.AVIATION...
IFR conditions will prevail across most terminals as
rain bands from Tropical Storm Beta continue to move across
the area. Most of the guidance shows periods of lower
visibilities, especially between 15-21Z as intermittent
heavy rainfall is expected. Gusty ENE winds will prevail
through around 00Z when conditions should begin to improve
but there is a chance that gusty ENE winds will prevail
through the evening hours. MVFR ceilings should return
by the early morning.

DISCUSSION...

Tropical Storm Beta continues moving slowly west towards the
central Texas coast this morning with the center now visible on
radar out of Houston. Beta has weakened some overnight and has
lost a good deal of the colder cloud top convection that it had
during the afternoon hours yesterday. Due to that change in the
structure of the system, only a small rain band is currently
affecting the area this morning and overall rainfall amounts may
be lower today than previously expected. Winds continue to be
elevated, especially with the forecast area between Beta and high
pressure to the north and surge values continue to hold at between
2 and 3 feet at both Sabine Pass and Calcasieu Pass.

Although there may be the aforementioned period without as much rain
today, Beta is still expected to be a proficient rain producer as
it slows to another near stall before turning towards the north
and northeast tomorrow. Beta will likely pass through the
forecast area and take a good part of both Wednesday and
Thursday to do so. Due to this slow motion and the uncertainty of
where any potential banding may set up, the flash flood watch for
the area has been expanded northward to include an additional row
of counties and parishes.

MARINE...

Tropical storm warnings are in effect for the coastal waters and
the waters are likely to see the strongest conditions associated
with Beta as it moves towards the central Texas coast today. The
current forecast track takes the system north and east after making
landfall in central Texas along the coast of southeast Texas and
southwest Louisiana on Wednesday and Thursday.
