Area Forecast Discussion

.SYNOPSIS...
A front will weaken across the area this morning with a few
remaining flurries. A stronger storm system will move into the
eastern Great Lakes late tonight and Tuesday. This will spread
accumulating snow into the area, which will then change to a
wintry mix and even just rain in some areas later Tuesday before
changing back to snow by Wednesday as colder air moves back
into the region. Significant snow accumulations are likely east
of Lake Ontario where precipitation will remain snow the
longest.

&&

.NEAR TERM /THROUGH TONIGHT/...
A weak frontal zone over the eastern Great Lakes region will
continue to wash out today with little in the way of
precipitation. A few flurries remain near the Lake Ontario
shoreline due to weak lake convergence, but otherwise expect
just cloud cover extensive cirrus moving east with an upper
level jet. Cirrus is thin enough east of Lake Ontario to warrant
partly to mostly sunny skies.

Tonight low level northeast flow will be well established
across our area as high pressure builds east across Quebec.
Surface low pressure and an associated sharp mid level trough
will move through the Midwest States overnight, with the surface
low reaching western Indiana by 12Z Tuesday. Warm advection and
isentropic ascent will increase quickly ahead of the system,
supported by DPVA and an increasingly diffluent upper level
pattern ahead of the trough. The dry low level northeast flow
will take some time to overcome, but expect snow to develop
across the western Southern Tier shortly after midnight, with
the snow reaching the Niagara Frontier, Rochester, and the
western Finger Lakes before daybreak. Expect 2-3 inches across
the western Southern Tier by 6AM Tuesday, with an inch or less
farther north. The snow may begin to mix with sleet and freezing
rain before daybreak across Chautauqua County. Much more on
this system in the short term section below.

.SHORT TERM /TUESDAY THROUGH THURSDAY/...
For this period a major storm will bring snow that will mix with
sleet/freezing rain across WNY and eventually turn to plain rain
south of Lake Ontario before an occluded front passes across the
region late Tuesday night changing precipitation back to all snow.

Headline changes...we will expand the winter storm warning to now
include Oswego County...while winter weather advisories will be in
place for the remainder of the region (for snow and freezing rain).

Water Vapor imagery displays an upper level low nearing the Four
Corners region of the desert Southwest, and a second closed upper
level low over the Pacific Northwest. Through the course of today
this desert southwest low will pass across the Plains, and will
deepen further Tuesday and Tuesday night as the Pacific northwest
upper level low phases with the southern stream low. These two lows
will produce a negatively tilted upper level trough over the Great
Lakes Tuesday, while also deepening a surface low over the Midwest.

This surface low will cut through the Great Lakes Tuesday night and
will deepen until the upper level trough transfers energy to the
coastline where it will then deepen a secondary lee side surface low
off the Delmarva Peninsula. As the primary low deepens it will pull
milder air northward, with the 0 degree C 850 hPa isotherm moving as
far north as about the southern Tug Hill. A surface warm front will
push northward into our CWA Tuesday...attached to the primary
surface low. This warm front will make it about as far north as the
southern Lake Ontario shoreline. Once this secondary low forms to
our east and begins to deepen it will pull colder air southward
across our region...this marked by the passage of an occluded front
Tuesday night.

As far as the weather/precipitation goes...expect initial light snow
to be across much of WNY by the start of this period. A southeast
wind will bring gusty winds across WNY, especially the downslope
Chautauqua Ridge to the Lake Erie shoreline corridor where gusts
will reach 45 mph. There is some hints (00Z NAM) that the LLJ may be
stronger than forecasted...and if this is the case we could see
downslope wind gusts in excess of 45 mph along the Lake Erie
shoreline.

The southerly flow and LLJ will aid in transporting milder air
northward through the day such that the snow will transition to a
wintry mix. There will likely be a brief window of sleet/freezing
rain as a warm layer noses northward aloft. As the surface
temperatures warm through Tuesday and into Tuesday evening a period
of plain rain will be found. Some areas of WNY could see a half an
inch of rainfall...this in addition to what QPF falls as snow/wintry
mix. Rain plus melted snow will bring ponding of water across low
lying areas.

Along the warm front and locations northward isentropic accent and
low level convergence will bring ample lift for a period of moderate
to heavy snowfall. Snow will begin to intensify by midday Tuesday,
with widespread moderate to heavy snow producing snowfall rates
around 1 inch per hour across areas east of Lake Ontario. This heavy
snow will continue east of Lake Ontario into the evening hours and
here is where winter storm warnings will be in place for snowfall
Tuesday - Tuesday night in excess of a foot. The heavy snow will end
as a well defined dry slot passes across the region and the LLJ
shifts eastward resulting in a loss of low level lift.

Tuesday night colder air will sweep across the region from west to
east. Along this occluded front there will likely be additional
light snow. In addition later in the night a cold west wind will
bring lake enhanced and upslope snows...off Lake Erie...and more
pronounced off Lake Ontario where lake waters remain open. By
Tuesday night areas inland across the Genesee valley and Finger
Lakes region will have times of little to no snowfall.

Wednesday colder air will continue to push across the region with
850 hPa temperatures lowering to around -12 to -15C. It will be a
brisk day with a tight pressure gradient bringing a west to
northwest wind producing gusts to 50 mph across the Lake Plain.
Factoring in the colder temperatures it will feel like the upper
single digits to mid teens throughout the day.

Snows (both lake enhanced and upslope) east of the Lakes Wednesday
will begin to taper down as the surface low and upper level low lift
off to the northeast. However it will remain cold enough with ample
moisture for lake effect snow to become predominate. Streamers of
snow are possible east of Lake Erie...with minor accumulations of an
inch or two across the hills. Off Lake Ontario a band of snow will
bring more impressive snowfall totals, with lake snows through the
night. The band of snow will shift southward through the night,
reaching the southeastern shoreline of Lake Ontario near Oswego
County Thursday morning.

While light lake effect snow will end off Lake Erie by late
Wednesday night, it will not be until Thursday midday before
inversion heights fall and moisture depletes that lake
snows off Lake Ontario will end.

A surface ridge of high pressure will then pass across the region
Thursday bringing a brief period of dry weather before another
system from the Western Great Lakes brings potential snow into WNY
late Thursday.

.LONG TERM /THURSDAY NIGHT THROUGH SUNDAY/...
During Thursday night a surface low will make its way farther
northeastward into the Upper Midwest. Continued broad warm air
advection well out ahead of this system may support some additional
snow showers across our region...along with milder (and mainly
evening) lows ranging from the mid 20s across the North Country to
the mid 30s across western New York.

It will be quite unsettled over our forecast area for the bulk of
this period...as a very active southern stream within a split flow
will pound the area with yet ANOTHER significant storm system. In
fact...there could very well be another round of headlines. The
active southern branch of the jet should come as no surprise to
those familiar with ENSO though...as Pacific based storms within
moderate to strong El Nino's often make their away across the
southern half of the country before making the turn to the Great
Lakes or Northeast. There is currently a moderately strong El Nino
in place across the Equatorial Pacific. Now the day to day details.

A deepening cyclone will track northeast across the mid western
states on Friday...with its associated warm frontal boundary
extending across the western counties of our forecast area. While
there is high confidence in this general scenario...the subtlety as
to whether the warm front can actually move past the south shore of
Lake Ontario is still being debated by the various guidance
packages. Why is this important? Temperatures Friday will approach 50
across the Southern Tier in the wake of said front...but there will
be a tight thermal gradient to Lake Ontario...with temperatures near
the south shore and also over the Eastern Lake Ontario region
possibly having trouble climbing out of the 30s. Both the ECMWF and
particularly the GFS operational runs suggest the colder solution
for these areas. This will present the headache of mixed
precipitation... which should be found across the bulk of the region
for at least the early morning. The mix of rain or wet snow could
also include some freezing rain...but from this range...will avoid
complicating an already complex system.

That all being said...mixed precipitation will spread northeast
across our forecast area during the course of Friday. Fairly
widespread rain should be found west of the Finger Lakes and also
for the Thousand Islands region for the afternoon.

The deep storm system will advance to western Lake Erie by Friday
evening where it should begin the process of transferring its energy
to the coast. As we have already seen several times in the past few
weeks...ANOTHER Miller B cyclogenic event. Watch for closed mid
level storms with a negative tilt for keys to these events...as
they are often more telling than the actual MSLP output. For
what its worth...the ECMWF seems to do very well with these
patterns. In this particular case though...both the ECMWF and
GFS based ensembles seem to be in solid agreement. In fact...the
GFS has been locking in on this solution for the past 3 days.
This only adds to the very confidence in the pops...which will
be restrained to just 90 for better collaboration. Deep lift
will be provided by plummeting heights...a divergent UL
flow...and significant forcing from being under the RR entrance
region of a 100kt jet over Quebec. This lift will be applied to
a deep plume of sub tropical moisture...so its possible that
rainfall amounts could exceed a half inch.

By Saturday morning...the transference of energy to the New England
coast should be nearly complete. This will leave a general weakness
in the pressure field over our forecast area where the primary low
would be. While we will lose our deep forcing...there will still be
enough lift from convergence within the mid level trough to support
fairly widespread rain and snow showers that will change to all snow
showers by the afternoon. Given the pressure gradient on the
backside of the sub 980mb secondary low...it should become rather
windy over our area as well.

Saturday night and Sunday...the secondary storm will chug across the
open St Lawrence to eastern Quebec and eventually the Labrador Sea.
A deep cyclonic flow of moist...increasingly cold air will keep the
likelihood of snow showers in place for our forecast area...with
lake enhancement expected southeast of both lakes...especially Lake
Ontario.

.AVIATION /15Z MONDAY THROUGH FRIDAY/...
mainly VFR VSBY is expected through the afternoon with some IFR
possible toward the PA state line. Dry weather will continue
through this evening as high pressure over Quebec briefly noses
southward into NY. A storm system moving out of the Midwest
States will then approach the area later tonight. Snow will
develop first across the western Southern Tier with IFR VSBY
developing by 06Z Tuesday. The snow will overspread the rest of
Western NY including KBUF and KROC after 09Z Tuesday.

Outlook...

Tuesday...Widespread IFR with snow changing to wintry mix and then
rain in most areas, with mainly snow east of Lake Ontario.
Wednesday...Areas of IFR with snow likely. Very windy.
Thursday...Mainly VFR.
Friday...Deteriorating to MVFR/IFR with rain, possibly starting as
snow or a wintry mix.

.MARINE...
Northeast winds will continue to increase today as the pressure
gradient tightens between high pressure over Quebec and low pressure
moving into the Upper Midwest. This will bring another round of
Small Craft Advisory conditions to the south shore of Lake Ontario.

The easterly winds will continue to strengthen tonight and Tuesday
as the low approaches. This low will cross the eastern Great Lakes
later Tuesday night, with winds becoming southwest late Tuesday
night with Small Craft advisory conditions continuing. West to
southwest winds will increase Wednesday in the wake of this system,
with gale force winds possible on Lakes Erie and Ontario.
