Flood Advisory, which is in effect from 5 AM to noon EST Tuesday.

* LOCATIONS...Coastal areas of northern and central New Jersey.

* COASTAL FLOODING...Minor flooding is anticipated around the time
  of high tide Tuesday morning.

* TIMING...High tide on the northern New Jersey ocean front is
  around 6 am. High tide on the back bays occurs later than the 
  high tide on the ocean front.

* SURGE...Around 1 to 1.5 feet above the astronomical tide.

* WAVES...3 to 5 feet.

* IMPACTS...Localized roadway flooding is expected. Some roads may
  be closed due to high water.

.SYNOPSIS...
Low pressure developing along a stationary front will track
northeastward up the Southeast coast today and then off the
Mid-Atlantic coast tonight. A weak disturbance passes through
the region on Tuesday, then high pressure builds in Tuesday
night and Wednesday. The next low pressure system is expected to
pass well to our north across eastern Canada late in the week
with the attendant cold front likely moving through the region
either Thursday night or Friday. High pressure returns for the
beginning of next weekend but quickly progresses offshore as the
next cold front approaches from the west late in the weekend.
&&

.NEAR TERM /UNTIL 6 PM THIS EVENING/...
925 AM Update...As an initial wave has moved through, some
clearing is taking place across eastern PA so we reduced sky
cover for the latter part of this morning into early this
afternoon after which time it will fill in once again.
Otherwise, no major changes to the forecast. Expect periods of
light rain to continue for the southern Delmarva northeast along
the NJ coast today.

Previous Discussion...For the 630 AM update, made some minor
adjustments to the temperature, dew point and wind grids then
blended in the LAMP guidance for the next few hours. Adjusted
the PoPs for some ongoing light rain across southern Delaware to
near Cape May. Also increased the PoPs some along the coast
mainly this afternoon as some light rain may back in some.

Otherwise, an upper-level trough will continue to shift
eastward today from the Great Lakes and Ohio and Tennessee
valley's, and it is forecast to start sharpening some. A group
of short waves well ahead of this trough will move through the
lower Mid- Atlantic region this morning. It is this feature
which has an enhanced area of mainly light rain across parts of
Delmarva and far southeastern New Jersey, although this is
shifting eastward faster now. Mid and upper level jets will
continue to pull mid and high level clouds across much of the
region for awhile today with southwesterly flow aloft ahead of
the aforementioned trough. The clouds should thin though
especially our western areas.

The sharpening of the trough to our west, a robust short wave
rounding its base from midday on and incoming height falls will help
support surface low development east of the North Carolina coast.
This low will slowly track northeastward along a stalled surface
front, however just enough lift to its northwest might try and pull
some light precipitation westward some this afternoon which would
move into eastern New Jersey to southern Delaware. Some cooling will
be taking place as well under a northeasterly low-level flow, and if
precipitation does back westward and can be heavier then some snow
may mix in or perhaps a change over to some snow toward evening.
This is of lower confidence and therefore kept PoPs on the low side.
As the pressure gradient tightens, the northeasterly flow will
increase today especially closer to the coast where it will turn
gusty for a time especially this afternoon. High temperatures are
mostly a blend of MOS and continuity.

.SHORT TERM /6 PM THIS EVENING THROUGH 6 AM TUESDAY/...
An upper-level trough will continue to shift eastward through
tonight, with plenty of energy traversing the embedded flow. Surface
low pressure offshore is forecast to be moving farther away from our
coasts overnight, however the orientation of the trough aloft should
result in a surface trough extending back across parts of our
region. It is this feature along with a ribbon of incoming
frontogenetic forcing where some precipitation starts to break out.
This appears to occur very late tonight and more likely closer to
daybreak. The airmass is forecast to be colder and thus the
precipitation type is snow. Since the axis of the trough aloft is
still well west of our region, we did not rush in the snow (PoPs)
from the west. Low temperatures are mainly an even blend of MOS and
continuity.
&&

.LONG TERM /TUESDAY THROUGH SUNDAY/...
Tuesday...
The large-scale upper trough will progress into the Northeast and
Mid-Atlantic states on Tuesday. A shortwave disturbance embedded in
the main trough is projected to pass through the region. A quick-
hitting, minor snow event can be expected for the region as the
synoptic lift that will be provided by the shortwave disturbance
moves quickly from west to east. With the models in reasonably good
agreement for Tuesday (e.g., timing, snowfall amounts, thermal
profiles) and showing excellent run-to-run continuity over the past
few days, forecast confidence is above average for a third period
snowfall forecast. Accordingly, PoPs were increased to likely or
categorical.

The majority of the CWA most likely sees a 3-6 hour period of light
snow with accumulations of around an inch or less. However, there
will likely be narrow swath of heavier snow owing to mesoscale
banding and boundary-layer convergence near the base of a east-west
oriented trough (Norlun trough). Models have been rather consistent
over the past four or so cycles in showing a mesoscale banding
signal (frontogenetical ascent in a saturated 850-500 mb layer along
with weak moist symmetric stability) over E PA, S NJ, NE MD and N
DE. We continue to highlight higher accumulations of 1-2" (2-3" at
higher elevations to the west of Philadelphia and Allentown) in our
latest snowfall graphic across these areas. Given how limited skill
there is in pinpointing the location of mesoscale banding 36-48
hours out (from 00Z 1/29 model runs), further adjustments to the
snowfall forecast may be needed.

The greatest impacts are most likely to occur across western zones
given the expected timing of a heavier burst of snow coinciding with
the Tuesday morning commute. Additionally, higher elevations west of
Fall Line that get the enhanced snowfall rates with the mesoscale
snow band are expected to be cold enough for snow to accumulate on
most untreated surfaces, including roads. Farther east, surface
temperatures in the mid 30s at the onset should generally limit
accumulations to non-paved surfaces (and thus travel impacts) unless
snowfall rates currently depicted by NWP guidance is underdone
(<1"/hour). Snow should end across most of the region before the
late afternoon-evening rush except in the NJ coastal plain.

Tuesday night...
Snow should be moving off the coast around or shortly after sunset.
High pressure building in behind the departing storm will result in
brisk northwest winds (gusts 30-35 mph) during the evening. Wet
surfaces will likely freeze after sunset if left untreated as
temperatures drop quickly in the 20s and even teens across the
higher terrain.

Wednesday-Wednesday night...
High pressure overhead Wednesday morning will shift offshore by
Wednesday night. Highs on Wednesday in the low to mid 30s are 5-10F
below normal for the end of January. Southwesterly return flow
around the high and ahead of an approaching cold front will draw
milder air into our region Wednesday night.

Thursday-Friday...
Low pressure is forecast to lift northeastward toward James Bay on
Thursday. A cold front extending south-southeastward from the low
will approach the eastern seaboard from the west. Models have
trended toward a considerably more progressive (i.e., faster and
weaker) solution with respect to the timing of this cold front and
any potential surface low developing along it. The risk of a
relatively significant wintry event has decreased notably from what
was seen 24 and 48 hours ago. However, we are not out of the woods
yet as you may remember that models have lost just about all of our
bigger winter storms so far this winter (a bias for northern-stream
dominant storm patterns, which occur more frequently in La Nina
winters). The setup favors rain mixing in or changing to snow from
northwest to southeast with minor accumulations possible,
particularly for higher elevations N/W of the Fall Line.

Friday night-Saturday...
The pattern is very similar to this upcoming Tuesday night-Wednesday
period but slightly colder. Expect dry conditions with high pressure
building in.

Saturday night-Sunday...
Models generally show the next low pressure system passing well to
our north (across the Great Lakes and Saint Lawrence Valley) but
differ considerably on timing. There may be enough residual cold air
for snow at the onset before a transition to a wintry mix and/or
rain takes place.

Extended range...
There continues to be a signal of bitter cold that is comparable to
late December-early January could be on our doorstep by early next
week before moderating toward the middle of next week.

.AVIATION /15Z MONDAY THROUGH FRIDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Today...VFR ceilings overall, however MVFR ceilings could
develop at times at ACY with some light rain. Northeast winds near
10 knots, however 10-15 knots at MIV and especially ACY with
gusts 20-25 knots at ACY. Low confidence regarding any sub-VFR
ceilings.

Tonight...VFR ceilings, which should lower to MVFR at ACY and
MIV. Some light rain possible in the evening at ACY. Some light
snow should arrive at RDG close to daybreak. North-northeast
winds less than 10 knots, becoming locally light and variable.
Low confidence on the western extent of sub-VFR ceilings.

Outlook...
Tuesday...IFR likely for a 3-6 hour period of generally light
snow (perhaps briefly moderate in vicinity of RDG-ILG- PHL- PNE)
on Tuesday. Winds shifting to the NW late in the afternoon at
10-15 KT with 25-30 KT gusts. High confidence.

Tuesday night through Wednesday night...VFR. Gusty NW winds
Tuesday evening will diminish by Wednesday. High confidence.

Thursday through Friday...A period of sub-VFR possible with
precip moving into the area. Uncertainty in timing of precip and
precip type yields a low confidence forecast.

.MARINE...
A Small Craft Advisory is in effect through tonight for all areas
except upper Delaware Bay.

Northeast winds will increase today as low pressure slowly tracks
well southeast and east of the area. While some low-end gale force
gusts cannot be ruled out especially south of Atlantic City, NJ, it
looks marginal and could be short in duration late this afternoon
and/or early this evening. Since confidence was not high regarding
the gale potential, we opted for a strong Small Craft Advisory. Seas
will build quite a bit in the strengthening northeast flow, with the
highest especially across the southern Atlantic coastal waters.

Outlook...
Tuesday and Tuesday night...A Gale Watch has been issued for
the DE and S NJ coastal waters as well as the lower DE Bay for
late Tuesday afternoon and Tuesday night. Good model agreement
for NW winds in wake of a departing coastal low to increase to
25-30 kt with gusts to near 35 kt across the southern half of
our waters late Tuesday. A weaker pressure gradient farther
north will be supportive of SCA-level gusts of 25-30 kt. Seas
build to 5-8 ft.

Wednesday...Winds steadily diminish but seas will take some
time to subside below 5 ft. A SCA will likely be needed for the
morning.

Wednesday night and Thursday...S-SW winds increase. A SCA may
be needed by Thursday with gusts near 25 kt and seas 4-5 ft.

Thursday night and Friday...Winds become NW behind a cold front.
A SCA may once again be needed though the setup looks marginal
at this point.

.HYDROLOGY...
There remains considerable river ice along four miles of the
Delaware River from the Smithfield Beach National Recreation
area downstream to the confluence of Brodhead Creek. However,
with colder air moving into the region later today, temperatures
will once again hover near or below freezing for a few days,
temporarily limiting ice break up and minimizing the risk of ice
jam flooding. This should remain the case through Wednesday. By
Thursday, a brief warm up could once again increase the
potential for ice break up before colder air returns toward the
weekend. We will continue to monitor this situation through the
week.

.TIDES/COASTAL FLOODING...
There is a potential for coastal flooding with the Tuesday
morning high tide. A strengthening northeast wind later today
and tonight will help pile water along the NJ and Delaware
coast and up the Delaware Bay. Astronomical tides will already
be elevated with the upcoming supermoon on Wednesday, so it
will not take much of a storm surge to produce coastal flooding
(tidal anomalies of 1.1 to 1.5 ft should be enough to reach
Coastal Flood Advisory criteria Tuesday morning).

ETSS guidance continues to indicate moderate coastal flooding
at mainly of our forecast points with tomorrow morning's high
tide. However, ETSS has been an outlier and tends to run too
high. We are skeptical of moderate coastal flooding without a
prolonged period of northeasterly (onshore) gales. We used a 3:1
weight of bias-corrected ESTOFS:ETSS to produce our latest
total water level (TWL) forecast that was published early this
morning. TWL forecasts favor minor coastal flooding Tuesday
morning at most tidal forecast points along the Atlantic coast
and Delaware Bay. If the current forecast holds steady, a
Coastal Flood Advisory will likely be issued later today.
