 One and a half to as much as two inches fell across portions
 of the Dan and Roanoke River basins since Thursday afternoon.
 This rainfall on top of saturated grounds is causing runoff
 that will lead to minor flooding over Roanoke River at Randolph,
 the Pigg River at Sandy Leve, and the Dan River from Danville
 to Paces, with moderate flooding expected at South Boston.

Up to two inches of rain has fallen on already saturated ground 
across the Roanoke and Dan river basins.  This will lead to minor 
flooding at Brookneal and Randolph along the Roanoke River and 
also at Danville and Paces along the Dan River.  However, the Dan 
River at South Boston will reach moderate flooding.  The Pigg River 
has crested and will continue to stay below flood stage.

.SYNOPSIS...
Low pressure moving out of the deep south will over run a wedge
of high pressure east of the mountains and bring periods of
heavy rainfall to the Appalachians and central mid Atlantic
region through tonight. A cold front shifts across the area
Friday followed by colder and windy conditions Friday night into
Saturday, with mountain snow showers.

&&

.NEAR TERM /THROUGH TODAY/...
As of 1045 PM EST Thursday...

The latest forecast update will reflect two main adjustments to
the forecast. First, a break of a few hours of the widespread
rainfall across western portions of the forecast area will now
be reflected in the forecast. Latest radar trends are showing
limited precipitation in an area generally along and west of
Interstate 77, however fog is expected to expand in coverage
across this same area. Precipitation is expected to return to
this area towards daybreak Friday, starting first in the
Northern Mountains of North Carolina and expanding northward.

The other notable change is to the temperatures. Temperatures
have been slowly risings across portions of Southside Virginia
and neighboring sections of north central North Carolina were
readings in the lower 60s we now common. This trend, or steady
temperatures, are expected for this area the remainder of the
night. Have also boosted the coverage of fog across eastern
parts of the area as well.

As of 630 PM EST Thursday...

Upper level low slowly tracking east across the Mid West this
evening with fast-moving short waves moving north over the
wedge. Moderate rain has been persistent this afternoon and
evening with radar estimating amounts of 1-2 inches across the
NC High Country, SW VA mountains and NW NC/SW VA foothills.
Higher amounts are possible along the eastern slopes of the Blue
Ridge south of Roanoke as southeast flow has increased this
evening. Rain is becoming spotty across the Carolinas, therefore
intensity should weaken over the next couple of hours.

Warmer air also working north into the area with temperatures
slowly warming through the night.

As of 200 PM EST Thursday...

Deep moisture transport and strong isentropic lift will
continue across the region through early tonight as
strengthening southeasterly flow aloft runs over a wedge east of
the mountains. This should yield efficient rainfall which will
be enhanced by the terrain. Rainfall totals around 3 inches are
possible mainly along the southern Blue Ridge with amounts of
1 to 2 inches elsewhere. Given antecedent wet ground conditions,
have expanded the flood watch to include most of the
Appalachians and central mid Atlantic region. It appears that
any convective threat will remain off to our east so will not
include any mention of thunder across Southside though a few
rumbles are not out of the question. Have only kept the
Mountain Empire of Virginia out of the watch for now since strong
downsloping southeasterly flow generally tempers rainfall. Will
continue to monitor radar/meso guidance trends to see if
expanding the watch into the Mountain Empire becomes necessary.

Expect precipitation will lighten up a good bit later tonight
before the sharp upper trof/closed low pushes surface low
pressure through the region on Friday. This will keep widespread
showers across the area until northwest flow sets in early
Friday evening and we develop a more typical upslope/downslope
regime. Runoff from heavy rainfall will transition the flood
threat to mainstem rivers into the weekend.

The robust southeast flow will bring gusty conditions to the
higher elevations west of the Blue Ridge, particularly the
Mountain Empire of Virginia and western Greenbrier county, into
this evening. However poor momentum transfer will prevent
widepspread wind issues. May see some gusty conditions Friday
afternoon ahead of the cold front being dragged along by the
surface low, but the main wind threat is expected to arrive
later Friday night.

Temperatures are expected to exhibit a strong non-diurnal trend.
Temperatures will be rising overnight through Friday morning,
then will start to fall early Friday afternoon. Temperatures may
be cold enough at the highest elevations west of the Blue Ridge
to see some wet snow flakes by late in the day with perhaps a
slushy coating by Friday evening.

.SHORT TERM /TONIGHT THROUGH SUNDAY NIGHT/...
As of 230 PM EST Thursday...

Strong cold front associated with deepening low pressure passing to
the northeast will cross the region from the west Friday evening
followed by a surge of colder air on strong northwest winds. This
should quick change ongoing western mountain rain showers over to
snow showers as the boundary layer cools allowing at least elevation
accumulations to take place. Deepest cold air arrives under the 85h
thermal trough Friday night within strong northwest upslope flow and
rather deep moisture along a trailing shortwave axis on back of the
exiting upper trough. This could allow for a burst of heavier snow
espcly from BLF north into western Greenbrier with limiting factors
being a rather warm start, track of the moisture lobe from the
southwest and fast movement. However think enough for 1-3 inches
south and 2-4 northwest with potential for a narrow swath of 4-6
inches western Greenbrier through midday Saturday. May also see some
snow showers sneak out toward the Blue Ridge with downslope clearing
out east into Saturday. Since still 3rd period will continue to
highlight snow potential in the HWO for now. Lows mainly 30s across
the region with a few 20s in the far west.

Other issue is with strong northwest winds that will also quickly
ramp up behind the front given a progged 45-50 knot jet that will be
aided by impressive subsidence/pressure rises despite the lack of
real cold air with this trough. With models also depicting a rather
low inversion level despite not having arctic air, appears that a
wind headline will likely be needed as well Friday night into
Saturday morning over the mountains as supported by local scheme
guidance that even indicates warning potential in parts of the NC
mountains. Therefore bumped up wind speeds west but not quite as
high as guidance indicates given perhaps some dampening of mixing by
overnight clouds at this point. Will also highlight in the HWO since
mostly 3rd/4th periods.

High pressure noses in from the southwest Saturday afternoon
allowing moisture and winds to decrease with increasing sunshine
expected in all except the far northwest where upslope will linger.
Highs only 30s west with 40s Blue Ridge to perhaps around 50
piedmont per downslope warming. High to bridge across the region
from the south Saturday night making for a mainly clear but cold
overnight with lows in the 20s. Next front arrives from the west
late Sunday or Sunday evening as a swath of northern stream upper
energy swings in from the northwest. However feature will be lacking
moisture and sliding into deep westerly flow which should limit low
pops for spotty rain/snow showers to mainly the far west with only
clouds elsewhere before clearing most sections later Sunday night.
More seasonal ahead of the boundary Sunday with highs 40s/50s and
lows mostly in the 30s.

.LONG TERM /MONDAY THROUGH THURSDAY/...
As of 130 PM EST Thursday...

Flatter zonal type flow to prevail to start the period with a
gradual transition to more southeast shortwave ridging by mid/late
week ahead of the next upper trough ejecting through the upper
Midwest. This supports mostly dry weather until Day 7 as seeing only
weak northern stream disturbances slice through overall high
pressure across and north of the region by midweek. May see a
sprinkle or flurry western mountains into Wednesday within weak
upslope flow before deeper moisture returns from the southwest
associated with overrunning of a warm front Thursday. This should
bring back a chance of rain espcly western sections during Thursday
although model timing exists on just how fast moisture will return.
Otherwise looking at mainly quiet weather around the holiday with at
or above normal temperatures as the axis of cold air shifts north
during the week.

.AVIATION /06Z FRIDAY THROUGH TUESDAY/...
As of 1240 AM EST Friday...

Flight categories are highly variable across the region
currently. Thanks can be offered to the fact that that first
wave of precipitation is exiting the region to the northeast in
association with a warm front. The next wave of precipitation
will be arriving towards daybreak Friday in association with an
approaching cold front. While most location are sub-VFR, there
are a few pockets of VFR in between the two waves of
precipitation.

The overall trends will be trend to all locations being sub-VFR
by Friday morning, and remaining that way until the afternoon
when the cold front crosses the area.

By Friday night, most areas in the east will quickly trend VFR
with sub-VFR clouds and scattered rain/snow showers between
KLWB-KTNB. Winds will become very gusty behind the front with
many surface gusts across the area in the 25 to 35 kt range with
some of the highest elevations approaching 50kts.

Forecast confidence in the above portion of the forecast is
moderate.

Extended Aviation Discussion...

Saturday will stay sub-VFR at least at KBLF with gradual
improvement into Sat night. High pressure will keep areas VFR
Sunday into Monday.

.HYDROLOGY...
As of 200 PM EST Thursday...

Flood watch for most of the region this afternoon thru Friday
afternoon, but leaving out the Mountain Empire of Virginia where
downsloping in southeasterly flow looks to limit rainfall. WPC
has slight risk of excessive rainfall covering essentially this
same area, and expect primary threat to be areal flooding
along/near small streams/creeks and mainstem rivers as opposed
to flash flooding. Confidence is high enough to have this watch
given antecedent wet conditions, and 1.5 to locally 3+ inches
forecast through Friday, with heaviest rains expected through this
evening especially along the Blue Ridge. The ensembles are
still not too bold on river flooding, with most confidence in
the Dan River flooding, reaching minor flooding at South Boston
Friday. Will see how much rain is realized to see how rivers may
respond later today.

Across non-river forecast points, confidence is high that some of
the smaller rivers like the Watauga River up to the headwaters of
the Dan and possible Roanoke could expect possible flooding by later
this afternoon into tonight.

...FOGGY CONDITIONS WILL CAUSE TRAVEL ISSUES THIS MORNING...

Fog will be dense at times, especially in the higher ridges early
this morning. That combined with wet roads will create poor
driving conditions. Visibilities at times will drop to under a
quarter mile.

Those traveling I-81, I-77, U.S. 58 and U.S. 220 will be impacted
at times by fog. Slow down and use low beam headlights.
