  Delaware.

* Winds...Northwest 15 to 25 kt with gusts up to 40 kt.

* Seas...3 to 6 feet.

* Freezing Spray...Periods of moderate freezing spray will
  continue overnight.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Gale Warning means winds of 34 to 47 knots are imminent or 
occurring. Operating a vessel in gale conditions requires 
experience and properly equipped vessels. It is highly recommended
that mariners without the proper experience seek safe harbor 
prior to the onset of gale conditions.

.SYNOPSIS...
Arctic high pressure over the center of the nation builds east
through Sunday and moves offshore on Monday. Low pressure
passing well north of the region will pull a warm front north
through the region Monday, followed by a cold front on Tuesday.
High pressure then works its way across the region through the
end of the week. Low pressure impacts the region for the end of
the week and into the start of the weekend.

.NEAR TERM /UNTIL 6 AM SUNDAY MORNING/...
Arctic cold continues. This will likely be the coldest night
with decreasing winds, clear skies and ample snow cover in many
areas. Our present low temperatures forecast shows -5 to -10 far
N/W and -5 to +5 most other areas. This is a few degrees below
guidance and overall still looks sound with no changes planned
attm.

Winds will diminish overnight, but still remain light. Minimum
wind chills will be -8 to -20 most areas but near -25 across the
southern Poconos. The WSW with the wind chill flags will
continue tonight.

.SHORT TERM /6 AM SUNDAY MORNING THROUGH 6 PM SUNDAY/...
After an arctic start Sunday morning, with lows near or below
daily records, the cold core of the air mass will move offshore
and some moderating temperatures will begin. Granted, we will
still be well below normal Sunday with highs only in the teens
and low 20s, but with the reduction of winds and sunshine, it
will feel a little warmer. The Wind Chill flags will expire at
10 a.m. Sunday.

Clouds will increase during the afternoon, but no precipitation
is expected. Winds on Sunday will be mostly W to SW at 5 to 10
mph.

.LONG TERM /SUNDAY NIGHT THROUGH SATURDAY/...
Relief from the brutal cold is coming, with a return to
seasonable temperatures during the new week, followed by well
above normal temperatures towards the end of the new week.

Arctic high pressure will remain centered over the Mid-Atlantic
Sunday night before finally moving offshore during the day
Monday. The last of the brutally cold nights for the time being
will be Sunday night with lows ranging from the single digits to
mid and upper teens. With the high drifting offshore on Monday,
return flow sets up, allowing temperatures to gradually warm up
through the 20s and 30s. The big question is how long it will
take for the Arctic air at the surface to scour out and for
surface temperatures to warm above freezing. Based on model
trends and guidance, best chances for temps to rise to 35-40
will be across southern portions of the Delmarva and extreme
southeast NJ. Elsewhere, Highs will range from the mid to upper
20s north/west of the Fall Line, otherwise in the upper 20s to
low 30s. Along and just east of the I-95 corridor, highs will be
in the low 30s, with some areas warming into the mid 30s.

The reason this is important is because low pressure will be
tracking well north of the region Monday and Monday night, and
this will lift a warm front north through the region starting
Monday afternoon, followed by a cold front Tuesday morning.
Light precip develops out ahead of the warm front Monday
afternoon, and it looks like temps aloft remain below freezing
for the Poconos, parts of the Lehigh Valley, and northern NJ,
generally north of I-78. As a result, PType should mainly be
snow, through a brief period of freezing rain is possible
towards daybreak Tuesday. QPF will be light, so only expecting
about an inch or so of snow accumulation, the bulk of it falling
Monday afternoon and evening.

For areas south of I-78, enough warm air aloft looks to nose
its way in to result in a period of at least a wintry mix of
snow, sleet, and freezing rain, though it looks as if there will
be a period of freezing rain late Monday afternoon through
Monday evening. Since QPF amounts should be light, we are
generally talking about a few hundredths of an inch of ice
accumulation possible, but that will be enough to result in
treacherous travel conditions, especially for the Monday evening
commute.

For southern portions of the Delmarva, and for coastal portions
of NJ and into southeast NJ, mainly along and east of the
Garden State Parkway, after a brief period of wintry mix, temps
should warm up to above freezing to support all rain. The big
concern for these areas is that there is still at least a foot
of snow on the ground that is not expected to go anywhere yet.
So this snowpack may not be handled by the models, and it may
end up being much colder at the surface than models are
currently projecting, and could mean a prolonged period of
freezing rain.

All in all, this generally looks to be a low-QPF, but
potentially high-impact event. Storm Total QPF amounts look to
be up to 1/10", but this could still result in several
hundredths of an inch of ice. Please stay advised for future
forecast updates, as Winter Weather Advisories may be needed.

From there, high pressure builds over the area on Tuesday and
moves offshore on Wednesday. Conditions will be dry, and
temperatures finally return back to normal levels, with highs in
the low to mid 30s in the Poconos, otherwise in the upper 30s
to low 40s.

With the high offshore for the end of the week, return flow
sets up, allowing temperatures to rise above normal for the
first time since Christmas! With 850 MB temps rising to +10C to
+12C, this results in highs in the low to mid 40s north of the
Fall Line and in the upper 40s to low 50s into the Delmarva, and
into the mid 50s in southern portions of the Delmarva. Even
warmer temps expected Friday as strong southerly flow develops
out ahead of an upper trough digging into the central states,
and surface low pressure developing out ahead of that trough. So
unfortunately, despite the warmth, it looks like there will be
some rain to deal with. Depending on how the dynamics set up,
could be some locally heavy rain as well.

The first wave of rain comes mainly Thursday night and Friday
as a warm front out ahead of the low lifts north through the
region, then the primary low lifts north through the region on
Saturday. Cold air looks to return on Sunday, but temps at this
time do not look to be nearly as cold as they were this past
week.

.AVIATION /20Z SATURDAY THROUGH THURSDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas.

Late afternoon...Gusty W/NW winds up 25 knots, decreasing by
early evening. Sct SC clouds near KRDG-KABE will dissipate by
sunset.
Tonight...VFR. Clear skies and decreasing winds.
Sunday...VFR. Increasing high clouds. SW winds mostly 5 to 10
knots.

Outlook...

Sunday night...VFR. Light winds. High confidence.

Monday and Monday night...Sub-VFR possible during the afternoon
and evening in wintry precip for terminals along the I-95
corridor. Precip at KRDG/KABE should mainly be snow, and precip
at KACY should mainly be rain. S winds 10 KT or less. Moderate
confidence.

Tuesday through Wednesday...VFR. Winds less than 10 KT. High
confidence.

Thursday...Sub-VFR conditions possible in mainly rain, though
wintry mix possible at KRDG/KABE. Low confidence.

.MARINE...
A variety of flags across the waters with few changes needed.
Gale gusts will continue into the evening across the lower
Delaware Bay and coastal ocean zones. Freezing spray concerns
looks to continue across these areas also. A low water
conditions will also continue with the upcoming low tide cycle
with levels about the same as the previous one. See the tides
section below.

A decrease in winds is expected after midnight when the Gale is
expected to expire. A SCA flag for gusts and seas possible into
Sunday morning. Sub-SCA later Sunday. Fair weather expected
tonight and Sunday.

OUTLOOK...

Sunday night...Mainly sub-SCA conditions expected, but wind
gusts may approach 25 KT by daybreak Monday on the ocean.

Monday and Monday night...SCA conditions possible with 25-30 KT
wind gusts, but confidence is low that the stronger winds will
be able to mix down. VSBY restrictions possible mainly in rain,
but possibly starting out as a wintry mix Monday afternoon.

Tuesday...SCA conditions possible with W-NW winds gusting to 25
KT.

Wednesday...Sub-SCA conditions expected.

Thursday...Sub-SCA conditions expected. VSBY restrictions
possible in rain.

.TIDES/COASTAL FLOODING...
The continued west to northwest flow will continue into the
evening with the wind speeds decreasing later tonight. The low
water levels will continue with the next low tide cycle, but the
degree of the low water is the question. The next cycle is the
lower of the two tides, so we will continue with the low water
advisory with the next cycle and then see about future
statements after that. The levels Sunday and beyond shouldn't be
as much of a problem. The SPS for the tidal Delaware river has
been refreshed with the same reasoning applying there.

...LOW WATER LEVELS ON THE TIDAL DELAWARE RIVER FOR THE NEXT TWO
HIGH TIDE CYCLES TODAY AND TONIGHT...

Gusty west to northwest winds will continue through early tonight.
These winds will result in low water levels on the tidal Delaware
River which may cause navigation problems around the times of low
tide. You can expect that the next low tide will have water levels
between 2.3 and 2.8 feet below Mean Lower Low Water. These levels
will be slightly higher than the low tide this morning.

The next low tides will occur at Reedy Point around 939 PM this
evening and 946 AM Sunday. At Philadelphia, 1206 AM tonight and
1221 PM Sunday. At Trenton at 105 PM this afternoon, 140 AM
tonight and around 150 PM Sunday.

The winds are expected to diminish late tonight and Sunday morning,
allowing water levels to return closer to normal.
