon.

Another wave of low pressure could bring another round of rain
Thursday night, and this could turn back over the freezing rain
at RIC before ending Fri morning. IFR/LIFR conditions continue
Thursday night into Friday morning. Conditions may improve
Friday afternoon but winds will become gusty from the NW Friday
aftn into early Saturday, and an upper trough could bring some
showers or a mix of rain/snow showers. High pressure settles
across the area late Saturday through Sunday with VFR/dry
conditions and less wind.

.MARINE...
As of 215 AM EST Wednesday...

Cold front crossed the area waters early this morning. N/NW winds 15-
25 kts over the bay and coastal waters will diminish to 10-15 kts
later this morning. Waves in the bay 2-4 ft and seas 4-6 ft. SCA in
the bay along with the middle and northern coastal waters runs until
16Z, and the SCA for the southern coastal waters runs until 22Z.

As high pressure to our north shifts east towards New England this
evening, winds will shift to the N/NE. Waves in the bay tonight
subside to 1-2 ft and seas subside to 2-4 ft. A couple of low
pressure systems will impact the area on Thursday and Friday. The
first one originates out of south Florida and will ride up the SE
coast early on Thursday, while another low originating out of the
Gulf will ride up the SE coast late Thursday into early Friday. SCA
conditions are expected beginning early Thursday and last into
Thursday evening over the Bay and Currituck sound, and well into
Friday for the coastal waters due to elevated seas.

Additional SCA winds/seas are expected late Friday night through
Saturday as high pressure building in from the west will result in
strong CAA over the local waters.
