The National Weather Service in Los Angeles/Oxnard has issued an
Excessive Heat Warning, which is in effect from 10 AM Monday to
8 PM PDT Tuesday. A Wind Advisory has also been issued. This Wind
Advisory is in effect from 6 PM this evening to 3 AM PDT Tuesday.
The Excessive Heat Watch is no longer in effect. 

* TEMPERATURES...95-105 lower elevations...88-95 higher
  elevations. 

* WINDS...North winds 15 to 25 mph with gusts to 45 mph tonight
  and Monday then north winds increasing to 20 to 30 mph with
  gusts to 50 mph Monday night.

* Impacts...Increased potential for serious heat-related
  illnesses, especially for the young and elderly, those
  performing outdoor activities, as well as those without access
  to air conditioning. Increased potential for power outages. Gusty
  winds will make driving difficult, especially for high profile 
  vehicles.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Never, ever, leave people or pets in enclosed vehicles, even for
a short period of time. 

Take extra precautions if you work or spend time outside. When
possible, reschedule strenuous activities to early morning or
evening.  Know the signs and symptoms of heat exhaustion and heat
stroke. Wear light weight and loose fitting clothing when
possible and drink plenty of water.

To reduce risk during outdoor work the occupational safety and

.SYNOPSIS...05/159 PM.

Above normal temperatures will continue across Southern
California through this week with Tuesday expected to be the
hottest day. Gusty north winds across southern Santa Barbara
county as well as the Ventura and Los Angeles county mountains
tonight through Monday night will bring critical fire weather
conditions. Night through morning low clouds are expected to
return the second half of the week.

.SHORT TERM (TDY-WED)...05/124 PM.

Overall, 12Z models in very good synoptic agreement through the
period. At upper levels, ridge will build over the area tonight
and Monday then remain entrenched over the area Tuesday and
Wednesday. Near the surface, increasing northerly flow will
develop tonight through Tuesday then will shift to weakly onshore
on Wednesday.

Forecast-wise, two main issues will be temperatures and winds.
First with respect to temperatures, the area is still on track for
a significant heat wave in the short term. With upper ridge
strengthening overhead and northerly flow, all areas will warm up
nicely Monday and Tuesday. Based on latest Heat Risk forecasts,
have upgraded Excessive Heat Watches to Excessive Heat Warnings
and Heat Advisories. Between Monday and Tuesday, Tuesday will be
the warmest day as morning gradients actually turn weakly
offshore. On Wednesday, will expect some minor cooling for most
areas although temperatures will remain well above normal.

As for winds, northerly gradients will be increasing tonight
through Monday night. So, advisory-level Sundowner winds are
expected across southern Santa Barbara county and north winds are
expected across the Interstate 5 corridor. So, will issue a Wind
Advisory for this areas from tonight through Monday night with
peak gusts between 40 and 50 MPH. There may be some lull in the
speeds during the day on Monday, but the winds will pick up again
Monday evening. On Tuesday, the winds will begin to shift back to
a typical onshore direction and should remain below advisory
levels Tuesday afternoon through Wednesday.

As for clouds, most areas should remain mostly clear through
Wednesday. The only exception will be this afternoon where some
stratus/fog will linger along the coast of Ventura county and
Santa Barbara county. However by this evening, will expect this
stratus to dissipate.

.LONG TERM (THU-SUN)...05/132 PM.

For the extended forecast, 12Z models continue to exhibit good
synoptic agreement. At upper levels, ridge will strengthen a bit
on Thursday then will slowly weaken Friday through Sunday. Near
the surface, onshore flow will gradually return and strengthen
across the area.

Forecast-wise, nothing too exciting expected during the period.
With upper ridge strengthening a bit on Thursday, most areas
should be a couple degrees warmer (especially away from the
beaches). However all areas should exhibit a slight cooling trend
Friday through Sunday.

With onshore flow returning, the marine layer stratus/fog should
eventually make a return to the area. At this time, will forecast
a return of stratus/fog to the Central coast as early as Thursday
morning and to areas south of Point Conception by Saturday
morning. Of course, given the nature of marine layer formation,
confidence in this timing is low.

The other thing of minor note is that there may be some hint of
monsoonal moisture moving into the area during the period. At this
time, do not expect this to amount to much other than the
possibility of some afternoon cumulus clouds over the higher
terrain.

.AVIATION...05/1817Z.

At 1730z at KLAX... the inversion was around 500 feet. The top of
the inversion was around 2700 feet with a temperature of about 27
degrees Celsius.

Overall... Low to moderate confidence in the coastal TAFs and
high confidence in the other TAFs. The uncertainty in the coastal
TAFs is the location, timing, and duration of a possible marine
push overnight and/or in the morning as offshore winds begin to
develop for the week. There is a general thirty percent chance of
IFR/MVFR conditions at individual coastal sites and a less than
ten percent chance of VLIFR/LIFR conditions once something forms.
KOXR and KCMA are the most likely locations to have some morning
low clouds. Otherwise and elsewhere VFR conditions will prevail.

KLAX... Moderate confidence in the TAF. There is a ten percent
chance of IFR/MVFR conditions 13z-17z. Otherwise VFR conditions
will prevail. There will be no east winds greater than eight
knots.

KBUR... High confidence in the TAF. VFR conditions will prevail
throughout the forecast period.

.MARINE...05/1250 PM.

For the Outer Waters... There will be a prolonged period of Small
Craft Advisory (SCA) level winds through at least early Tuesday
night, though there will likely be morning lulls each day. There is
a sixty percent chance of winds reaching Gale Force at times Monday
late afternoon through early Tuesday morning, particularly from
northwest of San Nicolas Island to north of Point Conception.

For the Inner Waters... North of Point Conception, SCA level winds
are expected this afternoon through early Monday morning and will
likely be issued again Monday afternoon through early Tuesday morning.
South of Point Conception, there is a seventy percent chance of
SCA level winds across the western portion of the Santa Barbara
Channel late this afternoon through early Monday morning. The same
area will likely need another SCA for Monday evening through
early Tuesday Morning.

The elevated winds will generate a building short period swell for
most of the coastal waters each night. There is a potentially large
SE swell coming at the end of this coming week as a tropical system
moves off the Baja Coast. Large high tides greater than seven feet
are also expected for the middle to end of this week.

Overnight and morning locally dense fog is likely through the week.

.FIRE WEATHER...05/957 AM.

Gusty north winds are expected to develop across portions of Southwest
California through early Tuesday, strongest across the Santa Barbara
south coast and mountains as well as the Interstate 5 corridor of
the Los Angeles and Ventura county mountains. The strongest north
winds in these areas will occur this evening through early Tuesday
with gusts generally in the 35 to 45 mph range.  As the northerly winds
develop, very dry air is expected to move into the area, especially
on Monday when single digit humidities will be widespread across
the region. In addition, there will be very poor humidity recoveries
across the foothills, mountains, and wind prone areas tonight and
Monday night. A significant warm-up is also expected on Monday
and Tuesday when triple digit heat will become widespread across the
region, with very warm temperatures continuing across inland areas
through much of the week.

The long duration of hot and dry conditions combined with very dry fuels
will bring elevated fire danger through much of the week across Southwest
California, including the potential for large vertical plume growth during
the afternoon hours. The most critical fire weather conditions will occur across
the Santa Barbara south coast and mountains, as well as the Interstate
5 corridor in the Los Angeles and Ventura county mountains where gusty
northwest to north winds will combine with the hot and very dry conditions,
resulting in the issuance of the Red Flag Warning for these areas.
Areas under a Red Flag Warning have the potential for very rapid fire
spread and extreme fire behavior, including long range spotting due to the
gusty winds.Everyone needs to use extreme caution near fire
ignition sources.
