...MINOR COASTAL FLOODING, ROUGH SURF AND BEACH EROSION EXPECTED
SUNDAY INTO MONDAY...
.An area of low pressure is forecast to strengthen and lift off
the NC coast Sunday afternoon into early Monday. A prolonged
period of strong winds are expected to develop Sunday and continue
through Monday night. Based on the current forecast track and
duration of strong winds...coastal flooding, rough surf and beach
erosion will be likely. Minor to moderate coastal flooding, with
water level rises 1 to 3 ft above ground (2 to 4 ft above normal)
expected. Strong NE winds begin Sunday, so areas adjacent to the
western and southern portions of the Pamlico Sound will see water
level rises with minor (locally moderate for areas adjacent to the
southern Pamlico Sound) inundation. Winds become more NNE Sunday
night and Monday, with threat expanding to include the oceanside
of the Outer Banks (mainly north of Cape Hatteras) and soundside
Outer Banks, from the Buxton area down to Ocracoke. The greatest
threat for beach erosion, rough surf, and localized ocean overwash
will be for the beaches north of Cape Lookout. Due to the
prolonged period of strong winds and wave run up, the coastal
flood threat is likely to persist for a few days for many coastal
locations.

.An area of low pressure is forecast to strengthen and lift off
the NC coast into early Monday. A prolonged period of strong
winds will continue to develop this afternoon and evening and
continue through Monday night. Based on the current forecast track
and duration of strong winds, coastal flooding, rough surf and
beach erosion are expected. Minor to moderate coastal flooding,
with water level rises 1 to 4 ft above ground (2 to 5 ft above
normal) expected, highest along the Neuse River and Downeast
Carteret County.
Strong NE winds through this evening will allow areas adjacent to
the western and southern portions of the Pamlico Sound to see
water level rises with minor to moderate inundation, highest along
areas adjacent to the southern Pamlico Sound and Neuse River.
Winds become more NNE late tonight and Monday, with threat
expanding to include the oceanside of the Outer Banks (mainly
north of Cape Hatteras) and soundside Outer Banks, from the Buxton
area down to Ocracoke. The greatest threat for moderate beach
erosion, rough surf, and ocean overwash will be for the beaches
north of Cape Hatteras, with a minor threat of ocean overwash

.Strong low pressure will continue off the North Carolina coast
through tonight. This will low will continue to produce strong
north winds with coastal flooding, rough surf and beach erosion
expected. Minor to moderate coastal flooding, with water level
rises 1 to 4 ft above ground (2 to 5 ft above normal) expected,
highest along the Neuse River and Downeast Carteret County through
this morning. As winds slowly diminish later today the waters
levels over the southern Pamlico Sound and lower Neuse River
should very slowly subside however at least minor coastal flooding

Strong north winds through this evening will keep seas very rough
off the Outer Banks with the greatest threat for moderate beach
erosion, rough surf, and ocean overwash north of Cape Hatteras.

...MINOR COASTAL FLOODING, ROUGH SURF AND BEACH EROSION WILL
CONTINUE INTO TONIGHT...
.Strong low pressure will remain off the North Carolina coast
through tonight. This low will continue to produce strong north
winds with coastal flooding, rough surf and beach erosion
expected. Minor coastal flooding, with water level rises 1 to 2 ft
above ground (2 to 3 ft above normal) will continue, highest
along the Neuse River and Downeast Carteret County through this
this evening.
Strong north winds through this evening will keep seas very rough
off the Outer Banks with the greatest threat for moderate beach
erosion, rough surf, and ocean overwash north of Cape Hatteras.
Overwash is currently occuring along portions of NC 12 on the
Outer Banks, and will continue through the late morning. Due to
the prolonged period of strong winds and wave run up, the coastal
flood threat is likely to persist for a few days for many coastal
locations.

Winds will continue to slowly diminish with higher waters levels
over thew southern Pamlico sound and lower Neuse River gradually
subsiding.

.SYNOPSIS...
A long lasting and significant coastal storm is expected to
impact the region this weekend and into early next week. High
pressure will build over the area Tuesday night through
Thursday. Another strong storm system may affect the region the
end of next week.

.NEAR TERM /THROUGH TODAY/...
As of 240 AM Sat...Low pressure will continue to develop and move
across the southern Gulf states today, in response to a upper
level trough ejecting out of the southern Plains. Closer to
home, high pressure will ridge in from the north, and an
extensive area of overrunning precip will develop across the
Carolinas later today. Precipitation will mostly be confined to
the southern half of Eastern NC, with upper level flow mostly
west to east overhead. Have PoPs beginning by mid morning over
the southern coast, and spreading northward slowly through the
day. It will be quite the spread of PoPs by this afternoon, with
likely PoPs across the southern coast, and dry weather expected
across the Albemarle sound counties. With widespread clouds and
CAD conditions present, it looks like a raw wet day with highs
only reaching the low to mid 40s for most areas except the
southern coast and southern OBX which will reach the upper 40s.

.SHORT TERM /TONIGHT THROUGH MONDAY NIGHT/...
As of 255 AM Sat...Low pressure will travel across the deep
South tonight and off the South Carolina coast by tomorrow
afternoon. The low will then deepen off the NC coast Sunday
night, before finally pulling away later on Monday. Additional
areas of low pressure will develop right offshore Sunday and
Monday, as a strong upper level trough remains overhead.
Tonight and Tomorrow...High pressure to the north will
strengthen tonight, and help funnel some colder air into NC.
This will coincide with heavier precip moving into, and over
the whole area from tonight through most of Sunday. This
combination will allow rain to change to snow early Sunday
morning across the western portion of the coastal plain. It is
becoming more likely that snow will accumulate up to a couple
inches in this area which includes the cities of Kinston,
Greenville, and Williamston. Right now, expect mostly 1-2 inches
of accumulation, however if these locations stay colder for
longer, as indicated in the latest ECMWF, NSSL WRF, and SPC
HREF, up to 4 or 5 inches could fall over portions of these
counties. We will initiate a winter weather advisory for these
areas, and reevaluate the latest model trends through the day
today. As the low and mid levels warm above freezing during the
early afternoon, the snow or rain/snow mix will turn to rain.
As for the rest of the CWA...moderate to heavy rain will fall
especially along the coast. Will hold off on issuing a Flash
Flood Watch for now, but minor flooding certainly is possible
with storm total rainfall still 2-3 inches across the coast, and
1-2 further inland. Strong winds will develop Sunday as the low
pressure strengthens right off the coast. Have issued a wind
advisory for the Outer Banks and Carteret county, with winds
expected to gust 45-50 mph in those areas. Temperatures will
bottom out in the low to mid 30s inland, and the upper 30s to
low 40s near the coast Sunday morning. Then, with continued CAA
Sunday and cloudy rainy/snowy conditions temperatures will only
rise into the upper 30s to mid 40s across most of the area (low
to mid 50s OBX).
Sunday night through Monday night...With a vigorous upper trough
over the region Sunday night, additional cyclogenesis is likely
off the coast, which will prolong the precipitation across the
area. By this time colder air will be again moving back into
the area, and areas along the coastal plain could see a
changeover back to snow or a mix of rain/snow through the early
Monday morning hours. This is an especially low confidence part
of the forecast, and it is unknown at this time if there will be
any accumulations, or if it will even be cold enough for a
changeover. As temperatures warm into the upper 30s to mid 40s
Monday, any mix of rain or snow will change over to rain by mid
morning, and chances for light rain will continue through the
day. With low pressure still lingering offshore late Monday
night, precip chances will continue, and there again could be a
period for a changeover to snow or a rain/snow mix. Again,
forecast confidence is very low here, and it is unknown if there
will be enough QPF to lead to any accumulations. Low temps
should reach the upper 20s inland, and the mid to upper 30s
along the coast by Tuesday morning.

.LONG TERM /TUESDAY THROUGH FRIDAY/...
As of 2 am Sat...Cool and dry Tue and Wed as a ridge of high
pressure passes through from the west with highs from the mid
40s to lower 50s. With a very airmass in place, there will be
quite a range in low temps with upper 20s coastal plain to mid
30s south coast and lower/mid 40s Outer Banks both mornings.
Temps make a quick recovery Thu and Fri as the ridge moves off
the coast and winds veer to east Thu and southeast Fri. Highs
Thu will be in the mid to upper 50s, with highs Fri warming
further to the mid 60s. Lows Thu morning will be in the lower
30s coastal plain to mid 40s Outer Banks, and lows Fri morning
in the lower 40s coastal plain to lower 50s Outer Banks. These
warmer temps are out ahead of the next approaching storm
system, which lifts from the southern plains Thu into the Great
Lakes region on Sat. Best chance for rain will be Fri into Fri
night. Precip will diminish next weekend as the front moves off
the coast.

.AVIATION /07Z SATURDAY THROUGH WEDNESDAY/...
Short term /through tonight/...
As of 3 AM Sat...VFR conditions expected to dominate through
00z, with conditions gradually deteriorating overnight.
Increase in mid and high clouds will be the rule this morning,
then continuing to lower through the day, especially south of
Highway 70 with light rain spreading across this area during the
late morning and afternoon hours. Cannot rule out periods of
MVFR across far southern sections this afternoon as well, with
OAJ most likely to be impacted.
Long Term /Sunday through Wednesday/...
As of 3 AM Sat...Widespread sub-VFR (IFR likely) conditions are
expected through Sunday night as an area of low pressure lifts
along the NC coast. Periods of IFR likely to develop Sunday and
linger at least into Sunday evening. Precipitation will become
widespread across the area and a period of light snow is now
looking more likely Sunday morning for the TAF sites at PGV and
ISO. Snow likely to change back to rain inland Sunday afternoon.
Gusty NE winds up to 30 kt expected Sunday. Sub-VFR conditions
may be improving Monday with periods of lingering light rain
likely. VFR/SKC Tue and Wed as a ridge of high pressure with a
dry airmass passes through from the west. North winds 10-15
knots Tue and north around 5 knots Wed.

.MARINE...
Short term /through Monday night/...
As of 3 AM Sat...Very strong winds and dangerous seas expected
to develop late tonight and continue into Monday. High pressure
will remain north of the area today while an area of low
pressure strengthens over the Gulf States, then lifts NE and
along the NC coast Sunday afternoon and early Monday. Latest obs
show N/NE winds 5-15 kt with seas 2-3 ft. NNE winds increasing
to 10-20 kt this afternoon with seas building to 2-4 ft. Gale
Warnings now in effect for the waters, sounds and rivers
beginning late tonight for the southern waters and spreading
northward through the day Sunday. NE winds increase to 25-35 kt
with gusts 40-45 kt with seas building to 10-18 ft. A few gusts
to Storm Force will be possible across the outer waters Sunday
and Sunday night as winds peak. Strong winds and dangerous seas
continue into Monday night.
Long Term /Tuesday and Wednesday/...
As of 2 am Sat...Slowly improving conditions as low pressure
moves away from the southeast US coast and high pressure builds
in from the west. Winds will diminish as the pressure gradient
loosens, but seas will remain elevated through midweek,
especially over the coastal waters north of Cape Lookout.

.TIDES/COASTAL FLOODING...
As of 3 AM Sat...An area of low pressure is forecast to
strengthen and lift off the NC coast Sunday afternoon into early
Monday. A prolonged period of strong winds are expected to
develop Sunday and continue through Monday night. Based on the
current forecast track and duration of strong winds, coastal
flooding, rough surf and beach erosion will be likely. Minor to
moderate coastal flooding, with water level rises 1-3 ft above
ground (2-4 ft above normal) expected. Coastal Flood and High
Surf Advisories have been issued. Strong NE winds begin Sunday,
so areas adjacent to the western end of the Pamlico Sound (in
Carteret, Craven, Pamlico, Beaufort, Mainland Hyde counties)
will see water level rises with minor (locally moderate for
areas adjacent to the southern Pamlico Sound) inundation. Winds
become more NNE Sunday night and Monday, with threat expanding
to include the oceanside of the Outer Banks (mainly north of
Cape Hatteras) and soundside Outer Banks, from the Buxton area
down to Ocracoke. The greatest threat for beach erosion, rough
surf, and localized ocean overwash will be for the beaches north
of Cape Lookout. Due to the prolonged period of strong winds
and wave run up, the coastal flood threat is likely to persist
for a few days for many coastal locations. A secondary low will
develop offshore of the Carolinas later Monday into early
Tuesday, and may keep gale force winds and coastal flooding
issues in play into Tuesday. Thereafter, conditions should
improve into mid week.
