.MESOSCALE DISCUSSION...
Issued at 932 AM CDT Wed Mar 13 2019

The back edge of an arching stratiform-precipitation shield from
north-central Kansas to southeast Kansas has sharpened, as the
impinging dry slot accompanying a deep extratropical cyclone
continues coiling around the eastern semicircle of the cyclone.
This observational trend suggests that the vertical circulation
accompanying the larger precipitation shield is augmenting
downward motion amid the dry slot comprised of trajectories with a
history of subsidence. These factors will facilitate efficient
downward momentum transport amid 50-55 kt winds in the lowest few
thousand feet above ground per forecast soundings and VWP data.
Any shallow convective structures boosted by diurnally steepened
low-level lapse rates behind the back edge of the stratiform
precipitation later today may also promote downward momentum
transport. As a result, confidence has increased in potentially
damaging winds, including localized/brief wind gusts to 60 mph,
occurring within a High Wind Warning recently posted for areas
along and south of a Concordia to Topeka to Lawrence line for
today into this evening. A Wind Advisory is in effect for
locations farther north. These highlights remain in effect through
7 AM Thursday. Thereafter, the High Wind Warning area becomes
confined to Republic, Cloud, and Ottawa Counties with a Wind
Advisory elsewhere -- in effect through 7 PM Thursday. The
strongest winds will be somewhat intermittent -- especially in
association with any convective enhancements -- with a lull in
wind speeds expected late this evening, before cold advection
overtakes the region and reinforces the strong winds.

.SHORT TERM...(Today and tonight)
Issued at 347 AM CDT Wed Mar 13 2019

The 07Z water vapor imagery showed the upper low over northwest NM.
the upper level difluence associated with the low was pretty evident
on water vapor as it lifts into the plains. At the surface, low
pressure was deepening over southeast CO with the warm sector having
advected into southern NEB.

For today and tonight, there is good agreement in the overall
pattern. As forcing and vertical motion increase, showers and
thunderstorms are expected to overspread the forecast area through
the morning. Then as the dry slot works its way into northeast KS,
the shower activity should move to the east and north of the
forecast area. The one exception is the potential for redevelopment
of storms over north central KS during the afternoon. Models show
some surface based instability working into the area under the upper
low. With steep lapse rates, storms could develop within the
moisture axis along the occluded front. Given the strong wind
fields, there is some potential for severe weather if storms do
develop. Am a little concerned for some low top supercell storms
along the boundary. 0-6 km hodographs show a favorable wind profile
for rotating updrafts, and it is not out of the question there could
be some potential for tornadoes too as models show 0-1km helicity
increasing late in the afternoon to as much as 400 m2/s2. Some wrap
around precip may linger through the night across northern KS, but
the severe threat should wane as the boundary layer cools and
eventually cold air advection increases.

Since most of the heavier precip is anticipated through the day
today, there are no plans to change the flood watch. There are
numerous forecast points that could go into flood. It is just a
matter of waiting to see if the QPF materializes as forecast.

Models develop a strong pressure gradient through the day and into
this evening, and except for near the surface low, this pressure
gradient is progged to remain strong well into the evening. Forecast
soundings momentum transfer even show the potential for mixing winds
of 40 to 50 MPH to the surface. So will extend the wind advisory
through the night. Winds may subside below advisory criteria after
midnight, but with winds likely to strengthen Thursday opted not
to get to cute and just maintain the advisory through the night.

There have not been any big changes to the temp forecast for today
or tonight. Models show 925MB temps increasing to around 14C This
would support highs in the lower and middle 60s. If it wasn't for
the cloud cover and question in how much clearing there may be, I
might have bumped highs up a couple more degrees. Lows tonight are
expected to fall into the mid 30s and lower 40s. Strong mixing of
the boundary layer should keep temps from falling to dramatically as
the magnitude of the cold air advection appears to be rather low.

.LONG TERM...(Thursday through Tuesday)
Issued at 347 AM CDT Wed Mar 13 2019

Winds will remain very strong through Thursday as a result of
tightly packed isobars on the western side of the departing low
pressure system. Northwest winds are expected to be sustained
between 30 and 40 mph with gusts as high as 50 mph possible in north-
central KS. Thus a High Wind Warning has been issued for Republic,
Cloud and Ottawa Counties from 12Z Thursday through 00Z Friday.
Across the rest of the forecast area, northwest winds are expected
to be sustained between 25 and 35 mph with gusts as high as 40 mph.
Thus, a Wind Advisory will remain in effect throughout the day
Thursday.

Additionally, cold air advection will occur Thursday as the storm
system moves quickly toward the Great Lakes region. Temperatures at
the 850 mb and 925 mb levels will drop to below freezing, however,
temperatures at the surface should remain above freezing throughout
the day. Light wrap-around precipitation is possible throughout
northeastern KS during the day. Given the low level temperature
profile, light snow or a light rain/snow mix will be possible but no
snow accumulations are expected.

The majority of the rest of the extended forecast time period looks
fairly quiet. A surface ridge will slide into the region from the
north on Friday. The drier airmass will allow clouds to clear. Winds
will be light with high pressure in control and temperatures are
expected to be a bit below average with highs in the mid 40s. A
quick moving shortwave trough will ride through the upper flow near
the Great Lakes and will allow a cold front to move through
northeast KS. A dry fropa is expected due to a lack of moisture and
forcing. The next chance for precipitation will be on Tuesday of
next week with some long range model solutions showing another
system near the Great Lakes.

The big concern is the winds over the next 24 hours with a very
deep surface low passing to the west of the terminals. Showers and
thunderstorms will move through this morning, and the CAMs were
used to try and time the start and end of precip. Expect the winds
to strengthen by mid morning and remain gusty through 12Z
Thursday. Models show a very strong low level jet once again
tonight. But forecast soundings keep the boundary layer mixed and
do not develop an inversion. So confidence in LLWS redeveloping
tonight is not high enough to include in the forecast.

This hazardous weather outlook is for east central...north
central and northeast Kansas.

.DAY ONE...Today and Tonight.

There is a low chance that a few thunderstorms develop this
afternoon across north-central Kansas, generally along and north
of a line from Concordia to Manhattan, and especially in
proximity to the Kansas-Nebraska border. If sustained
thunderstorms were to develop, the risk for damaging winds, hail
to quarter size, and perhaps a tornado would exist. Ultimately,
there is considerable uncertainty regarding thunderstorm
development, and it is entirely possible that no severe
thunderstorms occur at all.

A Flood Watch is in effect through late this afternoon along and
west of a line from Abilene to Seneca.

A High Wind Warning is in effect through tonight along and south
of a Concordia to Topeka to Lawrence line, with a Wind Advisory in
effect for locations farther north.
