...A Flood Warning continues for portions of the following waterways 
in Indiana...

  East Fork White River...Eel River...Wabash River...White River...


.Minor to moderate flooding continued Sunday morning in central and 
southern Indiana on the major rivers.  Crests will be/are comparable 
to those that occurred in February and June of 2019.  Minor 
flooding developed late Saturday afternoon on the Eel River that 
will come to an end this afternoon.

A mix of precipitation Friday and Saturday totaled as high as 
approximately 1.50 inches, which will slow river falls or bring 
lower secondary crests on the major rivers, and produce additional 
minor flooding on smaller ones.  Flooding has returned to Seymour on 
the East Fork White River, and this afternoon it will return to 
Spencer on the White River.  The Driftwood River near Edinburgh will 
be near bankfull, with a crest near flood stage Sunday morning.

Flooding along the lower portions of the White and Wabash Rivers will 
continue until about Wednesday, January 29.

Little or no precipitation is forecast through midday Thursday.  This 
will give area waterways several days to drain and return to near 
normal levels.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

* At 16.0 feet...Flood water affects gravel pit.  High water concerns 
  farmers in agricultural season about crops and livestock.  Lowest 
  portions of Trails 1 and 7 in McCormicks Creek Park flood.

* At 20.0 feet...Water is at Critical levels for makeshift levees.  
  Most of bottomlands flood.  Old Vincennes road and State Road 358 
  between Plainville and Edwardsport are impassable by several feet.
  High water surrounds river cabins.  This type of flood occurs on 
  average about once a year.

* At 24.2 feet...During April 2013 when Petersburg reached this level,
  the water only reached the white line of SR 257 south of 
  Washington, but never closed the road.  Shoals only went to 11.67 
  feet during April 2013.  This is the first that locals can remember
  such a high stage for Petersburg and SR 257 remaining open.

* At 20.5 feet...Lawrenceport Road just east of Lawrenceport and on 
  the south side of river begins to flood around this level.  By 22 
  feet this road is impassable.  During typical floods in this 
  area...this portion of the road can be flooded by 5 to more than 10
  feet of water.  During the January 2005 flood...this area would 
  have been near the "bottom" of the river...underwater by nearly 17 
  feet.  In the great March 1913 flood...more than 25 feet of water 
  would have covered this location.

...A Flood Warning continues for portions of the following waterways 
in Indiana...

  East Fork White River...Wabash River...White River...

.Minor to moderate flooding continued Sunday night in central 
and southern Indiana on the major rivers.  Primary crests will 
be/are comparable to those that occurred in February and June of 
2019.  Flooding on lower portions of the East Fork White came to an 
end earlier this evening.

A mix of precipitation Friday and Saturday totaled around an inch to 
an inch and a half across the basin, which is slowing 
river falls in some cases and bringing lower secondary crests in 
other cases on the major rivers.  While flooding on much of 
the East Fork White has ended, flooding is expected to continue at 
Seymour on the East Fork White until Wednesday morning.

Flooding along the lower portions of the White and Wabash Rivers 
will continue until about Wednesday, January 29.

Little or no precipitation is forecast through midday Thursday.  
This will give area waterways several days to drain and return to 
near normal levels.

Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

* At 20.7 feet...Leaverton Park at Palestine, Illinois extensively 
  floods including the campground area.  Rodeo area still dry at this
  level. Most if not all local unimproved roads leading to the Wabash
  River in the Palestine area are impassable by any land vehicle.  
  Extensive backwater flooding of Minnow Slough, Sugar Creek and 
  Lamotte Creek in Palestine area. Numerous river cabins surrounded 
  by water across the river from Merom Bluff. Backyards of a few 
  residences southeast of Palestine along East River Road flood.

  near river are now impassible.  Agricultural losses 100 percent in 
  areas that are not protected by levees.  The Wabash River is more 
  than 2 miles wide at I-64.

  was 15.8 feet.  The water did not go over SR 257 completely.

.SYNOPSIS...
Issued at 224 AM EST Sun Jan 19 2020

Below normal temperatures will remain for the next few days. Wind
chill values are expected to be below 0 both Sunday and Monday
mornings, with some portions of central Indiana near 10 below on
Sunday morning. Approaching midweek, skies should start to clear
and temperatures should warm back to near seasonal. The next
chance of precipitation will be late next week, into the weekend.

.NEAR TERM /Today/...
Issued at 300 AM EST Sun Jan 19 2020

Scattered flurries continue this morning...aided by subtle
instability and the presence of steep lapse rates beneath the
boundary layer inversion. Wind chills were already near or below
zero in many locations as progressively colder air advects into
the region. 08Z temperatures ranged from the single digits in the
northern Wabash Valley to near 20 in far southern counties.

Flurries should gradually diminish prior to daybreak with
weakening low level lapse rates and drier air filtering into the
boundary layer. Clouds though will be much harder to scatter
through the course of the day as model soundings suggest the low
level inversion will weaken yet never fully dissipate. The
presence of drier air in the lower levels should allow for some
sunshine...especially over the southern half of the forecast area
from mid morning into the afternoon. Through the second half of
the afternoon however...sharpening cyclonic flow aloft will allow
deeper moisture to drop south from the Great lakes and should
lead to the reestablishment of a thicker cloud deck expanding
south into the forecast area.

Temps...the primary story for today will be the bitterly cold
temperatures aided by brisk W/NW winds. Wind chills will settle
between -10 and 0 degrees this morning before gradually recovering
into the single digits. Continued cold advection and the
likelihood of lingering cloud cover would argue against
temperatures making even a modest recovery into the afternoon.
Generally undercut temp guidance and kept much of the forecast
area in the teens.

.SHORT TERM /Sunday Night through Tuesday/...
Issued at 224 AM EST Sun Jan 19 2020

Cyclonic upper-level flow and a low-level inversion should keep
skies cloudy through Sunday night. Lowered overnight lows slightly
to match with cooling trend of Sunday's high temperatures.
Temperatures should remain fairly constant overnight with lows in
the mid-teens. Cold conditions remain Monday morning, as the
bitter northwest flow dominates. Weaker surface winds will cause
Monday morning's wind chill values to be slightly higher than
today's. Expect wind chill values near 0. Throughout the day, A
weak upper level wave will progress near Indiana. This should
diminished the NW flow, leading to less cloud cover and slightly
warmer daytime highs in the upper 20s. No precipitation is
expected over central Indiana with this wave. Surface high
pressure will limit moisture return and impede rising motion.

As the aforementioned wave heads east, an upper-level ridge will
build over the Great Lakes region. With both high pressure at the
surface and aloft, skies will clear throughout the day on
Tuesday. Clear skies, weak surface winds, and a steady stream of
westerly warm air advection in the mid to lower levels will allow
for temperatures on Tuesday to reach the low 30's. Expect a
typical diurnal temperature curve Tuesday with lows near 20
overnight.

.LONG TERM /Wednesday through Sunday/...

The main forecast issue during the long term is a low pressure
system progged to develop to our southwest and move through the
region Thursday night into Saturday. Significant differences exist
in the development and subsequent handling of the low - the Euro
developing it over the western Gulf coast in response to a couple
of distinct shortwaves combining into one large closed low, and
the GFS developing it over the Panhandles region as the shortwaves
phase earlier. Blend is likely the best tactic until these details
begin to converge. Temperatures may be cool enough for some of the
precipitation to fall as snow, but for now it appears most will
fall as rain. Suspect that eventually it will fall almost entirely
as rain as rapidly developing upper lows tend to trend westerly in
track over time.

.AVIATION /Discussion for the 19/12Z TAFs/...

MVFR conditions will linger across much of the area into this
afternoon before improving to VFR late this afternoon into
tonight. MVFR ceilings may return late this evening at some sites.

Winds will remain gusty for the next 6-9 hours, but gusts will
gradually subside as the pressure gradient weakens. Winds will be
out of the northwest throughout the period, 280-320.

No obstructions to visibility expected during the period.
