.SYNOPSIS...Partly cloudy skies and mild temperatures are forecast
through this evening. The storm system developing offshore is
expected to be the strongest so far this season, producing
periods of heavy rain and strong winds, especially Monday and
Monday night. Showers will continue into Tuesday. Dry weather is
forecast for the second half of next week.

.DISCUSSION...As of 1:51 PM PST Sunday...A swath of clouds across
the Bay Area has held temperatures down so far today. The current
temperature at Santa Rosa is only 47, while the rest of the Bay
Area is seeing lower to middle 50s.Monterey and San Benito
counties have warmed into the 60s under sunny skies.
Meanwhile we are still looking at a potent storm system on deck
that will impact our area beginning late tonight through Tuesday.
This storm system will be an combination of two systems, one
located well off the northern California coast, moving to the
southeast, and another southwest of Los Angeles moving northeast.
The southern system contains subtropical moisture and is drawing
that moisture northward. Forecast models merge these two systems
west of California. The system is then projected to intensify as
it approaches the central California coast on Monday and Monday
evening.
Light rain is expected to begin spreading into coastal areas
after midnight tonight and then across the rest of our forecast
area by mid morning Monday. Rainfall is then forecast to become
moderate to locally heavy by midday Monday. Periods of moderate to
heavy rain will then continue from Monday afternoon through
Monday night. Of greatest concern is the potential for heavy rain
across the burn scars in Sonoma and Napa Counties, especially
from midday Monday through late Monday night when model consensus
shows the heaviest rain rates there. A Flash Flood Watch has been
issued for the North Bay Mountains and Valleys from Noon on Monday
through Monday night for the possibility of debris flows,
mudslides, and flash flooding in and near the burn scars.
Widespread rainfall is forecast to end by Tuesday morning. On
Tuesday, the upper trough is forecast to track across central
California and widespread shower activity is expected throughout
our area with brief heavy downpours likely. In addition, the
models indicate sufficient instability for thunderstorms across
especially the southern portion of our forecast area on Tuesday,
with highest chances near the coast and in the coastal hills. All
areas in our CWA were included in the SPC Day 2 outlook, so the
areal extent of thunderstorm chances has been broadened,
especially for earlier in the forecast period.
The upper trough is forecast to pick up speed late Tuesday and
move rapidly to our southeast zones on Tuesday evening.
Therefore, showers are expected to taper off from north to south
Tuesday evening, with most shower activity expected to end by
late Tuesday night. A few residual showers could still occur
Wednesday morning, but those should be confined to Monterey and
San Benito counties.
Rain totals through Tuesday evening are currently projected to
range from 3-5 inches in the coastal mountain ranges (locally
greater amounts certainly possible), from 2-4 inches across the
inland mountains, and 1-2.5 inches along the coast and in most
valleys.
In addition to heavy rain and possibly thunderstorms, the other
primary weather hazard expected is strong and gusty winds. The
surface low will be located farther south than our typical winter
storms and therefore the strongest winds are forecast to occur
across the southern portion of our area, particularly along the
Big Sur coast and in the Santa Lucia Mountains of Monterey County.
Forecast models continue to indicate sustained wind speeds as
high as 50 knots along the northern Big Sur Coast early Monday
evening. Thus, a High Wind Warning for the Big Sur Coast and
Santa Lucia Mountains has been issued from midday Monday through
Monday night. In addition, southerly winds are expected to be
strong enough for wind advisories for most other zones in our
forecast area from Monday afternoon through Monday night. Gusty
southerly winds are anticipated to continue on Tuesday as the
surface low drops south offshore. Strongest winds on Tuesday are
projected to be near the coast and over the coastal waters.
Mostly dry and mild weather is expected after this storm passes
from Wednesday through next weekend as an upper ridge develops
along the West Coast. The latest run of the ECMWF is still
hinting at some rain chances as an upper level trough dips far
enough south to bring rain chances to the North Bay after next
weekend.

.AVIATION...as of 10:21 AM PST Sunday...For 18z TAFs. Low
forecast confidence forecast, especially towards the end of the
forecast period as an upper level low pressure system approaches
the region from the west. Patchy dense fog/low clouds are finally
beginning to clear around the North Bay and Santa Clara Valley.
VFR is expected to prevail through the afternoon and most of the
evening. Forecast gets a little complicated overnight with regards
to CIG heights/timing. One hi-res model bring in scattered warm
sector showers/BKN low CIGs as early as 00z this evening. This
will have to monitored and TAFs will have to be amended
accordingly in case this scenario occurs. Scattered showers will
transition to widespread rain after midnight, before sunrise.
Widespread MVFR/IFR CIGs & VIS, and perhaps patchy LIFR CIGs, are
expected to continue through the day, as well as rain, on Monday.
Another major concern will be winds at the end of the TAF period.
Winds will turn southerly/southeasterly around or slightly after
midnight and increase through the day on Monday, becoming breezy
late Monday morning.
Vicinity of KSFO...VFR through the rest of the day. Rain and wet
runways expected around midnight tonight. Light and variable winds
through the morning, becoming light and westerly in the afternoon.
Winds will become southerly tonight and increase through the day
Monday.
SFO Bridge Approach...Similar to KSFO.
Monterey Bay Terminals...VFR this afternoon. Breezy east or
southeast winds through the Salinas Valley, becoming light and
variable this afternoon. South/southeast winds increase again
Monday morning. Wet runways expected after midnight.

.MARINE...as of 09:26 AM PST Sunday...Light northerly winds will
continue today with moderate seas. Southerly winds will develop
tonight as a potent storm system approaches from the west.
Southerly winds will increase rapidly Monday afternoon with gale
force winds up to 50 kt possible, especially south of Pigeon
Point. The strong and gusty winds will create hazardous
conditions Monday afternoon through Tuesday. Mariners venturing
to open waters are urged to use caution during this timeframe.
Winds and sea conditions improve greatly by mid week.
