continuing across the southern Piedmont. Law enforcement have report
numerous road closures throughout Richmond and Scotland counties,
and most river gages in the warned area indicate rivers and creeks
have reached their bankfull or are overflowing.
Some locations that will experience flooding include...
Fayetteville, Sanford, Laurinburg, Albemarle, Southern Pines,
Rockingham, Clinton, Wadesboro, Raeford and Lillington.

Area Forecast Discussion National Weather Service Raleigh NC 1118 AM EDT Sun Sep 16 2018 .SYNOPSIS... Center of Tropical Depression Florence will continue to move west- northwest across the western Carolinas today. Florence will then move northwest up the southern Appalachians tonight and then recurve over the Lower Ohio Valley and Mid-Atlantic States Monday and Tuesday. Attendant trailing frontal zone moving the region will keep unsettled weather through Tuesday. Dry and quiet weather to follow for Wednesday as high pressure builds in. && .NEAR TERM /TODAY THROUGH TONIGHT/... As of 1118 AM Sunday... Deep SELY flow (40-50+ kts at 850 mb)will continue to channel tropical moisture(2.0 to 2.5 PWATS, per satellite derived Blended Precip Water)into the area. Florence has finally started to pick up some forward speed, tracking west-northwest around 10 mph. This will allow the primary heavy rain band that has been focused across the southern portions of the forecast to pivot west-northwest across the western half of the forecast area through tonight. Aided by orographic lift, widespread heavy rainfall amounts of 4 to 8 in. will expand the flooding threat into the western portions of the NC Sandhills and Piedmont regions. East of these regions, showers will be more intermittent and likely to exhibit some diurnal enhancement/flare up by the afternoon, as models show 500 to 1000 J/Kg developing across the eastern zones. Additional rainfall amounts of 1 to 3 inches is possible, with the lowest qpf expected across the NE. Additionally, given the slightly more robust instability and potential for some temporary breaks in cloud cover, a brief spin up of a weak meso tornado may be higher than previous days. Will not make any changes to current flood watch, which was extended last night through 12z Mon. Expect highs from the mid-upper 70s W to around 80 to the lower 80s in the NE. Lows tonight 70-75 with a gradually trending down of pops, especially across the E sections, overnight. -GIH && .SHORT TERM /MONDAY THROUGH TUESDAY NIGHT/... As of 550 AM Sunday... The coverage and intensity of rainfall over central NC will be decreasing as the remnant Florence low tracks from KY NE through OH/PA/NY to off the New England coast through Tue night. But we'll maintain a decently strong low level flow from the S and SSW, ahead of a surface frontal zone that becomes established down through the Appalachians, beneath the mid level shortwave trough in the wake of Florence. Moisture will remain fairly deep over central NC, primarily over central and E sections where PW will be near 2", lower than recent values but above the climatological normal. We should see scattered showers and a few storms Mon into Mon night, with the best coverage over the NW and north central sections where weak DPVA is anticipated. Models depict the surface front and mid level trough shifting east through the area Tue afternoon, when we'll likely see a band of convection focused along the front crossing the forecast area. Pops should trend down and out from W to E Tue night, with high pressure building in from the west and rising heights aloft finally bringing us hope for dry weather as we head into mid week. Highs 80-86 Mon and 82-89 Tue. Lows in the upper 60s to lower 70s Mon night and 65-71 Tue night. -GIH && .LONG TERM /WEDNESDAY NIGHT THROUGH SATURDAY/... As of 1235 AM Sunday... Much drier weather is expected during Wednesday night through Friday afternoon and night. The next chance of mainly afternoon thunderstorms is expected by Saturday. High pressure will be over the region through Friday, then shift offshore Friday night. Mostly clear/mostly sunny weather is expected. By Saturday, a cold front is expected to approach from the north bringing a chance of showers and thunderstorms, mainly in the afternoon. Lows in the lower to mid 60s will be common through Friday, with 65-70 Saturday. Highs generally in the 80s (83-88). && .AVIATION /12Z SUNDAY THROUGH FRIDAY/... As of 730 AM Sunday... 24 Hour TAF period: Rain showers associated with Tropical Storm Florence continue to affect all terminals at this time with the heaviest activity in the KFAY vicinity. Rain is also likely to increase in intensity today at KINT and KGSO as upslope flow enhances precipitation. KRWI is the most likely terminal to see clearing first but this will not be for several hours. It is possible KRWI will return to VFR by the end of the TAF period. Low level wind shear has relaxed with the exception of over the far southwestern terminals of the forecast area. Expect a variety of aviation conditions over the next 24 hours as rain bands continue to periodically move over terminals. Moderate to heavy rain can be expected through the TAF period at most locations with the possible exception of KRWI. Long Term: The effects of Florence will continue to be felt through the end of the weekend and possibly into early next week at western terminals.
