.SYNOPSIS...
Tropical Storm Arthur will continue to approach from the south,
impacting eastern North Carolina tonight and Monday. Another
area of low pressure will develop over the Southeast and Mid
Atlantic late Monday, and remain nearby through much of next
week.
&&
.NEAR TERM /THROUGH MONDAY/...
As of 700 PM Sun...The latest analysis is showing the center of
TS Arthur well offshore of the SC coast as it's associated rain
is spreading into ENC from south to north. The storm will speed
up a bit tonight as it lifts NE approaching the NC coast due to
the mid to upper level trough approaching the Eastern CONUS.
Shower coverage will increase overnight, becoming moderate to
heavy at times late tonight and especially early Monday morning.
Generally expect a low svr/tor threat overnight, but risk may
be increasing a bit early morning for areas near the coast,
depending on where the center of Arthur tracks. E/NE winds will
gradually ramp up along the southern coastal areas late tonight
as TS Arthur approaches, peaking Monday.

.SHORT TERM /MONDAY NIGHT/...
As of 240 PM Sun...TS Arthur will make its closest pass to the
NC coast Monday morning and early afternoon. The exact track
remains uncertain, but the center of the storm moving over or
just offshore of the Outer Banks is still the most likely
solution. TS Warnings remain in effect for portions of the NC
coast.
Strong winds are possible near the core of the storm, especially
on the north and east sides of the center of circulation, where
the gradient is tightest. This is also the zone where tornadoes
will be possible. If the center of circulation remains just
offshore, the wind and tornado threat will be mitigated, but if
a landfalling track similar to what the GFS and NAM show comes
to fruition, the threat will increase.
The flooding threat from this system remains low, though
localized issues for very low-lying or poor drainage areas are
possible. QPF values of 1-3 inches are now expected across
coastal North Carolina, with guidance indicating that training
could result in localized amounts up to 4 or even 5 inches, but
dry antecedent conditions indicate that this amount over a
small area would likely not result in significant flash flooding.
So will continue to hold off on FF Watch.
Storm surge remains a bit uncertain and dependent on the track
and speed of the storm, but generally 1 to 2 feet of inundation
is possible, which could bring minor flooding issues across
area rivers and sounds. On the ocean side, 8-15 ft seas with a
medium period swell could bring moderate wave run-up, especially
for beaches north of Cape Lookout, and overwash of very weak
dune structures is possible. See Tides and CF section below for

.LONG TERM /TUESDAY THROUGH SUNDAY/...
As of 400 AM Sun...Tropical Storm Arthur will depart offshore
Monday night, however another area of low pressure will develop
to the SW and linger in the area though much of the week with
unsettled weather. The low will lift to the N by Saturday with
drier weather expected.
Monday Night through Friday...An H5 cutoff low will strengthen
as it drops over the Southeast Monday night and Tuesday. This
feature will translate to the surface as broad troughing
stretching from the Deep South to the Mid- Atlantic. Deep
moisture transport will ensue Monday night, bringing numerous
shra and a few tsra back into the forecast. An Omega Block-like
pattern will then set up, keeping the low nearby through the
end of the week. Confidence in forecast details for this period
remains low, especially with respect to timing, but a series of
waves is generally expected to pivot around the upper level low,
bringing periods of enhanced rainfall potential through late
week. Temps generally within about 5 degrees on either side of
normal through the period, dependent on the cloud cover and
rainfall trends.
Saturday...The persistent low will finally lift to the N
pushing a weak cold front thru with mainly dry Wx expected and
temps near normal.

Short Term /through Monday/...
As of 700 PM Sun...Currently, a mix of VFR and MVFR conditions,
but conditions will gradually deteriorate this evening and
overnight as TS Arthur approaches the area. High confidence that
conditions will become IFR overnight as showers become
widespread. Expect E to NE winds tonight, then becoming NW
Monday afternoon with gusty winds up to 20 knots, especially at
EWN. Widespread showers expected early Mon morning into the
afternoon, with cigs slowly improving.
Long Term /Monday night through Friday/...
As of 4 AM Sun...Tropical Storm Arthur currently off the coast
of Florida will impact the area as it lifts NE near or just off
the coast Monday. Periods of sub VFR expected with gusty winds
espcly coast. Flight restrictions will cont Tue thru Thu with
period of shra and a few tsra as low pres lingers in the area.

seas 3-5 ft north of Oregon Inlet and 4-8 ft south. Conditions
will continue to gradually deteriorate this evening and
overnight as TS Arthur lifts towards the NC coast. TS Warnings
continue for the coastal waters. TS Arthur will lift through the
waters Monday, pushing ENE quickly late Monday afternoon and
evening. Strong NE/E winds expected in the morning, becoming
more W/NW in the afternoon as the center of the storm pushes
ENE. Seas will build to 5-10 ft tonight then peak at 10-15 ft
Monday. Very dangerous marine conditions expected overnight and
Monday.
Long Term /Monday night through Friday/...
As of 240 PM Sun...Generally poor boating weather expected much
of this period. Tropical Storm Arthur will depart to the E Mon
night with winds becoming NE 15 to 20 kts N and light S...seas
will subside to 3 to 5 feet. High pres to the N and low pres to
the SW or W then expected thru Thu with winds mainly E to SE at
10 to 20 kts...low confidence for speeds as slight change in sfc
low track or intensity could lead to stronger winds at times.
Seas will build to 5 to 8 feet central and N and 4 to 6 ft S
through mid week.
Low pressure developing inland brings increasing southwest winds
and building seas Tuesday. A series of shortwaves is expected to
impact the region mid-to-late week, bringing periods of breezy

Storm Arthur passing just offshore will impact all area beaches
through early next week. Stronger and more frequent rip currents
and more powerful surf and shorebreak will make swimming
dangerous for all levels.
Have issued High Surf Advisory for the beaches north of Cape
Lookout with rough surf and potential for minor erosion.
Localized ocean overwash will also be possible for the beaches
north of Lookout.
Minor surge impacts expected for many areas adjacent to the
ocean, sounds and rivers Monday with the potential for minor
inundation 1-2 ft agl. Initially Monday the threat may be more
along the Crystal Coast and areas adjacent to the southern
Pamlico Sound with the E/NE winds. Then threat is expected to
shift to the soundside of the Outer Banks Monday afternoon and
early evening as the winds shift to the NW.
