.SYNOPSIS...
A strong storm system Saturday and Saturday night, followed by
much colder air and upslope snow Sunday into Monday.

&&

.NEAR TERM /THROUGH SATURDAY/...
As of 150 PM Friday...

Some freezing drizzle remains a possibility in the northern
mountains through early this evening. Will keep the Winter
Weather Advisory in that area.

Next system arrives on Saturday. Depending on the timing of the
precipitation and the temperatures, could see a wintry mix of
precipitation across central Ohio and portions of northern West
Virginia. The precipitation will change to rain at most
locations as the day progresses, although fine details of the
models leave some debate in Perry and Morgan counties. Since
they will be on the edge and could stay all snow in parts of the
county, will go with a Winter Storm Warning for Perry County and
a Winter Weather Advisory in Morgan county.

Model rainfall amounts in northeastern Ky, southeast OH, and
portions of western WV exceed 1.5 inches. Therefore a Flood
Watch is in effect.

.SHORT TERM /SATURDAY NIGHT THROUGH MONDAY/...
As of 415 AM Friday...

A complex storm system will drive the weather through the short term
period. Starting off Saturday, a surface low will be moving through
the lower Ohio River Valley. Cut back POPs a touch to start things,
but then ramp them up very quickly through the morning. Precip type
is a bit tricky early on, as sub-freezing surface air will be in
place across the north. Model soundings show two layers of moisture,
one near the surface, and another up near 500mb. Think the dry layer
between is too dry and thick to allow a seeder feeder process, so
went with freezing rain as the precipitation starts across the
north, with just rain farther south with temperatures above
freezing. Expecting temperatures to slowly warm above freezing
across the north through the morning, with a transition to rain
for most of the forecast area by Saturday afternoon. A period
of moderate to heavy rain on Saturday afternoon will provide
totals of 0.6" to 1.0", with locally higher amounts possible --
especially in the Tri-state region. This could lead to some
water issues, and will continue mention in the HWO.

As the surface low crosses and heads east, cold air rushes in from
the NW. This will transition the rain to snow from west to east
after sunset Saturday night. Still some uncertainty on just how the
cold air and best moisture line up, but ECMWF and NAM show a good
slug of moisture, and strong frotogenesis near the Ohio River as the
cold air plows in, resulting in a period of heavy snowfall across
portions of SE Ohio. Have issued a winter storm watch for snowfall
amounts of 4-6 inches Saturday night across Vinton, Athens, Perry,
Morgan and Washington Counties. The moisture pulls out pretty
quickly, so these counties represent the area of higher confidence.
Some adjustments south and east may be necessary if the
moisture looks to linger longer.

Upslope snow showers will linger into Sunday night across the
western slopes and mountains. Generally have 1-2" across lower
elevations south and east of the Ohio River with 3-5" for the
northern mountainous counties of WV. As skies begin to clear Sunday
night, temperatures will drop like a rock with most areas in the
single digits above/below zero.

.LONG TERM /MONDAY NIGHT THROUGH FRIDAY/...
As of 226 PM Friday...

High pressure moves east on Tuesday which should allow a cold
front to approach the area from the west. The GFS is much
faster with the front than the ECMWF and Canadian. Current
thinking is that precipitation should begin later on Tuesday
with the precipitation overspreading the entire region Tuesday
night into Wednesday.

The long-range models indicate an area of low pressure will then
develop on the front and then move northeast. The timing,
movement and location of the low pressure system vary depending
on which model is followed.

End result is that precipitation should continue Wednesday night
before beginning to taper off from the northwest with much of
the area precipitation-free by the end of the period.

Because of the variability of the low pressure system, one of
the big questions will be in what form will the precipitation
fall as. will go with rain or snow for now based on the
temperatures.

.AVIATION /20Z FRIDAY THROUGH WEDNESDAY/...
As of 1210 PM Friday...

Stratus deck will gradually rise this afternoon. The deck should
erode overnight as winds pick up, although confidence is low in
the timing. Precipitation will move back into the area on
Saturday, causing lowering ceilings and visibilities. Some snow
or freezing rain is possible across central Ohio and northern WV
at the onset of the precipitation.

FORECAST CONFIDENCE AND ALTERNATE SCENARIOS THROUGH 18Z SATURDAY...

FORECAST CONFIDENCE: High this afternoon. Low tonight. Medium

.HYDROLOGY...
Models are in good agreement with pegging the Tri-State area
with heaviest rain. Rainfall amounts between 1 and 2 inches can
be expected. WPC also has this area in a slight risk for
excessive rain. Ground conditions are wet and FFG values are in
the 1.5 to 2 inch range in 6 hours. With this expected rain and
current ground conditions, there is a good potential for
flooding of small streams and creeks, and eventually rivers.
With this threat of flooding, a flood watch has been posted for
the Tri- State area counties.
