Area Forecast Discussion

.SYNOPSIS...
A large storm system over the Upper Mississippi Valley will lumber
to the east across the Upper Great Lakes during the next couple
days...and this will result in a prolonged period of unsettled
weather for our region. While most areas will experience a soaking
rainfall in the process...there could be a troublesome mix of rain
and ice across the North Country. Unfortunately...the bulk of the
coming week will include more unsettled weather.

&&

.NEAR TERM /THROUGH MONDAY/...
Conditions will deteriorate across our forecast area today and
tonight...as high pressure over eastern Canada will give way to a
complex storm system that will make its way to the Upper Great Lakes.
While most areas will experience a soaking rain from this event...
there wil be the potential for a couple tenths of an inch of ice
from freezing rain and sleet across the North Country. For those
areas...a winter weather advisory has been hoisted from tonight
through the first half of Monday. Now the details.

A deep vertically stacked storm system over the Upper Mississippi
Valley this morning will slowly plod to the east today...while its
associated warm front extending to the Upper Ohio Valley will
gradually advance towards a forecast area. A 40-45kt low level jet
pushing up and over this frontal boundary will combine with general
lift from an increasingly divergent upper level flow to generate an
expanding shield of light to moderate rain across our western
counties. The thermal profile for this particular area will include
a warm nose that will be nearly 10kft and will be as warm as 5-10c.

In regards to timing...the leading edge of the rain will make its
way across the Southern Tier by mid morning before spreading across
the remainder of western New York between late morning and mid
afternoon. Rainfall amounts across the western counties today should
be in the vcnty of a third of an inch.

Problems from this system will rear their head as the pcpn finally
makes its way across the Eastern Lake Ontario late today and early
tonight. While a persistent southerly flow will keep a 'warm'
thermal profile in place over the western counties...a northeasterly
low level flow out of the St Lawrence Valley and foothills to the
western slopes of the Adirondacks will funnel just enough cold air
across parts of Jefferson and Lewis counties to support some
freezing rain. This cold air does not initially look to be deep
enough to allow for much sleet...but during the overnight into
Monday morning...several guidance packages are suggesting that some
sleet will be possible. In any case...any issues would come from
freezing rain and not the sleet. Have hoisted a winter weather
advisory to handle the threat from the freezing rain...which is
forecast accumulate as much as quarter inch. The most significant
amounts should be found north of Watertown in the Thousand Islands
region...east of the Black River Valley and possibly on the Tug.
Otherwise fairly widespread rain will continue over the western
counties...although it will likely taper off to drizzle and spottier
areas of rain during the course of the night. The main sources of
lift for tonights pcpn ahead of the occluding storm system will
continue to come from a strongly divergent upper level flow...with
significant assistance for the western counties coming overnight
from a second low level jet and a repositioned 130kt H25 jet over
the Tennessee valley...and strengthening baroclinic forcing for the
Eastern Lake Ontario region.

Temperatures tonight will generally be in the low to mid 30s east of
Lake Ontario...while some warming overnight can be expected across
the western counties. This will especially be the case west of the
Genesee Valley where temperatures may push 50 close to Lake Erie.

On Monday...the large stacked storm system over the Upper Great
Lakes will push its surface occlusion across the western counties
of New York. An influx of notably drier mid level air in the
wake of the occlusion will bring an end to the widespread pcpn over
the western counties...however there will still be the potential for
a few nuisance showers. Further east however...baroclinic forcing
and significant H25 jet induced lift will keep fairly steady pcpn in
place. Warm advecton in this area should encourage any mixed sleet/
freezing rain in the morning to change over the just rain by early
afternoon. Speaking of temperatures...the mercury across the
western counties should climb into the low to mid 50s before the
passage of the occlusion with temperatures then slowly falling back
through the 40s in the afternoon.

.SHORT TERM /MONDAY NIGHT THROUGH WEDNESDAY NIGHT/...
Monday night and Tuesday vertically stacked low pressure over Lake
Superior will slowly make its way eastward to the Ontario-Quebec
border...while circulating a deep cyclonic flow of progressively
colder air across our region. Multiple shortwave impulses rotating
through the cyclonic flow will help to maintain scattered to
numerous rain and snow showers across our region Monday night and
Tuesday morning...with these more numerous to even widespread across
the North Country...where some lingering warm air aloft may also
still allow for some sleet to mix in at times Monday evening. During
Tuesday afternoon the approaching system will then swing a secondary
cold front across our region...with lift and deeper moisture along
the boundary combining with a strong shot of DCVA aloft to generate
a round of more widespread rain and snow showers.

In terms of snowfall accumulations...these will remain greatly
limited through Tuesday by continued rather marginal boundary layer
temperatures. In general...these should be limited to under an inch
across the North Country Monday night...and to an inch or less
across the higher terrain of the Southern Tier and North Country on
Tuesday. Meanwhile temps will continue to slowly trend colder...with
lows dipping back into the lower to mid 30s Monday night...and highs
on Tuesday ranging from the mid 30s across the highest terrain to
the upper 30s and lower 40s across the lower elevations.

Following the secondary cold frontal passage...850 mb temperatures
will then dip to around -9C/-10C for Tuesday night and Wednesday
morning...which should be just enough to generate some weak to modest
lake snows downwind of the lakes given current lake surface temps of
+3C/+4C. Initially...a somewhat sheared west-southwesterly flow should
focus these across areas east-northeast of the lakes Tuesday evening...
with the activity then settling across the traditional snowbelts east of
the lakes for the rest of Tuesday night and Wednesday morning as the
low level flow veers more westerly.

While the barely cold-enough airmass and the presence of some shear
still suggest only a minor lake effect event...we cannot completely
rule out some advisory-type accumulations across the higher terrain
east of both lakes between Tuesday night and Wednesday morning...
especially when given fairly deep moisture and the likelihood of
enhancement from upsloping (which in reality may turn out to be the
main driver of the pcpn during this time frame). With this in mind...
we'll continue to monitor this potential over the next couple of days.

Whatever lake snows that manage to develop will should then quickly
wind down from west to east Wednesday afternoon and night as surface-
based ridging and drier air builds into our region...along with a
consequent increase in shear and lowering of the capping inversion
in tandem with developing warm air advection aloft. Outside of this
dying activity...dry and quiet weather will prevail.

As for temperatures Tuesday night through Wednesday night...while
turning colder these will continue to average above normal for this
time of year. More specifically...we can expect highs ranging through
the 30s on Wednesday to be sandwiched in between lows of 25 to 30 both
Tuesday and Wednesday nights.

.LONG TERM /THURSDAY THROUGH SATURDAY/...
Moving on into the latter portions of the week...surface-based
ridging sliding by to our southeast should provide our region with
a dry day on Thursday...with warm advection on its backside also
helping temperatures to climb back into the lower to mid 40s across
the bulk of the area. Given current 925 mb temperature projections...
it's quite possible that readings could climb even a little higher
than this.

After that...another elongated area of low pressure over the
Mississippi valley then looks to consolidate at least somewhat as
it pushes toward our region Thursday night...before passing by to our
northwest on Friday. This system will bring renewed chances for rain
and snow showers Thursday night...which should then transition over to
all rain on Friday as even warmer air is advected northward into our
region. Given the overall warm air advection pattern and current
thermal profiles...we should see highs climb to at least the 45 to
50 range in most areas on Friday...if not a little warmer.

Friday night this system will push further northeastward into
Quebec while sweeping its trailing cold front across our region...
with associated rain showers mixing back with snow and then thinning
out at least somewhat on Saturday as somewhat drier and cooler air
overspreads our area. All this said temperatures should still remain
above normal...with highs in the upper 30s to mid 40s currently
anticipated for Saturday.

.AVIATION /09Z SUNDAY THROUGH THURSDAY/...
High pressure over eastern Canada will support mainly fair dry
weather across our region through daybreak...although some sites
will experience fog that will reduce vsbys to 2-4SM.

Conditions will decidedly deteriorate during the course of today...
as a large storm system over the Upper Mississippi Valley will
slowly push its associated warm front northwards from the Ohio
Valley. Widespread rain will develop ahead of this front with cigs
dropping to IFR levels across the western counties by mid-late
afternoon. It will take a few more hours for the same to occur east
of Lake Ontario...but unfortunately that area could also experience
freezing rain after 23z.

Tonight...IFR to LIFR cigs will be in place throughout the region
along with rain and drizzle being accompanied by areas of fog. The
fog could be dense across the higher terrain. The most problematic
area tonight will be across the North Country where freezing rain
could impact both KART and KGTB.

Finally...a 40-45kt low level jet will make its way across the
Southern Tier this afternoon and tonight. This will set the stage
for some low level wind shear...mainly for sites such as KJHW and
KELZ.

Outlook...
Monday...AM Freezing rain east of Lake Ontario changing to rain
otherwise periods of rain with MVFR-IFR for all terminals.
Monday night...MVFR/IFR in rain showers changing to a mixture
of rain/snow showers Monday night.
Tuesday...MVFR/IFR in rain/snow showers becoming all snow by
Tuesday evening.
Wednesday...VFR/MVFR in snow showers east of the lakes.
Thursday...VFR.

Easterly winds will be in place across the Lower Great Lakes today
with significant freshening of these winds anticipated for Lake
Ontario. Small craft advisories are already in place for the
nearshore waters west of Sodus Bay...and after coordination with
Environment Canada...have raised a gale warning for tonight for the
open waters of western Lake Ontario. While sustained winds should
average just below gale force for these waters...frequent gusts to
40 knots during the second half of tonight into Monday will support
the gale warning.

A deep storm system over the Upper Great Lakes on Monday will plow
its associated occlusion across the region during the course of the
day. Winds on Lakes Erie and Ontario will veer by as much as 90
degrees in the process...with somewhat weaker winds by the end of
the day being southerly on Lake Erie and south to southeasterly on
Lake Ontario.

Moderate to fresh southwesterlies will then be found on both lakes
Monday night as the aforementioned storm system will drift north
across the SOO.

An approaching storm system will spread precipitation into the area
beginning late Sunday afternoon into Sunday night. For locations
mainly along and east of a Watertown to Tug Hill line, this will
likely fall as a mix of rain and freezing rain, and possibly some
sleet Sunday night, before changing over to all rain on Monday as
surface temperatures warm. The period of mixed precipitation will
likely lead to some icing on untreated surfaces.
