The National Weather Service in Wakefield has issued a Coastal
Flood Watch, which is in effect from late Thursday night through
late Friday night.
* LOCATION...Maryland and Virginia Beaches.
* TIMING...For the Coastal Flood Watch, from late Thursday night
through late Friday night. For the Beach Hazards Statement,
until 8 PM EDT this evening. For the High Rip Current Risk,
until 8 PM EDT this evening.
* COASTAL FLOOD IMPACTS...Up to two foot of inundation above
ground level is possible in low-lying areas near shorelines
and tidal waterways.
* SHORELINE IMPACTS...Flooding of vulnerable areas could result in
an elevated threat of property damage to homes and businesses
near the waterfront and shoreline. Water will be 1 to 2 feet
above ground level in some areas resulting in a sufficient depth
to close numerous roads and threaten homes and businesses.
Flooding will extend inland from the waterfront along tidal
rivers and bays resulting in some road closures and flooding of
vehicles.
* SURF OR RIP CURRENT RISK...Breaking waves of around 3 feet
will result in rough surf conditions and a high risk of rip
currents.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
A Coastal Flood Watch means that conditions favorable for
flooding are expected to develop. Coastal residents should be
alert for later statements or warnings...and take action to
protect property.

...COASTAL FLOOD WATCH IN EFFECT FROM LATE THURSDAY NIGHT THROUGH
LATE FRIDAY NIGHT...
The National Weather Service in Wakefield has issued a Coastal
Flood Watch, which is in effect from late Thursday night through
late Friday night.
* LOCATION...The Lower Maryland Eastern Shore and Western Shore of
the Chesapeake Bay in Virginia including the Northern Neck and
Middle Peninsula Counties.
* TIMING...From late Thursday night through late Friday night.
* COASTAL FLOOD IMPACTS...One to two feet of inundation above
ground level is possible in low-lying areas near shorelines
and tidal waterways.
* SHORELINE IMPACTS...Flooding of vulnerable areas could result in
an elevated threat of property damage to homes and businesses
near the waterfront and shoreline. Water will be 1 to 2 feet
above ground level in some areas resulting in a sufficient depth
to close numerous roads and threaten homes and businesses.
Flooding will extend inland from the waterfront along tidal
rivers and bays resulting in some road closures and flooding of
vehicles.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
A Coastal Flood Watch means that conditions favorable for
flooding are expected to develop. Coastal residents should be
alert for later statements or warnings...and take action to
protect property.

A Beach Hazards Statement is issued when threats such as rip
currents...longshore currents...sneaker waves and other hazards
create life-threatening conditions in the surf zone. Caution
should be used when in or near the water.
There is a high risk of rip currents.
Rip currents are powerful channels of water flowing quickly away
from shore...which occur most often at low spots or breaks in the
sandbar and in the vicinity of structures such as jetties and
piers. Heed the advice of lifeguards...beach patrol flags and
signs.
If you become caught in a rip current...relax and float. Don't
swim against the current. If able, swim in a direction following
the shoreline. If unable to escape, face the shore and call or
wave for help.

The latest NHC forecast has Hurricane Dorian tracking parallel and just off the Carolina coast Thursday into early Friday, and global deterministic and ensemble guidance have shown some clustering and consistency with this track. As this occurs a trough is forecast to dig across New England with high pressure building into the Great Lakes. GFS/ECMWF each depict a 200mb jet enhancing N of the tropical cyclone suggesting that heavy rain will shift to the left of the track and spread into ern VA/NE NC and potential up to SE MD. Current WPC rainfall outlook is QPF of 2-4" and up to 6" for SE VA/NE NC, with potential higher amounts along the NC coast. There is a potential for tropical storm force wind, especially near and along the coast, and a large portion of the area is within the error cone of the forecast track. Drier conditions arrive behind Dorian with a cold front dropping through the area later in the weekend. Forecast highs are in the mid 70s to around 80F Thursday and Friday, and in the upper 70s to low 80s Saturday/Sunday. Forecast lows are in the mid 60s to low 70s Thursday/Friday and in the mid 50s to low 60s into the weekend. && .AVIATION /20Z SUNDAY THROUGH FRIDAY/... As of 200 PM EDT Sunday... SCT-BKN CU btwn 3-5 K Ft this afternoon will diminish this eve before another batch of stratus 1-2K Ft develop late tonite. A shwr is psbl at ECG/ORF late tonite as a weak disturbance lifts ne across ne NC. light/variable winds tonight become south at less than 10 KTS Mon. Outlook: A cold front crosses the area Mon night. This should mainly come through dry, but a shwr/tstm is psbl with its passage Mon eve at RIC/SBY. The eventual track of Hurricane Dorian will dictate weather impacts on the local area late in the week. && .MARINE... As of 345 PM EDT Sunday... Latest sfc analysis shows ~1028 mb high pressure centered off the coast of srn ME, with Major Hurricane Dorian slowly moving westward through the Bahamas. In between, winds are mainly E at ~10 kt, with a few gusts to 15 kt. Seas have built to 3-4 ft this aftn as long- period SE swell out ahead of distant Hurricane Dorian continues to push north toward the lower Mid-Atlantic coastal waters. Waves remain 1-2 ft in the Chesapeake Bay (highest at the mouth of the bay). Generally sub-SCA conditions over the marine area for the remainder of the holiday weekend. Winds remain onshore around 10 kt through late Monday. Winds briefly turn to the S Monday night before becoming N then NE on Tuesday as a weak cold front crosses the region. Latest NHC forecast continues to show Hurricane Dorian slowly moving N off the coast of FL from Tue-Wed AM. At the same time, another area of low pressure and its associated cold front track through from the nrn Great Lakes to srn Quebec. Ahead of the front (on Wed), winds become southerly again and increase to 10-15 kt. The cold front approaches the area late Wed night-Thu AM...but the latest 12z/01 guidance stalls the front N of the area. Behind the front, high pressure is progged to build from the Great Lakes to nrn New England. In addition, there has been a subtle westward shift with respect to the the latest track on Dorian. NHC is now forecasting the system to track from ~50 miles off the SC coast to just E of Cape Hatteras during the 12z Thu-12z Fri timeframe. Seas remain in the 2-4 ft range with waves on the bay of 1-2 ft from Mon through Wed aftn. While some model disagreement continues (GFS is fastest in timing, ECMWF is ~12 hours slower), confidence in tropical storm conditions throughout much of the marine zones (especially S) is increasing. Model/NHC consensus shows a significant increase in winds/seas Thu aftn-Thu night, with dangerous/deteriorating boating conditions expected across the waters Thu night and early Friday as Hurricane Dorian approaches the region (and likely starts to acquire some extratropical characteristics as it interacts with the aforementioned cold front just to our N). Even well N of the center of the storm, there will be a tight pressure gradient between the sfc high to the north and Dorian to the south that will produce an uptick in NE winds by Thu night. As Dorian moves off the srn VA/NC coast on Fri, winds turn to the N-NNW but may remain aoa tropical storm thresholds as cooler air wraps in behind the system (promoting mixing of higher winds aloft over the waters). Am now mentioning the possibility of tropical storm conditions across all the waters in the forecast. Seas may build to ~15 ft by Thu night, with waves greater than 5 ft on the bay. Marine interests are strongly encouraged to continue monitoring the latest forecast from the NHC regarding the progress of TC Dorian. Since it is still several days out, some uncertainty still exists in the current forecast (and expect changes in the coming days). Winds/seas slowly diminish from late Fri-next weekend as Dorian moves away from the area (but winds/seas may remain aoa SCA thresholds through the first part of Sat). && .TIDES/COASTAL FLOODING... As of 700 AM EDT Sunday... Increasing SE swell out ahead of Dorian will bring a gradually increasing Rip Current threat over the next few days along area beaches.
