SYNOPSIS...
A Tropical Storm Warning is in effect for Puerto Rico and the
U.S. Virgin Islands, and the region will begin to feel the effects
of Tropical Storm Laura as early as tonight. A Tropical Storm
Warning means that tropical storm conditions are expected within
the next 12 to 24 hours. The latest track from the National
Hurricane Center put the center of Laura passing over Vieques and
eastern Puerto Rico early Saturday morning. After this storm moves
through, several periods of rainfall are expected over the next
week.
SHORT TERM...Rest of today through Sunday...
The short-term period will obviously be dominated by Tropical Storm
Laura, which will begin to impact us as soon as this evening. The
earliest arrival time of tropical storm force winds is this evening
for the USVI, and early tomorrow morning for Puerto Rico. Currently
the storm has maximum sustained winds at 45 mph, though this wind
maxima is expected to pass primarily north of the islands. However,
there very likely will be gusty winds associated with the rainbands
of the storm, and those gusts may exceed 45 mph. Furthermore, some
minor strengthening of Laura is forecast as it passes through the
region. Rainfall is likely to be the biggest impact, with expected
rains of 3 to 6 inches, and isolated areas up to 8 inches. The
regions most impacted by the rainfall will likely be the south and
east coasts of Puerto Rico. For the most updated information on the

Saturday appears to be the wettest day in the short-term period as
the storm passes through. Ample rainfall is still expected for
Sunday morning, yet the bulk of the moisture and rainfall from the
storm should be to our west by Sunday afternoon. However, lingering
moisture from Laura and local effects may combine to produce shower
activity in the afternoon, particularly over the northwest part of
the island, and possibly near the San Juan Metro area as well. The
intensity of these showers will likely be determined by the amount
of cloud cover left over from the storm. If there are still
plenty of clouds to suppress surface heating from the sun, then
these showers may not be very impactful. However, with plenty of
sunshine and heading, heavier showers and isolated thunderstorms
may occur, and these could lead to areas of localized flooding.
LONG TERM...Monday through Saturday...

Monday is expected to be unsettled. A retrogressing mid to upper-
level low is expected to induce a surface trough. This feature
along deep moisture will combine to result in enhanced shower and
thunderstorm activity across the local area, especially Monday
afternoon and evening into at least the first part of Tuesday.
Given that the soils will most likely be saturated from the heavy
rainfall activity left by Tropical Storm Laura, there is a
potential for urban and small stream flooding to materialize.
Improving weather conditions are expected on Wednesday, as drier
air moves in. Weather conditions may deteriorate once again late
Wednesday and Thursday, as a tropical wave may move across.
However, model guidance currently is in disagreement as to how
robust this tropical wave will be as the ECMWF model favors a weak
wave passage while the GFS model favors a more robust wave.
Either way, after the passage of this wave, improving weather
conditions are expected at the end of the long-term period.
AVIATION...
VFR conditions prevail across most PR and USVI sites, with
temporary MVFR possible due to SHRA/TSRA. Deteriorating
conditions, with prevailing MVFR beginning around 22/00Z at
TJSJ/TIST/TISX, spreading westward through the night. Further
deterioration to IFR conditions is likely. Increasing winds are
anticipated as well, starting by around 22/02Z in the east, and with
direction becoming increasingly variable.
MARINE...
Conditions in the Atlantic waters, as well as the Anegada Passage
and portions of the eastern Caribbean waters, are beginning to
deteriorate as Topical Storm Laura approaches from the east. At
its worst, wave heights of 12 to 16 feet are expected during the
day tomorrow, and seas are expected to be back to normal by Monday
and especially Tuesday. Thereafter, seas will generally be less
than 5 feet for the next several days. Please refer to the High
Surf Warning, in effect from midnight tonight to 2am Sunday, and
the Coastal Flood Warning in effect for the same period, for more
information on the impacts of Tropical Storm Laura.
