The local office's own words before this winter weather advisory went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.
NWS Philadelphia/Mount Holly wrote its last area forecast discussion before this winter weather advisory went out at Feb 11, 4:26 AM EST, 11 minutes earlier.
Area forecast discussion, Feb 11, 4:26 AM EST, 11 minutes before
Area Forecast Discussion
National Weather Service Mount Holly NJ
426 AM EST Mon Feb 11 2019
.SYNOPSIS...
High pressure will slide offshore through tonight. A wave of low
pressure will cross the forecast area tonight into Monday. A
stronger low pressure system will impact the region Monday night
into Tuesday with a cold front crossing the area Tuesday into
Wednesday. High pressure will then build into the region for
Thursday. Another low pressure system will track across the Ohio
Valley on Friday, dragging a cold front through the area on
Saturday. A return to high pressure is expected for the start of the
new week.
&&
.NEAR TERM /UNTIL 6 PM THIS EVENING/...
We are in a holding pattern with the forecast early this morning
as mixed precipitation is ongoing in northern/central Delmarva,
far southeast Pennsylvania, and southern New Jersey. The 00z and
06z operational suite suggests that, while the precipitation
will wane somewhat during the daytime hours, light snow or mixed
precipitation may continue much of the day in these areas. With
this in mind, and with another round of wintry precipitation
quick on the heels tonight and Tuesday, we plan to do the
following with the current winter weather advisory:
(1) Keep Sussex, Talbot, and Caroline Counties as is through 9
am. Precipitation should be mostly if not solely rain
thereafter, so no extension of the advisory appears to be
required.
(2) Keep Kent (MD), Kent (DE), Queen Anne's, and Cape May
Counties as is through noon. Though there is some question
regarding lingering precipitation and precipitation type this
afternoon, impacts at this point in time appear to be fairly
minimal beyond this time frame.
(3) Extend the rest of the winter weather advisory through 1 pm
Tuesday. Despite a lull in precipitation that may last much of
the day (especially on the northern fringe of the advisory), the
slippery conditions present this morning and the potential for
more snow (followed by mixed precipitation by Tuesday morning)
suggests having the advisory expire and following it with
another advisory later may be rather confusing. The bottom line
is that societal impacts from this morning's event will likely
continue to some degree through the time in which more mixed
precipitation occurs tonight and Tuesday.
Few changes were made to the previous forecast today, as the
ongoing event is occurring generally within forecast
expectations.
&&
.SHORT TERM /6 PM THIS EVENING THROUGH TUESDAY NIGHT/...
We will update this section with a more detailed discussion in
the next couple of hours. However, we want to outline the new
winter products we have planned:
(1) Based on collaboration with CTP, BGM, and OKX, we will
continue the winter storm watch as is for Sussex (NJ), Carbon,
and Monroe Counties. This is based on remaining uncertainty with
snow and ice amounts Tuesday and Tuesday night.
(2) Berks, western Montgomery, upper Bucks, and Lehigh Counties
will be in a winter weather advisory from this evening through
early Tuesday evening based on expected onset of wintry
precipitation tonight and transition to mostly rain by Tuesday
evening.
(3) Hunterdon, Somerset, Middlesex, Monmouth, and Mercer
Counties will be in a winter weather advisory from midnight
tonight to early Tuesday evening.
(4) Northampton, Warren, and Morris Counties will be in a winter
weather advisory from midnight tonight to 1 am Wednesday.
(2)-(4) are based on the general onset timing and precipitation
transition of the latest NAM, NAM Nest, and hi-res simulations.
Again, more discussion will follow soon. The previous discussion
follows...
Synoptically...The period starts with a warm front well to our south
and high pressure centered well to our north. The front will be
attached to a low west of the Mississippi. This low will track
northeast and be positioned near the Great Lakes 24 hours later, on
Tuesday evening. At this time, a secondary low will develop near the
coast of NJ and track northeast Tuesday night.
Impacts...This event will cross the Tuesday morning commute as well
as the Tuesday evening commute. For the I95 corridor, the morning
commute will experience the most impacts. Further north and west,
the morning commute will be a snowy one and the evening one could be
a mixed bag of snow, ice and freezing rain.
Headlines...Winter Storm Watch posted for the southern Poconos and
NW NJ to account for both the snow and ice.
Snow/sleet amounts...Ranging from 5 to 8 across the Southern Poconos
and NW NJ, 3 to 5 across Berks and the Lehigh Valley, then 2 to 4
down to I95. 1 to 2 when you cross the river into NJ and also for
northern Delmarva. An inch or less south and east of there.
Freezing rain...Tricky here at this point and depends on the
strength of the low-level warm nose. For now, have .2/tenths of
ice across the Southern Poconos and NW NJ, .1 to .2/tenths
across Berks, the Lehigh Valley and Morris County in NJ, a trace
to a .1/tenth down to the urban I95 corridor, and then a trace
south of there. Cape May county and Sussex county may not see
much snow or ice at all.
For the Poconos and NW NJ, it's not out of the realm of
possibility of receiving more ice. Some of the forecast
soundings over the last two runs have up to .4/tenths.
Rain...Not sure the Poconos will ever go over to all rain. The
Lehigh Valley and Berks are forecast to change over late Tuesday,
and the urban corridor around midday Tuesday.
QPF...This is not a weak/dry system. Total QPF, when all said
and done will be between 1.00 and 2.00 inches. Where the ptype
is mainly liquid, expect minor flooding in the most prone areas.
Even across locals that get accumulating snow, moderate to
heavy rain is possible after the changeover.
Transitions...As stated, the frozen/freezing may never change over
across the far north. For the Lehigh Valley, going with all snow
Monday night into Tuesday morning and transitioning to all rain
Tuesday afternoon. Across the urban and I95 region, going with snow
Monday night to a mix by daybreak Tuesday, followed by all rain in
the afternoon. The Tuesday morning commute looks nasty for this
area. Across the coastal plain and our southern Delmarva zones,
going with snow to rain on Monday night. Looks like all rain here
Tuesday and Tuesday night.
&&
.LONG TERM /WEDNESDAY THROUGH SUNDAY/...
Wednesday...The surface low lifts pretty quickly to the northeast
through the day on Wednesday. Overall, expect improving conditions
across our forecast area but some lingering showers may remain,
mainly across the southern Poconos, Lehigh Valley, and portions of
northwest New Jersey where the strong northwest flow aloft may drag
enough moisture and precip down from the Great Lakes. A little bit
gusty through the afternoon with clearing skies. High temps will be
in the upper 30s to lower 40s north and west of the I-95 corridor
and mid to upper 40s south and east of the I-95 corridor and some
temps near 50 across southern Delmarva.
Wednesday night through Thursday...High pressure builds across the
southeast US and ridges up into the Mid-Atlantic. Relatively clear
conditions expected Wednesday night which will set up a decent
radiational cooling scenario. However, with winds remaining up as
opposed to going calm, it won't cool as much as it potentially could
and lows will only drop into the 20s. If winds go light overnight
there is the potential for temps to drop down into the teens. Warmer
air will stream northward on Thursday in a more west to southwest
flow and we should get back to closer to normal temperatures. Highs
on Thursday will rise into the 40s across most of the region with
some upper 30s across the higher elevations and lower 50s across
Delmarva.
The high will shift offshore and the east of our area Thursday
night. Increasing cloud cover in advance of the next system combined
with the southerly flow will keep overnight lows warmer and in the
upper 20s to mid 30s across the forecast area. Meanwhile, a low
pressure system will track across the plains states this week and
into the Ohio Valley by Friday.
Friday through Saturday...The surface low will push eastward through
Friday, crossing to the north of the region late Friday into
Saturday. As the low tracks into New York, the trailing cold front
will approach our area. Another low may form along the front as the
front crosses our area on Saturday. Warm air will surge across the
region ahead of the cold front so expect mainly plain rain to fall
across the forecast area as temperatures will rise into the 50s
across much of the region. However, there are some indications that
some cold air will linger across the higher elevations for a period
of time right at the onset and we could see some light freezing rain
occur before a changeover to plain rain. The models have backed off
a little bit on the start time, keeping the precip mainly arriving
after 12Z, but some light precip may move in ahead of the main
shield so keep a slight chance for some mixed precip at the onset
with a quick change to plain rain Friday morning. As the low departs
the region, colder air will arrive and precipitation may end as mix
of rain/snow or just snow before ending.
Sunday...The surface low settles to the north of our area but starts
to move ever so slowly northward as high pressure tries to build in
from the west. This will put a rather tight pressure gradient across
the region and Sunday looks to be a rather windy day across the
region. One hitch this far out is how fast the models move the
surface and upper level lows away from our area. The GFS is slower
than the ECMWF and also has a much deeper and stronger upper level
low. This would keep us windier for longer with a better chance at
some wrap around precip hanging around through Sunday and allow for
colder air to move across the region. Either way, cold air will find
its way back into the Mid-Atlantic and temperatures will drop
considerably from where they were at weeks end.

.AVIATION /09Z MONDAY THROUGH FRIDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.
Rest of tonight...IFR VSBYs and MVFR to IFR CIGs expected
through daybreak with light snow. Light and variable wind. High
confidence.
Monday...Light snow will diminish at the Philly terminals
northward, but MVFR CIGs and possibly VSBYs will linger much of
the day. Precipitation may not end completely at MIV/ACY/ILG,
with at least intermittent chances of flurries/light snow or
drizzle/freezing drizzle. Winds becoming east or northeast below
10 kts. Low confidence.
Monday night...Conditions deteriorating to low MVFR or IFR with
snow redeveloping from southwest to northeast. Transition to
mixed types is anticipated at the Philly terminals
southeastward around daybreak. East to northeast wind around 10
kts. Low confidence.
Tuesday...IFR likely. East winds 10 to 15 kt with higher gusts.
Tuesday night...IFR likely. Winds becoming west-southwest less than
10 kt.
Outlook...
Wednesday...Mainly VFR conditions expected. West winds around 15 to
20 knots with gusts up to 30 knots possible. Winds will remain up
Wednesday night around 5 to 10 knots with gusts around 15 to 20
knots before dropping off late.
Thursday...VFR conditions expected. West winds around 5 to 10 knots
becoming southwest towards the afternoon and evening. Winds will
turn more to the south becoming light and variable overnight.
Friday...VFR conditions early will drop to MVFR/IFR in rain. Some
snow/freezing rain possible at KRDG and KABE Friday morning. South
to southeast winds around 5 to 10 knots with 10 to 15 knots closer
to the coast with higher gusts possible.
&&
.MARINE...
Winds should remain below advisory criteria through this
evening, but are expected to increase to advisory levels from
south to north late tonight. A small craft advisory is in effect
for Delaware Bay and the Delaware Atlantic waters from late
tonight through Tuesday. Farther north, there is potential for
gale-force gusts on Tuesday. Hence, we have issued a gale watch
for the New Jersey coastal waters during this time frame.
A brief lull will occur Tuesday night before winds switch to the
southwest and increase late. Gale conditions may occur by
Wednesday before slowly subsiding Wednesday night.
Outlook...
Thursday...South to southwest winds around 15 to 20 knots with
gusts up to 25 knots early with gusts falling below 25 knots
Thursday morning. Seas around 3 to 5 feet with a diminishing
trend through the day.
Friday...South winds 15 to 20 knots with gusts around 25 to 30 knots
possible during the afternoon and evening. Seas 2 to 4 feet building
to 3 to 5 feet on Friday. A Small Craft Advisory may be needed.
