High Wind Warning, which is in effect from 10 AM Thursday to
10 PM PST Friday. 

* WINDS...Northeast 25 to 35 mph with gusts to 60 mph. Isolated
  gusts to 70 mph in and around the Highway 14 corridor. Winds
  strongest Thursday night into Friday morning.

* IMPACTS...Winds this strong may down trees and power lines, 
  causing property damage or power outages. Cross winds can make 
  driving difficult, especially for drivers of high profile 
  vehicles and vehicles towing trailers.

.SYNOPSIS...07/128 PM.

Onshore flow will continue cooler conditions through Thursday
morning, along with night through morning low clouds and fog,
mainly south of Point Conception. A warming and drying trend is
expected Thursday afternoon into Saturday with breezy to windy
conditions, especially through and below passes and canyons. A
warm dry pattern could linger into early next week.

.SHORT TERM (TDY-SAT)...07/113 PM.

Definitely a slower burn off of the marine layer south of Pt
Conception this morning with gradients trending onshore. Temps
took a hit as a result and were even cooler than expected in many
areas.

Gradients are going to start reversing pretty quick this evening
and by tomorrow morning the LAX-DAG gradient is expected to drop
to between -1 and -3mb. This makes for a little tricky stratus
forecast south of Pt Conception but odds favor clouds moving back
into the coast/valleys again tonight but then clearing out quickly
later tonight and early Thu as that offshore push punches through
the inversion.

Models have held true to their respective biases for this event
with the NAM still the strongest at just over -9mb Friday morning
which is still expected to be the peak period. That would be
unprecedented and something more in the 7-8mb range seems more
plausible. What could be driving the NAM's forecast could be the
amount of cold air it shows advecting into the area which also
would impact the temperatures. Not surprisingly the NAM MOS
guidance is 2-5 degrees cooler than most of the other guidance
numbers for Thu/Fri so there's still some uncertainty on how warm
we'll get with this Santa Ana. Either way, this will be a solid
strong advisory wind event for most of LA/Ventura counties with
some warning level gusts to around 70 mph in the LA mountains.
Winds expected to drop off quickly Friday afternoon and evening,
starting at the coast and then working inland.

Offshore flow continues into Saturday but with quite a bit less
wind. Temps will warm up slightly with some of that cold air
moving east.

The other impact with this Santa Ana will be the cold overnight
temperatures in wind protected locations like the Antelope Valley
and interior SLO County. Temps expected to drop below freezing in
parts of those areas as early as Friday morning, then cooler still
Sat and Sun mornings, as cold as the low to mid 20s in the
Antelope Valley. So a freeze watch has been issued for both areas,
and a hard freeze watch for the AV Sat and Sun mornings.

.LONG TERM (SUN-WED)...07/123 PM.

A brief period of onshore flow late Sat into early Sun will shift
again back to offshore late Sunday into Monday following yet
another trough dropping through the Great Basin. The operational
models have consistently been weaker with the resulting gradients
Mon/Tue and with less cold air support winds with this second
event should be weaker as well. But there is quite a bit of
spread in the ensembles so it's a not zero chance that this next
event could come close to the strength of this first one. Either
way still very dry and likely at least some low end advisory
level winds across parts of LA/Ventura counties so there's a
good chance that red flag warnings will return. This should also
be a warmer event with the ridge axis right overhead by Tuesday.
Current forecast temps are likely underdone if the operational
models pan out but am hedging my bets at this point given the
ensemble spread. Still no hint of any rain for the next couple
weeks at least.

.AVIATION...07/1818Z.

At 13Z at KLAX...the marine layer depth was around 2500 feet deep.
The top of the inversion was near 4500 feet with a temperature of
about 19 degrees Celsius.

South of Point Conception, low to moderate confidence in the
current forecast. Predominant MVFR conditions at terminals south
of Point Conception will scatter out through 20Z. There is a
chance of MVFR conditions lingering until 22Z. IFR to MVFR
conditions will return to terminals south of KOXR as soon as 01Z
or as late as 09Z, then likely spread north into KSBA and into the
lower valley terminals through daybreak. VFR conditions should
develop a bit quicker on Thursday morning.

North of Point Conception, moderate to high confidence in the
current forecast. VFR conditions are likely throughout the period.
There is a slight chance of LIFR conditions between 10Z and 16Z.

KLAX...MVFR conditions will scatter out as early as 19Z or as late
as 20Z. There is a 50 percent chance of MVFR conditions
redeveloping as soon as 01Z increasing to 80 percent as late as
08Z. VFR conditions should develop between 15Z and 17Z Thursday.

KBUR...There is a 70 percent chance of IFR to MVFR conditions
at KBUR between 10Z and 16Z. VFR conditions should develop between
14Z and 16Z Thursday.

.MARINE...07/215 PM.

Marginal Small Craft Advisory winds and choppy seas will develop
across the northern outer waters from this evening through late
tonight. The strongest winds are expected across the far northern
and western portions of the zone. There is a 40 percent chance of
Small Craft Advisory winds around Point Conception tonight.

There is a 60 percent chance of Small Craft Advisory level
northeast winds developing Thursday through Friday across the
Inner Waters south of Point Conception, especially nearshore
between Rincon Point and Pacific Palisades and south of the Palos
Verdes Peninsula. Gusty northeast winds across the coastal waters
have a history of bringing gusty winds and hazardous swell
activity into exposted east-facing harbors, such as Avalon and
Two Harbors on Catalina Island. If seeking safe harbor during the
gusty winds, Avalon Harbor should not be considered safe harbor
during this event.

Otherwise and elsewhere, conditions will remain below advisory
criteria through Sunday.

.FIRE WEATHER...07/1256 PM.

An extended period of elevated to critical conditions is expected
through at least the end of next week. Widespread minimum
humidites between 8 and 15 percent will persist Thursday through
most of next week, except for extremely low humidities between 1
and 8 percent on Friday and Saturday. Overnight recoveries will be
poor in the mountains and windy areas. North winds gusting
between 25 and 35 mph will bring near critical conditions to the
Tejon Pass and Santa Barbara County Mountain areas tonight. A
moderate to strong Santa Ana wind event will materialize over Los
Angeles and Ventura Counties by Thursday afternoon, then continue
through Friday afternoon with gusts between 50 and 70 mph, before
weakening through Saturday. Widespread Red Flag conditions will
happen over most of Los Angeles and Ventura Counties Thursday
through Friday evening as a result, possibly lingering into
Saturday over the mountains. Elevated to briefly and locally
critical conditions are possible over Santa Barbara and San Luis
Obispo Counties, especially in the mountains Thursday night into
Friday when east wind gusts between 25 and 35 mph are expected.
Offshore winds will strengthen again on Sunday and could persist
through Tuesday, but there remains some uncertainty as to how
strong this event will be. As such, widespread Red Flag conditions
are possible again over most of Los Angeles and Ventura Counties.

Considering the wind speeds, extremely dry vegetation and fuels,
and the long duration of the event, this is a dangerous situation.
The public needs to be reminded to be very careful with any
potential fire ignition sources. Large fires have been started by
things such as discarded cigarettes, dragging tow chains, metallic
weed whackers, campfires, and welding equipment.
