...A Flood Warning continues for portions of the following waterways 
in Indiana...

  East Fork White River...Eel River...Mississinewa River...Wabash 
  River...White River...

.Minor to moderate flooding continued Saturday night in 
central and southern Indiana on the major rivers. Crests will be/are 
comparable to those that occurred in February and June of 2019. On 
the Eel and Mississinewa, minor flooding has developed.

Mixed precipitation yesterday and today has totaled up to about 
1.50 inches, which will slow river falls or bring lower secondary 
crests on the major rivers, and produce additional minor flooding on 
smaller ones. Flooding may recur at Seymour on the East Fork White 
River and Spencer on the White River.

Flooding along the lower portions of the White and Wabash Rivers 
will continue until the last few days of the month.

Our next precipitation event in the forecast does not arrive until 
Friday, thus we will have several dry days to allow for drainage of 
area waterways.

Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

  level. Most if not all local unimproved roads leading to the Wabash
  River in the Palestine area are impassable by any land vehicle.  
  Extensive backwater flooding of Minnow Slough, Sugar Creek and 
  Lamotte Creek in Palestine area. Numerous river cabins surrounded 
  by water across the river from Merom Bluff. Backyards of a few 
  residences southeast of Palestine along East River Road flood.

.Minor to moderate flooding continued Sunday morning in central and 
southern Indiana on the major rivers.  Crests will be/are comparable 
to those that occurred in February and June of 2019.  Minor 
flooding developed late Saturday afternoon on the Eel River that 
will come to an end this afternoon.

A mix of precipitation Friday and Saturday totaled as high as 
approximately 1.50 inches, which will slow river falls or bring 
lower secondary crests on the major rivers, and produce additional 
minor flooding on smaller ones.  Flooding has returned to Seymour on 
the East Fork White River, and this afternoon it will return to 
Spencer on the White River.  The Driftwood River near Edinburgh will 
be near bankfull, with a crest near flood stage Sunday morning.

Flooding along the lower portions of the White and Wabash Rivers will 
continue until about Wednesday, January 29.

Little or no precipitation is forecast through midday Thursday.  This 
will give area waterways several days to drain and return to near 
normal levels.

Cool temperatures are expected over the next few days in the
aftermath of a strong upper level low pressure system that brought
mixed precipitation to the area over the last 24 hours. Dry
weather and high pressure will continue until the later portions
of the work week as two upper level low pressure systems bring
chances for precipitation to the area on Friday.

.NEAR TERM /Tonight/...

Issued at 241 PM EST Sat Jan 18 2020

Dry weather is expected for tonight as temperatures plummet in
the aftermath of the passage of a surface cold front. Temperatures
will fall from the mid 20s at 7 PM to the mid teens by midnight.
Temperatures will continue to fall to around 10 degrees by
tomorrow morning. The ongoing wind gusts of around 40 mph will
begin to weaken to the 20 to 30 mph range tonight which combined
with the low temperatures will lead to wind chills around -10
degrees in the northern counties. Will plan on issuing a SPS to
highlight the cold wind chills tomorrow morning.

Current thoughts are that the risks for a flash freeze will be
relatively limited as the afternoon and evening wind gusts allow
for wet surfaces to dry. Areas where water has ponded will likely
freeze by the morning hours. Low clouds will likely linger through
the night with some dissipation during the day tomorrow.

.SHORT TERM /Sunday through Tuesday/...

Dry weather is expected through the period as strong surface high
pressure builds across the Upper Midwest. Strong cold air
advection and northwesterly flow will help bring seasonably cool
temperatures with lows in the low to mid teens Sunday night and
Monday night. Winds will gradually weaken tomorrow and tomorrow
night so wind chills are not expected to be as cold Sunday night
into Monday morning, but will still fall to near 0 across much of
central Indiana.

A weak upper level low will move across the Upper Midwest down
into Missouri during the day Monday which will bring a short break
to the northwest flow and allow for skies to begin to clear. The
core of the surface high pressure will then move over central
Indiana during the day Tuesday which will lead to mostly sunny
skies and nearly calm winds.

Temperatures will be well below average through the period with
lows in the low to mid teens Monday night and Tuesday night. Highs
will reach only into the mid to upper teens on Sunday followed by
the mid 20s to low 30s on Monday and Tuesday.

.LONG TERM (Tuesday Night Through Saturday)...

Models are close enough that the National Blend of Models
initialization was accepted for most items.

An upper ridge and surface high pressure will provide dry conditions
through much of Thursday.

An upper level low will move into the area to end the week, but of
course this far out there remains a lot of uncertainty on timing,
strength, and location. Thus will make no changes to the
initialization's PoPs for the end of the week at this time.

The initialization will put a rain/snow mix in during the overnights
late next week, but, depending on the storm track, temperatures
might stay just warm enough for rain.

Temperatures look to be above normal for much of the period.

Discussion: A strong cold front has moved through the area.
Precipitation has ended but winds will remain gusty through the
night. Temperatures will rapidly fall tonight with lows in the teen
and wind chills below zero by tomorrow morning.

Outlook: Below zero wind chills are expected Sunday morning with near

...GUSTY WINDS THIS EVENING AND COLD TEMPERATURES TONIGHT...

Winds will continue to gust to 30 to 40 mph across central Indiana
through the evening with isolated higher gusts possible.

Temperatures will be rapidly falling tonight with lows in the
upper single digits expected. These cold temperatures combined
with the winds will lead to wind chills around -10 to -15 degrees
in some locations by tomorrow morning.

Secure loose outdoor objects and lawn furniture. Take extra
precaution if driving a high profile vehicle or along north-
south roads this evening. Be sure to bundle up if heading outdoors
tonight and tomorrow morning.
