  Rio Grande at Candelaria 3N affecting Presidio County
  Rio Grande above Presidio 6WNW affecting Presidio County
  
.River flooding will continue at Candelaria 3N and Presidio 6WNW. 
Current forecast has both locations remaining above flood stage 
through Friday morning.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Motorists are urged to heed flood warnings, and exercise caution if 
traveling through this area.  Vehicle-related fatalities are the 
number one source of flood fatalities in West Texas and New Mexico.
If you encounter a flooded stretch of roadway, do not attempt to  
cross it.  You and your vehicle could be swept downstream in rushing 
floodwaters.  Turn around, don't drown!  

River levels are high.  Ranchers and farmers should move livestock 
and machinery out of flood-prone areas if time permits.

Keep in mind that any additional rainfall across the area could
significantly change the present forecast stage.

* Flood stage is 8.5 feet (2.6 meters).
* Forecast...The river will continue rising to near 9.6 feet (2.9 
  meters) by this evening.  The river will fall below flood stage 
  Saturday morning.
* Impact...At 8.5 feet (2.6 meters), the river reaches minor flood 
  stage, possibly resulting in flooding of FM 170 in low areas.  
  Homes in Candelaria are not expected to be affected.  Farmers and 
  ranchers need to remain alert to the weather and river conditions 
  as livestock and machinery may need to be moved to higher ground.

.Recent rainfall has caused river rises along the Rio Grande at Candlaria 3N
and Presidio 6WNW. These locations will remain at or slightly above minor
flood stage through tonight.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Motorists are urged to heed flood warnings, and exercise caution if 
traveling through this area.  Vehicle-related fatalities are the 
number one source of flood fatalities in West Texas and New Mexico.
If you encounter a flooded stretch of roadway, do not attempt to  
cross it.  You and your vehicle could be swept downstream in rushing 
floodwaters.  Turn around, don't drown!  

River levels are high.  Ranchers and farmers should move livestock 
and machinery out of flood-prone areas if time permits.

Keep in mind that any additional rainfall across the area could
significantly change the present forecast stage.

* At  2PM Saturday the stage was 8.6 feet (2.6 meters).
* flooding is occurring and  flooding is forecast.
* Flood stage is 8.5 feet (2.6 meters).
* Impact...At 8.5 feet (2.6 meters), the river reaches minor flood 
  stage, possibly resulting in flooding of FM 170 in low areas.  
  Homes in Candelaria are not expected to be affected.  Farmers and 
  ranchers need to remain alert to the weather and river conditions 
  as livestock and machinery may need to be moved to higher ground.

Showers and thunderstorms will continue developing and moving
across the area for most of the day. Low ceilings will continue to
impact the area until around 17z when ceilings will improve a
little. There is a chance that low ceilings will return to the
area tonight. Winds will mostly be light out of the north to
northeast through the period although some elevated winds are
possible this morning and afternoon.

DISCUSSION...
The radar has gotten quiet this morning, but a few showers
developing northeast of Midland may be an indication for what will
happen later today. Current observations show a weak cold front
has moved into the Permian Basin and has become stationary near
the I-20 corridor. This front will serve as a focus for
convergence and convective development today and models are in
good agreement on PoPs. The main concern with rain today is model
resolution being too course to be able to properly handle the
rain showers today and may be showing greater coverage than will
actually occur. This would cause the QPF to appear broader and
more smoothed in model output giving the impression more areas
will see rainfall. Therefore despite high PoPs today, did not
issue a Flash Flood Watch as I expect the flash flood potential to
be isolated. If the front proves to be a strong focus for storm
development, a watch may need to be issued later.

Another concern is that convection today produces outflow that
pushes the front (and convection) farther south than current
models are indicating and PoPs should also be focused farther
south tomorrow. However 500mb vorticity on all models show several
disturbances moving across the area so the frontal position may
not be such a big concern. Also low level moisture will remain
through Friday night keeping the atmosphere unstable even behind
the front. So PoPs have been kept high across the area Friday,
not decreasing until Saturday when the front not only moves south
and east of the area, but dry air finally begins moving in
decreasing instability. Temps today and tomorrow will be cooler
thanks mostly to expected rainfall though weak northeasterly winds
will provide some cold air advection.

Saturday rainfall will be ending, especially in the afternoon but
residual moisture will keep temps below normal. Next week upper
level high pressure builds into Texas from the southwestern U.S.
bringing drier weather. Temperatures will slowly climb but will
still be around normal for this time of year.
