  longshore current expected.

* WHERE...In South Carolina, Coastal Horry and Coastal 
  Georgetown Counties. In North Carolina, Coastal Pender and

* WHEN...For the Coastal Flood Advisory, from 4 PM this afternoon
  to 8 PM EDT this evening.

  For the High Rip Current Risk, through this evening.
  For the Beach Hazards Statement, through this evening.

* IMPACTS...Sound-side flooding will affect local roadways such 
  as Garden City Beach with water on Atlantic and Cypress avenues.
  Storm water drains will back up and flood local roadways.

  Minor street flooding may occur such as sound-side of Carolina 
  Beach, for example along Canal Drive. In addition, minor 
  flooding may occur across low-lying roads at the southern end
  of Topsail Island.

  Water may overflow marshes and from the sound-side and reach 
  local and nearby roadways.

  Minor beach erosion along area beaches is possible especially 
  ones made vulnerable by Hurricane Isaias.

  Rip currents can sweep even the best swimmers away from shore 
  into deeper water. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

If travel is required, allow extra time as some roads may be
closed. Do not drive around barricades or through water of
unknown depth. Take the necessary actions to protect flood-prone
property.

Swim near a lifeguard. If caught in a rip current, relax and

  expected in low-lying areas near shorelines and tidal 
  waterways.

* WHERE...The lower Cape Fear River including downtown 
  Wilmington.

* WHEN...From 7 PM to 11 PM EDT this evening.

* IMPACTS...Water is over a foot deep on the lowest parts of
  Battleship Road and USS North Carolina Road with several
  locations having three to six inches of water. Water over three
  inches deep on River Road south of The Cape Boulevard. In
  downtown Wilmington, Water Street is covered for about two
  blocks. The deepest water on Water Street is six to 12 inches 
  deep in the center of the road just south of Market Street.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

  Water gets into yards along the sound, but the street flooding
  is mainly the result of salt water backing up through the storm
  drains.

.SYNOPSIS...
A changeable period upcoming, with a cold front bringing cooler
and drier air early Tuesday through Wednesday morning.
Meanwhile, copious moisture from Sally in the Gulf states will
begin to take a right turn, and overspread the Carolinas with
periods of soaking rain later this week. The moisture from Sally
is expected to pull off the coast early this weekend. Elevated
rip current risks and hazardous marine conditions can be
expected much of this week.

.NEAR TERM /THROUGH TUESDAY NIGHT/...
We await a cold front, but ahead of it, the last day this warm
for a while. Changes this issuance are to delay and scale back
pop values in early going, with best chance of rain tonight,
then breezy drying trends Tuesday as absolute humidity takes a
drop, in moderate post frontal NE winds. The drying will briefly
bring improved sky trends, but are apt to fill back in late
Tuesday as Sally clouds begin to barge into the picture. Slight
cooling and partial sunshine should bring max-T into the low 80s
Tuesday.

Because of low-level drying and stability, no mentionable pop
values planned Tuesday, but late Tuesday night prior to
daybreak, a coastal warm front will edge landward near our
coastal land zones into very early Wednesday. As such a slight
uptick in pop values were painted in to account for this
approaching oceanic feature.

.SHORT TERM /WEDNESDAY THROUGH THURSDAY NIGHT/...
Lingering ridging on Wednesday with a stalled boundary to the
south will maintain seasonable and relatively dry weather early
on Wednesday, with copious high clouds advecting from Hurricane
Sally. Deep moisture increases during the day as Sally slowly
moves across the Gulf states, and could see scattered showers
develop later on Wednesday, particularly over NE SC.
Precipitation chances ramp up on Thursday as what remains of
Sally moves across GA and SC, and precipitable water values
increase to over 2 inches. Northeast SC is in marginal risk of
excessive rainfall for Day 3, Thursday through Thursday night.
There is a low threat of isolated tornadoes with the remnants of
Sally that bears watching, but there remains uncertainty of the
track and timing to have further details at this time. Highs
near normals with above normal lows due to increased cloud cover
during the short term.

.LONG TERM /FRIDAY THROUGH MONDAY/...
The remains of Sally continues to trek across the southeast on
Friday, with the GFS and Canadian much faster with the system
than ECM. Latest NHC forecast has Sally as a tropical depression
over GA on Friday morning. Regardless, moderate rain likely to
continue Friday as deep moisture persists. Sally eventually gets
picked up by a frontal zone that will move across the area on
Saturday. Breezy conditions expected for the weekend through
Monday as strong high pressure builds to the north and tightened
pressure gradient leads to strong NE flow across the east coast.
Cool and dry air will move in late Saturday through Monday with
below normal temps.

.AVIATION /00Z MONDAY THROUGH SATURDAY/...
A cold front will continue to push south across the area this
evening with the best chances for -SHRA/-TSRA from KFLO to KCRE and
KMYR through 02Z. TEMPO MVFR CIGs possible near any convection and
later this evening before better drying occurs during Tuesday.
Otherwise, gusty NEly winds possible Tuesday morning with slight
veering during the day.

Extended Outlook... VFR conditions are expected to dominate Tue
night through Wed. MVFR/IFR conditions are possible Wed night
through Fri due to the remnants of Sally affecting the area.

.MARINE...
Today Through Tuesday Night...
A difficult marine period, not only because of building SE
storm swell, but a significant onslaught of NE wind-seas in wake
of a cold front late tonight, chopping away atop the swell.
Occasional gusts to 30 kt appear likely over the warm waters
Tuesday in vigorous mixing, and advisory flags raised this
period. Because of hurricane swell, lowering of advisory flags
will take longer than normal for a high pressure wind event, and
advisory flags are likely to extend to late Wednesday, before
seas subside below 6 ft. Because of low period swell, mariners
may encounter standing wave turbulence in entrances during
outgoing tide, upping the danger level of an already treacherous
marine environment.

Wednesday through Saturday...
Small Craft Advisory currently in effect through 22z Wednesday
for all coastal waters as forecast shows lingering 6 ft seas in
the outer coastal waters. Surface ridging to the north will aid
in easterly flow around 15 kts Wednesday, and seas 4-6 ft due to
E swells from Hurricane Paulette. Conditions relax a bit for
Thursday through Friday, as winds decrease to 5-10 kts and seas
become 3-4 ft, mainly a combination of lingering E Paulette
swell and a S wind wave. Moderate rain expected Thursday through
early Saturday as what remains of Hurricane Sally makes its way
across the southeast. Hazardous marine conditions likely to
redevelop beginning Saturday as strong high pressure builds to
the north and tightened pressure gradient increases NE winds
over the waters to sustained 20-25 kts Saturday and gusts in the
upper 20s. Current forecast has seas increasing to 6-9 ft by
late Saturday, predominantly a building NE swell.

.TIDES/COASTAL FLOODING...
The Coastal Flood Advisory was allowed to expire for Pender and New
Hanover county beaches but remains up for the downtown ILM area for
a couple more hours. Additional advisories are expected Tuesday from
higher astronomical tides and ocean swells expected to cause some
tidal overflow.

At 440 PM EDT, Doppler radar was tracking a strong thunderstorm over
Wakulla, or near Red Springs, moving southeast at 15 mph.

Winds in excess of 40 mph will be possible with this storm.
