* Flash Flood Watch to include a portion of northeast North 
  Carolina, including the following area, Western Currituck. 

* From noon EDT today through Friday morning

* Multiple rounds of showers and thunderstorms, some with heavy
  rain, are expected this afternoon through tonight. An 
  additional 1 to 3 inches of rain is expected this afternoon and 
  tonight, with locally higher amounts possible. This will lead to
  the potential for flash flooding. 

* Low lying areas near creeks, streams, and rivers and locations 
  with poor drainage could become inundated with floodwater and 
  inaccessible. Flooding of roadways and road closures are also 
  possible.

.SYNOPSIS...
A warm front will lift north across the area tonight. Low pressure
and its accompanying cold front will approach from the west on
Thursday, and cross the region on Friday. The front will wash out
offshore over the weekend, as weak high pressure settles across the
local area.

.NEAR TERM /UNTIL 6 AM THIS MORNING/...
As of 900 PM EDT Wednesday...

Latest MSAS has a weak low along the warm front as it slowly lifts
north. Been watching a complex of slow moving cells across Bertie
county NC the past few hrs. Some weak but persistent rotation
continues with this complex. In addition, radar has indicated
btwn 2-3 inches of rainfall across portions of Bertie county.
Have an SPS out on this for now.

Appears the majority of the rainfall will shift towards the coast
after midnite with only sct showers across the Piedmont.
Thunder will also shift east overnight as well. PoPs highest
across the south. Not much more of a temp from current readings
expected overnight as the temp is now closing in on dew points.

As of 400 PM EDT Wednesday...

The models remain in fairly good agreement that the cold front
will approach from the W Thu into Thu night, with the entire
CWA in the warm sector. H7-H5 winds will be from the SW at
35-45kt (lowest across the SE). ML CAPE values are expected to
range from 1000-1500 J/Kg, so some localized strong to severe
tstms will be possible. The primary threat will be from damaging
straight line winds. SPC continues to have central/wrn portions
of the local area in SLGT risk SVR with a marginal risk across
srn VA/the ern shore, and NE NC where shear is a little lower.
The limiting factor will be fairly widespread clouds/high PWs
(1.75"-2.00") in these areas, and will likely favor heavy rain
instead of widespread severe if there are no breaks in the
clouds. Mostly cloudy Thu-Thu night with highs in the upper
70s to lower 80s and lows mainly in the mid to upper 60s.

Broad trough aloft will swing through the region Fri into Fri
night, gradually pushing the bulk of the significant moisture S
and E of the FA. Will hang onto highest PoPs (50-70%) across ESE
VA-NE NC where typically can be quite slow with any drying in
late Spring/Summer. PoPs mainly 20-40% across the NW. Variable
clouds/partly sunny Fri with highs mainly in the lower 80s.
Drying out and becoming mostly clear or partly cloudy Fri night
into early Sat morning with lows in the 60s.

High pressure builds over the area for Sat. Partly to mostly
sunny and warm with highs ranging through the 80s. Clear to
partly cloudy Sat night with lows in the 60s.

As of 400 PM EDT Wednesday...

The latest 12Z/02 models continue to forecast a summerlike
pattern with mainly just diurnal PoPs for aftn/evening
convection, esply Tue and Wed, as a broad upper level ridge
develops across the eastern 1/2 of the CONUS for Sun through
the middle of next week. It will be somewhat humid with dew pts
in the 60s to near 70F (highest SE). Highs will range from the
mid 80s to lower 90s through the period. Lows will range from
the mid 60s to near 70.

.AVIATION /06Z THURSDAY THROUGH MONDAY/...
As of 200 AM EDT Thursday...

Mainly IFR-MVFR conditions prevail this morning with numerous
showers/tstms across SE VA/NE NC and generally only spotty
showers (but IFR CIGs) farther off to the NW. Showers and
isolated tstms will persist through 12Z across the SE with just
spotty activity elsewhere. CIGs will avg IFR at RIC/SBY to MVFR
or occasionally VFR across SE VA/NE NC at PHF/ORF/ECG. Expect to
see a period of somewhat drier conditions develop from 12-18Z
with flight restrictions lifting to MVFR and probably VFR
conditions across the SE. There will still be at least
isolated/scattered coverage though so brief VSBY reductions
could still occur in heavier downpours. Winds will be from the
S/SW at 10-15kt. After 18Z, a more widespread coverage of
shower/tstms is expected. CIGs during the 18-00Z may mostly be
VFR (> 3000 ft) or at least high level MVFR levels of 2500 ft
but VSBY flight restrictions are likely in heavy downpours.

OUTLOOK...Showers/tstms will continue overnight/early Fri
morning over mainly SE VA/NE NC. Mainly dry over the NW Fri
morning, but with redevelopment of scattered showers/tstms
expected Fri aftn. Generally dry/VFR for the weekend other than
spotty aftn tstms into NE NC.

As of 330 PM EDT Wednesday...

Sub-Small Craft Advisory conditions expected through the
weekend. However, scattered showers and thunderstorms this
evening through Friday morning may produce localized strong
gusty winds. Overall, winds will be S-SW 10-20 kt with gusts up
to 25 kt Thursday night over the Atlantic Ocean north of the
VA/MD border. Seas 2 to 3 feet through tomorrow morning,
increasing 4 to 5 feet later Thursday into early Friday. Waves
in the Bay will generally range around 1 to 2 feet through the
forecast period.
